ACC Approves Key IAS Appointments: Vishal Gagan Named CIC Secretary, N. Gulzar Appointed NCRPB Member Secretary
The Appointments Committee of the Cabinet (ACC) has cleared another set of significant appointments involving senior IAS officers, aimed at strengthening governance in key administrative and urban planning institutions.
Shri Vishal Gagan (IAS, Odisha cadre, 1998 batch), who was serving in his parent cadre, has been appointed as Secretary in the Central Information Commission (CIC) under the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions. This position will be held at the rank and pay equivalent to that of an Additional Secretary to the Government of India.
In another important development, Shri N. Gulzar (IAS, Andhra Pradesh cadre, 1999 batch), currently serving as Additional Secretary in the Department of Telecommunications under the Ministry of Communications, has been appointed as Member Secretary of the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs. This role also carries the rank and pay of an Additional Secretary to the Government of India.
These appointments reflect the government’s continued emphasis on placing experienced administrators in strategic roles to enhance transparency, governance efficiency, and coordinated urban development.
