Rare Bureaucratic Shake-Up: Three Key Aides of Union Minister Bhupender Yadav Relieved Simultaneously, Triggering Speculation
The Environment Ministry has simultaneously relieved three key aides of Union Minister Bhupender Yadav, including IRS officer Amar Singh. The rare administrative move has sparked speculation, though the government has not disclosed any reasons.
In an unusual development that has drawn considerable attention within government and bureaucratic circles, the Ministry of Environment, Forest and Climate Change (MoEFCC) has simultaneously relieved three senior members of Union Environment Minister Bhupender Yadav’s personal staff. The coordinated action, carried out through separate office orders issued on July 3, 2026, has triggered widespread discussion because such simultaneous changes in a Union Minister’s personal office are rarely witnessed.
The officers affected are Amar Singh, a 2010-batch Indian Revenue Service (Income Tax) officer serving as the Minister’s Private Secretary, Shailesh Kumar Singh, who was serving as Additional Private Secretary, and Ayush Saran, also an Additional Private Secretary.
While the orders took immediate effect, neither the ministry nor the minister’s office has offered any official explanation for the decisions.
Three Separate Orders Issued on the Same Day
The Ministry issued three independent office orders dealing with each officer separately. Although the orders invoked different service provisions, all three resulted in the officers being relieved of their responsibilities with immediate effect.
The coordinated timing of the orders has attracted attention within administrative circles, particularly because they concern officers who had been closely associated with the Union Minister for several years.
Copies of all three orders were circulated to several senior government offices, including the Prime Minister’s Office (PMO), the Cabinet Secretariat, the Department of Personnel and Training (DoPT) and other concerned authorities, highlighting the significance of the administrative exercise.
Amar Singh Repatriated to Parent Cadre
Among the three officers, the most prominent is Amar Singh (IRS:2010), who had been serving as the Private Secretary to Union Minister Bhupender Yadav.
According to the ministry’s order, Amar Singh has been repatriated to his parent cadre—the Department of Revenue—on administrative grounds and relieved of his duties with immediate effect.
His association with Bhupender Yadav dates back to 2021, when the Minister headed the Ministry of Labour and Employment. After the formation of the new Union Government following the 2024 Lok Sabha elections, Amar Singh continued as the Minister’s Private Secretary when Bhupender Yadav took charge of the Ministry of Environment, Forest and Climate Change.
Before serving as Private Secretary, Amar Singh had worked as a Deputy Secretary and was later elevated to the rank of Director in 2024.
Notably, a Department of Personnel and Training (DoPT) memorandum issued on June 25, 2024, had approved his tenure as Private Secretary until September 7, 2026, subject to the usual terms and conditions. However, the latest order has effectively brought that tenure to an early end.
Shailesh Kumar Singh Sent Back to Parent Department
In a separate order, Shailesh Kumar Singh, a Central Secretariat Service (CSS) officer serving as Additional Private Secretary, has also been relieved before the completion of his tenure.
He has been prematurely repatriated to his parent cadre and directed to report to the Department of Personnel and Training.
The order also mentions that he has been granted an extended cooling-off period, a provision generally applicable to officers returning from deputation under specified service rules.
No reasons have been mentioned in the official communication regarding the premature repatriation.
Appointment of Ayush Saran Terminated
The third order relates to Ayush Saran, who had also been serving as Additional Private Secretary in the Minister’s office.
Unlike the other two officers, whose services were ended through repatriation, Ayush Saran’s appointment has been terminated with immediate effect.
According to the ministry, the action has been taken in pursuance of a DoPT Office Memorandum dated July 2, 2026, and with the approval of the competent authority.
The notification simply states that he has been relieved from his responsibilities with immediate effect without elaborating on the reasons behind the decision.
Orders Forwarded to Senior Government Offices
All three office orders were signed by Vibhuti Panjiyar, Under Secretary to the Government of India.

Despite growing interest in the developments, neither the Ministry of Environment, Forest and Climate Change nor the office of Union Minister Bhupender Yadav has issued any official clarification explaining the reasons behind the action.
As a result, the decisions have become the subject of discussion across bureaucratic and political circles.
However, it is important to note that no official allegations, findings, or disciplinary proceedings have been disclosed against any of the officers concerned. The government has also not linked the administrative decisions to any specific issue or inquiry.
Officers Had Worked Closely With the Minister
All three officers had been associated with Bhupender Yadav for a considerable period.
Amar Singh had accompanied the Minister from the Labour and Employment Ministry to the Environment Ministry, serving as one of his closest administrative aides. Shailesh Kumar Singh and Ayush Saran were also integral members of the Minister’s personal establishment, assisting in official coordination and administrative matters.
Their simultaneous departure marks one of the most significant changes in the Minister’s personal office since the formation of the current government.
An Uncommon Administrative Development
Senior bureaucrats note that transfers, repatriations and tenure changes among ministerial staff are not unusual. However, the simultaneous exit of three senior officers attached to the same Union Minister through separate orders issued on the same day is considered highly uncommon.
Sources point out that during the second term of the present government between 2019 and 2024, more than a hundred officers and personal staff members attached to various Union Ministers were transferred or repatriated under different administrative circumstances. Yet, instances involving multiple senior aides of a single minister being relieved simultaneously have been relatively rare.
For now, the reasons behind the latest reshuffle remain undisclosed. Until the government provides an official explanation, the development is likely to continue attracting attention within administrative circles as an unusual episode in ministerial staffing.
