MHA Transfers 4 AGMUT Officers to Arunachal Pradesh: Vikramjit Singh, Abhishek Dhania and 2 IAS Officers
The Ministry of Home Affairs (MHA) has ordered the transfer of four AGMUT-cadre officers to Arunachal Pradesh, bringing two IPS and two IAS officers into the state’s administrative and policing setup.
The transfer and posting orders were issued on September 19, 2026, and involve officers currently serving in Delhi as well as an IPS officer on central deputation. Among those moved are 2006-batch IPS officer Vikramjit Singh and 2012-batch IPS officer Abhishek Dhania, along with 2003-batch IAS officer Neeraj Semwal and 2011-batch IAS officer Ravi Jha.
The latest orders are part of a continuing movement of officers within the Arunachal Pradesh-Goa-Mizoram-Union Territories (AGMUT) cadre, which covers Arunachal Pradesh, Goa, Mizoram and the Union Territories. The four officers bring experience from Delhi Police, the Indo-Tibetan Border Police, revenue administration and district administration to their new assignments in Arunachal Pradesh.
The latest movement also follows another round of AGMUT transfers earlier in September, when three IAS officers were moved from Jammu and Kashmir to Arunachal Pradesh.
Vikramjit Singh Transferred From Delhi Police
Vikramjit Singh, a 2006-batch IPS officer of the AGMUT cadre, has been transferred to Arunachal Pradesh from his present assignment in Delhi Police.
Before the latest order, Singh was serving as Joint Commissioner of Police, Anti-Corruption Branch, Delhi Police. He had been holding the post at Pay Level 14 since July 17, 2025.
A direct recruit through the UPSC Civil Services Examination, Singh joined the Indian Police Service on December 18, 2006. His available service details indicate around two decades of service and one promotion recorded in his career so far.
Singh holds an MBBS degree and is from Haryana. His professional record also includes recognition for police service, with the President’s Police Medal for Gallantry listed for 2013.
His latest transfer takes him from a senior position in Delhi’s Anti-Corruption Branch to Arunachal Pradesh. The move represents a shift from a specialised metropolitan policing assignment to the northeastern segment of the AGMUT cadre.
The Anti-Corruption Branch handles cases involving allegations of corruption and related offences, making Singh’s experience in the unit relevant to his wider policing career as he takes up his new responsibilities in Arunachal Pradesh.
Abhishek Dhania Moves From ITBP Deputation
Another IPS officer moved under the latest MHA orders is Abhishek Dhania, a 2012-batch AGMUT-cadre officer. Dhania had been serving on central deputation as Deputy Inspector General in the Indo-Tibetan Border Police (ITBP). The latest order transfers him back to an assignment within the AGMUT cadre in Arunachal Pradesh.
Dhania joined the IPS on September 3, 2012, after being selected through the UPSC Civil Services Examination as a direct recruit. His available service record indicates around 14 years of service and one promotion so far.
He holds a B.E. in Computer Engineering and is from Delhi. His service record also includes a State Award (Gold Medal) and other honours related to police service.
Before his central deputation, Dhania had served in Delhi Police, including at the Deputy Commissioner of Police level. His experience therefore spans both regular police administration in the national capital and service with a central armed police force. The Arunachal Pradesh posting brings him back from his ITBP assignment to a cadre posting within the northeastern part of the AGMUT structure.
Neeraj Semwal Shifted From Delhi Revenue Department
The two IAS officers included in the latest order are also experienced AGMUT-cadre officers. Neeraj Semwal, a 2003-batch IAS officer, was serving as Secretary-cum-Divisional Commissioner in the Revenue Department of the Government of NCT of Delhi before his transfer.
Semwal had been holding the position since February 16, 2026. He has now been moved to Arunachal Pradesh as part of the latest MHA cadre reallocation. A direct recruit through the UPSC Civil Services Examination, Semwal has around 23 years of service experience.
His career has included a wide range of administrative responsibilities, including assignments as Secretary, Joint Secretary, Commissioner, Additional CEO, Special Commissioner and Managing Director.
His service experience has also included a Personal Secretary assignment to a Union Minister, in addition to several other senior administrative roles. Available service details list approximately 14 postings across seven locations, reflecting a career spread across different administrative environments.
Semwal’s academic qualifications include a B.A. in Accountancy, a PG Diploma in Management from IMT Ghaziabad, and a law degree. His latest transfer moves him from a senior revenue administration position in Delhi to Arunachal Pradesh, adding another experienced administrative officer to the state’s AGMUT cadre establishment.
Ravi Jha Moves From Deputy Commissioner, New Delhi
The fourth officer transferred under the September 19 order is Ravi Jha, a 2011-batch IAS officer of the AGMUT cadre. Jha had been serving as Deputy Commissioner, New Delhi, since July 24, 2024. He has now been transferred to Arunachal Pradesh.
Jha entered the IAS as a direct recruit through the UPSC Civil Services Examination and has more than 15 years of service experience. His available service record lists 13 postings across 13 locations, indicating considerable administrative exposure across different assignments.
His career has included both field and central government responsibilities. Among his central assignments, he served as Personal Secretary to the Minister of Commerce and Industry and as Officer on Special Duty to the Minister of State for Atomic Energy.
He has also served on central deputation during his career.
Academically, Jha holds a B.Tech degree in Mechanical Engineering from the National Institute of Technology, Jamshedpur. His service record also lists four training programmes. His transfer to Arunachal Pradesh now shifts him from district-level administration in New Delhi to another constituent part of the AGMUT cadre.
Three AGMUT IAS Officers Earlier Moved From J&K
The latest four transfers come just weeks after another significant movement of AGMUT-cadre IAS officers to Arunachal Pradesh. On September 3, 2026, the MHA had transferred three AGMUT-cadre IAS officers from Jammu and Kashmir to Arunachal Pradesh with immediate effect.

The September 3 order directed the three officers to be relieved from their existing assignments within 15 days of the order. Their transfers were made with the approval of the competent authority and were to remain effective until further orders.
The movement of those three officers was followed by the September 19 transfer order covering Vikramjit Singh, Abhishek Dhania, Neeraj Semwal and Ravi Jha.
Why the Latest AGMUT Transfers Matter
The AGMUT cadre has a distinctive administrative structure because it brings together several geographically and administratively different regions. Officers belonging to the cadre can be posted across its constituent segments depending on administrative requirements.
The latest orders once again demonstrate that movement within the cadre can involve officers shifting between major metropolitan assignments, central deputation positions and postings in the northeastern states.
In the present round, Vikramjit Singh moves from the Anti-Corruption Branch of Delhi Police, while Abhishek Dhania returns from central deputation with the ITBP. On the administrative side, Neeraj Semwal moves from Delhi’s Revenue Department and Ravi Jha from the Deputy Commissioner position in New Delhi.
Together, the four officers bring experience from specialised policing, central armed police service, revenue administration, district administration and central government assignments.
Four More AGMUT Officers Move to Arunachal Pradesh
With the latest MHA order, Arunachal Pradesh has received four more officers from the AGMUT cadre in a single round of transfers. The movement of Vikramjit Singh, Abhishek Dhania, Neeraj Semwal and Ravi Jha adds experienced IPS and IAS officers to the state’s administrative and policing establishment.
