Election Commission Appoints 470 IAS, IPS, IRS Officers as Central Observers for Bihar Assembly and State By-Elections
Observers empowered under Article 324 of the Constitution and Section 208 of the Representation of the People Act, 1951
The Election Commission of India (ECI) has appointed 470 senior officers as central observers for the forthcoming Bihar Assembly elections and by-elections across several states. Tasked with ensuring the integrity of the electoral process, these observers will serve as the Commission’s direct representatives on the ground.
Composition of the Observers
The appointments draw from India’s premier civil services and allied cadres:
320 officers from the Indian Administrative Service (IAS)
60 officers from the Indian Police Service (IPS)
90 officers from the Indian Revenue Service (IRS), Indian Railway Accounts Service (IRAS), Indian Civil Accounts Service (ICAS), and others
States and Constituencies Covered
The observers will oversee polls in Bihar as well as by-elections in key constituencies across the country, including:
Jammu & Kashmir: Budgam, Nagrota
Rajasthan: Anta
Jharkhand: Ghatsila
Telangana: Jubilee Hills
Punjab: Tam-Taran
Mizoram: Dampa
Odisha: Nuapada
Mandate and Responsibilities
Appointed under Article 324 of the Constitution and Section 208 of the Representation of the People Act, 1951, the observers will function under the direct supervision of the Commission until the conclusion of the polls. Their responsibilities include:
Monitoring the conduct of elections to ensure fairness and impartiality
Reporting regularly to the ECI on ground developments
Acting as the Commission’s “eyes and ears” during the election period
Enhancing voter awareness and participation
Providing recommendations for process improvements
Expenditure observers will specifically track and regulate election spending to curb violations
Commission’s Statement
Highlighting their pivotal role, the ECI stated:
“Observers shoulder the important and solemn responsibility of ensuring that elections are fair, impartial and credible, which is the foundation of our democratic system. They assist the Commission in conducting free, fair, transparent, and inclusive elections.”
