Centre Promotes Six 1995-Batch IPS Officers to Special DG and Special Director Ranks in CAPFs, IB
The Centre has approved the promotion of six senior Indian Police Service officers from the 1995 batch to higher ranks in key security and intelligence organisations. The officers, who were already holding senior positions in various Central Armed Police Forces and the Intelligence Bureau, have now been elevated to the rank of Special Director General or Special Director.
The latest round of promotions covers senior officers serving in the Central Reserve Police Force, Border Security Force, Central Industrial Security Force and Intelligence Bureau. The move is significant as these organisations play critical roles in internal security, border management, protection of vital installations, counter-insurgency operations and intelligence gathering across the country.
Among those promoted are CRPF Additional Directors General Sandeep Khirwar and Rajesh Kumar, who have been elevated as Special Directors General. The Border Security Force has also seen two of its Additional Directors General, Puneet Rastogi and Satish Shriramaji Khandare, move up to the Special DG rank.
The Central Industrial Security Force’s ADG Padmakar Ranipse has also been promoted as Special Director General. In the Intelligence Bureau, Additional Director Jag Mohan has been elevated to the rank of Special Director, giving the intelligence organisation another senior officer at its top level.
Six Senior IPS Officers Get Higher Ranks
The promotions bring six experienced 1995-batch IPS officers into higher leadership positions at organisations that are central to India’s national security architecture. Each of the officers has been serving in senior roles, and their elevation comes as part of the Centre’s process of strengthening the leadership structure of important security and intelligence institutions.
In the CRPF, Sandeep Khirwar and Rajesh Kumar, both serving as Additional Directors General, have been promoted as Special DGs. The CRPF is India’s largest Central Armed Police Force and has a major operational presence in areas affected by Left Wing Extremism, insurgency and other internal security challenges. Its personnel are also deployed for election duties, riot control, protection of important establishments and a range of other security assignments.
The promotion of the two officers to Special DG rank gives the force additional senior-level leadership at a time when its responsibilities remain spread across several demanding operational theatres.
Puneet Rastogi and Satish Khandare Promoted in BSF
Two other 1995-batch officers, Puneet Rastogi and Satish Shriramaji Khandare, have also received promotions. Both were serving as Additional Directors General in the Border Security Force and have now been elevated to the rank of Special Director General.
The BSF has a particularly important role in India’s security framework because of its responsibility for guarding the country’s borders with Pakistan and Bangladesh. Its mandate extends beyond routine border surveillance, with the force also involved in preventing infiltration, smuggling and other forms of cross-border crime.
The elevation of Rastogi and Khandare comes against this backdrop of extensive operational responsibilities. Senior officers in the force are required to coordinate large formations, oversee field operations and work closely with state police, intelligence agencies and other central security organisations.
Their promotion to the Special DG rank reflects their progression within the senior leadership structure of the BSF and adds further experience to the force’s top command.
CISF’s Padmakar Ranipse Elevated as Special DG
The Central Industrial Security Force has also received a senior-level promotion with the elevation of its Additional Director General Padmakar Ranipse to the rank of Special Director General.
The CISF has a distinctive role among the Central Armed Police Forces. Its personnel are responsible for securing airports, metro networks, major industrial establishments, government buildings and other strategically important installations. The force has also expanded its security responsibilities over the years as the protection of critical infrastructure has become increasingly important.
An officer serving at the ADG level in the CISF handles a broad range of administrative and operational responsibilities. Ranipse’s elevation to Special DG therefore marks another step in the strengthening of the force’s senior command structure.
Intelligence Bureau’s Jag Mohan Promoted as Special Director
The sixth promotion in the latest list involves the Intelligence Bureau. Jag Mohan, who was serving as an Additional Director in the IB, has been elevated to the rank of Special Director.
The Intelligence Bureau is India’s principal domestic intelligence organisation and plays a crucial role in collecting and analysing intelligence related to internal security. Its work covers a wide range of issues, including counter-terrorism, threats to national security, extremist activities and other matters that may have implications for internal stability.
Unlike the operational role of the Central Armed Police Forces, the IB’s responsibilities are largely centred around intelligence collection, assessment and coordination. Senior officers in the organisation work on sensitive assignments where information gathering and timely assessment can be critical to national security.
Jag Mohan’s elevation to Special Director places him among the senior leadership of the intelligence organisation and reflects his progression through the IB’s command structure.
Why These Promotions Matter
Promotions at the Special DG and Special Director levels are more than routine career advancements for senior IPS officers. They help determine the leadership structure of organisations that are directly involved in some of India’s most important security functions.
The CRPF, BSF and CISF operate in different areas but collectively form a major part of the country’s internal security framework. While the CRPF has a strong operational presence in internal security and counter-insurgency roles, the BSF focuses heavily on border security and the CISF protects critical infrastructure and strategic installations.
