Kishan Kumar, who retired as Special Commissioner of Delhi Police in 2017, later moved to Rohini Heights Society, where ASI Balwan Singh was also residing. Tensions escalated over property disputes within the society, with allegations of physical assault against RWA members Praveen Mann, Ajay Shrivastava, and even Kumar’s wife. The worsening situation compelled Kumar to temporarily shift to Greater Noida in 2021, though he later returned to Rohini Heights following his son’s transfer.

Kishan Kumar has alleged that ASI Balwan Singh is involved in multiple criminal cases—at least five of which are registered—and claims departmental inquiries have failed to result in his dismissal. Expressing concern for his personal safety, Kumar has formally sought police protection.
The Delhi Police, however, have characterized the matter as a personal dispute between two rival groups—one led by Kumar and the other by Singh and his associates. Deputy Commissioner of Police (Outer North) Veereshwar Swami clarified that the issue does not currently appear to constitute official police misconduct but rather a community-level clash.
