DoPT Confirms Seniority of 19 Newly Inducted IAS Officers in Bihar: All Assigned 2015 Batch Under Updated IAS Seniority Rules
The Department of Personnel and Training (DoPT) has formally issued a detailed seniority notification for 19 State Civil Service (SCS) officers who were recently inducted into the Indian Administrative Service (IAS), Bihar cadre, through the 2024 Select List.
The order, published on 19 November 2025, outlines their year of allotment (YoA) and places them within the cadre hierarchy according to the IAS (Regulation of Seniority) Rules, 1987, along with all subsequent amendments.
All Officers Assigned to the 2015 IAS Batch
DoPT has determined the seniority of these officers by applying the prescribed weightage formula, which grants between 3 to 9 years of service credit based on their total number of qualifying years in the State Civil Service.
Under this formula:
Officers with 12 years of qualifying service receive 3 years of weightage, While those with 27 or more years of service receive the maximum weightage of 9 years.
After examining their individual service records, all 19 officers have uniformly been allotted the 2015 IAS batch. This ensures parity in seniority and consistent application of the rules.
Positioning Among Existing Bihar IAS Officers
Following the principles governing cadre placement, the 19 newly inducted IAS officers will be positioned in the Bihar cadre as follows:

This placement ensures that their seniority aligns seamlessly within the existing structure of the Bihar IAS cadre.
Seniority Computed Against 2024 Vacancies
The seniority determination has been made on the basis of vacancy proposals submitted by the Government of Bihar, with the 2024 Select List corresponding to vacancies that arose between 1 January 2024 and 31 December 2024.
The DoPT carried out the seniority computation in accordance with Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, ensuring full compliance with statutory requirements.
