Major Administrative Reshuffle in Uttar Pradesh: Lokesh M Returns as PWD Secretary, Key IAS and PCS Transfers Announced

Uttar Pradesh government has transferred seven IAS and four PCS officers in a major reshuffle. Lokesh M returns as PWD Secretary, Neena Sharma takes charge of Public Enterprises, and key changes are announced in Home and Disability Empowerment departments.

The Uttar Pradesh government has carried out a significant late-night administrative reshuffle, transferring seven IAS officers and four PCS officers, alongside changes in the police service. The most closely watched development is the return of Lokesh M to a key posting as Secretary, Public Works Department (PWD).

Lokesh M Returns to Key Role

Lokesh M, who had earlier been placed on the waiting list following the controversy surrounding the death of Noida engineer Yuvraj Mehta, has now been reinstated to a major departmental role. His appointment as Secretary, PWD signals renewed confidence in his administrative deployment and marks his return to frontline responsibilities.

Neena Sharma Assigned Public Enterprises

Senior IAS officer Neena Sharma, previously serving as Director of the State Administrative Academy, has been given expanded responsibilities. She has been appointed as:

Principal Secretary, Department of Public Enterprises

Director General, Public Enterprises

This dual charge places her at the helm of the state’s public enterprise administration.

Sanjay Kumar Shifted to Administrative Academy

Sanjay Kumar, who was earlier in the Department of Public Enterprises, has now been transferred to the Uttar Pradesh Academy of Administration and Management, where he replaces Neena Sharma in the training and institutional setup.

Mahendra Prasad Returns from Waiting List

Another officer previously on the waiting list, Mahendra Prasad, has been appointed as Special Secretary, Uttar Pradesh Reorganization Coordination Department, marking his return to active service.

Raghubir to Disability Empowerment Department

Raghubir, earlier serving in the Charitable Affairs Department, has now been posted as Special Secretary, Department for Empowerment of Persons with Disabilities, a role focused on inclusive governance.

Ashish Kumar Gets Additional Charge

2015-batch IAS officer Ashish Kumar has been given additional responsibility as Special Secretary, Charitable Affairs Department, while continuing his existing role as Managing Director of the Uttar Pradesh State Tourism Development Corporation (UPSTDC).

Prakash Bindu Moves to Home Department

Prakash Bindu, who was serving as Secretary in PWD, has now been appointed as Secretary, Home Department, considered one of the most strategically important postings in the state administration.

PCS Transfers Announced

Alongside IAS reshuffles, four PCS officers have also been transferred:

Surendra Kumar → Additional Commissioner, Kanpur Division

Ved Priya Arya → ADM (Judicial), Mathura

Gulab Singh → ADM (Judicial), Kushinagar

Pradeep Kumar Singh → SDM, Gonda

Why Lokesh M’s Posting Matters

Among all transfers, the reinstatement of Lokesh M has drawn particular attention. His earlier removal from Noida followed administrative controversy linked to the death of engineer Yuvraj Mehta. His new assignment to PWD places him back in a major role, highlighting the government’s confidence in his administrative capabilities.

IPS Reshuffle Also Conducted

In addition to civil service changes, the state government also announced transfers of IPS officers, including district police leadership changes in Badaun, Fatehpur, Kasganj, and Bhadohi. This indicates a broader restructuring across both civil and police services.

The reshuffle reflects the Uttar Pradesh government’s effort to strengthen administrative efficiency by repositioning senior officers in key departments. With Lokesh M’s return to PWD and strategic postings in Home and Public Enterprises, the changes are expected to have a significant impact on governance and departmental performance.
