Karnataka Government Transfers Three IPS Officers; Ravi S Appointed ADGP KSRP

In a late-night notification issued on Tuesday, the Karnataka Government announced the transfer of three senior Indian Police Service (IPS) officers, reshaping leadership across key wings of the state police. The move, described as routine yet strategically significant, impacts postings in Intelligence, the Karnataka State Reserve Police (KSRP), and the Central Range.

Ravi S Takes Charge as ADGP, KSRP

Senior IPS officer Ravi S, belonging to the 1998 batch, has been appointed as Additional Director General of Police (ADGP), Karnataka State Reserve Police (KSRP). He replaces Sandeep Patil, who was holding the post in additional charge. Prior to this, Ravi S served as ADGP (Intelligence), where he oversaw critical security and intelligence operations. His new role places him at the helm of KSRP, a force crucial for maintaining law and order during emergencies, large-scale public gatherings, and special operations.

Labhu Ram Assigned to Intelligence

In another key change, Labhu Ram (2004 batch) has been transferred and posted as Inspector General of Police (Intelligence). He previously served as IGP, Central Range. The Intelligence wing plays a pivotal role in monitoring internal security, gathering actionable inputs, and coordinating with central agencies. The government notification clarified that the post of IGP (Intelligence) has been declared equivalent to IGP, Criminal Investigation Department (CID), ensuring parity in rank and responsibilities despite the reshuffle.

S Girish Posted as DIG, Central Range

The third officer affected by the transfers is S Girish (2012 batch), who has been appointed as Deputy Inspector General of Police (DIG), Central Range. He was earlier serving as DIG, Anti-Narcotic Task Force, where he spearheaded operations against drug trafficking and substance abuse. The Central Range, headquartered in Bengaluru, is a critical jurisdiction covering multiple districts. The government has clarified that the post of DIG, Central Range, is equivalent to DIG, CID, thereby maintaining service parity.

Equivalence of Posts Under IPS Rules

The notification explicitly invoked Rule 12 of the IPS (Pay) Rules, 2016, to clarify the equivalence of posts. This ensures that officers retain parity in pay, rank, and service conditions, even when their postings are restructured or reclassified. Such clarifications are considered essential to avoid ambiguity in administrative hierarchy and officer responsibilities.

Routine Yet Strategic Reshuffle

While the government has termed the transfers a routine administrative exercise, the reshuffle reflects a strategic reallocation of experienced officers across sensitive wings of the police force. Intelligence, reserve police, and central field operations are critical to maintaining law and order in Karnataka, particularly in the backdrop of rising challenges such as hate speech, communal tensions, and organized crime.

Periodic transfers of senior officers are aimed at enhancing administrative efficiency, strengthening operational effectiveness, and ensuring optimal deployment of talent. By placing seasoned officers in these roles, the government seeks to reinforce its policing framework and improve responsiveness to emerging law-and-order challenges.
