Pratyasha 2.0: AASU and NESO Launch Initiative to Train Indigenous IAS, IPS Aspirants

In a landmark move to strengthen indigenous representation in India’s higher bureaucracy, the All Assam Students’ Union (AASU), in collaboration with the North East Students’ Organization (NESO), has launched Pratyasha 2.0. This ambitious initiative is designed to nurture and train civil service aspirants from Assam and other northeastern states, equipping them to succeed in the Union Public Service Commission (UPSC) examinations and secure positions in elite services such as the Indian Administrative Service (IAS) and Indian Police Service (IPS).

The programme seeks to address a long-standing concern: the limited presence of candidates from the Northeast in top administrative positions. Dr. Samujjal Bhattacharjya, a key voice behind the initiative, emphasized that unless students from the region make significant strides in civil services, crucial posts such as Chief Secretary and Director General of Police may continue to remain beyond the reach of indigenous candidates. He underscored the importance of building a cadre of administrators who understand the unique socio-cultural and developmental challenges of the Northeast.

Tackling Low Success Rates in UPSC

The launch of Pratyasha 2.0 comes against the backdrop of relatively low success rates among UPSC aspirants from the Northeast compared to their counterparts in other parts of the country. While students from metropolitan regions often benefit from structured coaching and mentorship, aspirants from Assam and neighboring states face systemic disadvantages. This initiative aims to bridge that gap by offering comprehensive guidance, mentorship, and financial support, thereby creating a level playing field for indigenous candidates.
Selection Process and Programme Details

Under the scheme, 40 candidates will be selected – 26 from Assam and 14 from other northeastern states, with NESO overseeing the selection beyond Assam. Applications are open until May 15, 2026, through both online and offline modes. An entrance examination will be conducted on May 31, 2026, at centers in Guwahati, Tezpur, Sivasagar, and New Delhi. Shortlisted candidates will then undergo a viva voce to finalize the selection.

The chosen aspirants will be sent to New Delhi for intensive coaching at Next IAS, one of the country’s leading UPSC preparation institutes. This exposure is expected to provide them with the competitive edge required to succeed in one of India’s toughest examinations.
Financial Support and Mentorship

AASU has pledged to bear the entire cost of coaching and accommodation, ensuring that financial constraints do not hinder deserving candidates. In addition, each selected aspirant will receive a monthly stipend of ₹12,000, allowing them to focus entirely on their preparation without worrying about basic expenses. This holistic support system is designed to remove barriers and empower students to dedicate themselves fully to their studies.
Strengthening Regional Governance

The Pratyasha 2.0 initiative reflects a broader vision of building a cadre of administrators with deep local roots and understanding. By nurturing indigenous talent, AASU and NESO hope to enhance governance outcomes in the region, ensuring that policies are implemented with sensitivity to local needs and aspirations.

Dr. Bhattacharjya urged aspirants from Assam and the Northeast to seize this opportunity, stressing that their success in civil services would not only transform their personal careers but also contribute significantly to the governance and development of their home states.

With its structured approach, financial backing, and mentorship, Pratyasha 2.0 stands as a pioneering effort to empower the Northeast’s youth and ensure their rightful place in India’s administrative leadership.
