Tamil Nadu CM Vijay Holds First IAS-IPS Conference After Taking Office; Reviews Law and Order, Women’s Safety and Welfare Delivery
Just over a month after assuming office, Tamil Nadu Chief Minister C. Joseph Vijay convened his first high-level conference of IAS and IPS officers, setting the tone for his government’s administrative priorities. The two-day meeting, held at Namakkal Kavignar Maligai in the State Secretariat on Monday, brought together the state’s top civil servants and police leadership for an extensive review of governance, law and order, public welfare and environmental management.
The conference served as the first comprehensive administrative review under the newly elected TVK-led government and reflected the Chief Minister’s emphasis on strengthening governance at every level. From public safety and women’s security to welfare delivery and environmental conservation, the discussions covered a wide range of issues that directly affect citizens across Tamil Nadu.
First Comprehensive Administrative Review Under the New Government
The conference assumes significance because it comes barely weeks after the TVK government assumed office. Rather than limiting discussions to a few departments, the government decided to undertake a broad review covering the functioning of as many as 28 government departments.
Chief Minister Vijay instructed officials to divide the conference into three separate sessions so that every major governance issue could receive focused attention. The structured format was intended to encourage detailed discussions instead of brief presentations, allowing officers to exchange views on administrative challenges and identify practical solutions.
The opening session, conducted on Monday, brought together District Collectors, senior police officers and top bureaucrats to examine issues relating to district administration, policing, welfare implementation and public service delivery.
State’s Top Bureaucrats and Police Officers Attend
The conference witnessed the participation of the state’s highest-ranking civil and police officers, making it one of the most significant administrative gatherings since the formation of the new government.
Among those present were Director General of Police (DGP) Shankar Jiwal, senior departmental secretaries, District Collectors from across Tamil Nadu, Superintendents of Police (SPs), Range Deputy Inspectors General (DIGs), Inspectors General (IGs), senior Forest Department officials and other top administrators.
Their presence enabled the government to conduct a district-wise assessment of governance while simultaneously reviewing statewide administrative priorities.
Law and Order Tops the Government’s Agenda
One of the central themes of the conference was maintaining peace and strengthening law and order across Tamil Nadu.
Chief Minister Vijay held detailed discussions with IAS and IPS officers on the state’s policing strategy and reviewed measures aimed at improving public safety.
Officials deliberated on a wide range of policing issues, including women’s security, prevention of chain-snatching incidents, control of street crimes, transparency and accountability within the police force, strengthening intelligence gathering mechanisms and improving coordination among enforcement agencies.
The review also covered the execution of long-pending arrest warrants and monitoring of habitual offenders, known rowdies and individuals released on bail. Officers discussed strategies to prevent caste-based violence and communal disturbances while ensuring prompt police response whenever tensions arise.
The Chief Minister stressed that maintaining public confidence in law enforcement should remain one of the government’s foremost priorities.
Women’s Safety Receives Special Attention
Women’s safety emerged as another major focus area during the conference.
Senior officials presented detailed reports on the initiatives currently being undertaken to enhance the safety of women and children throughout the state.
The review included the functioning of the Singappen Special Task Force, which has been created to strengthen security measures for women. Officials also discussed the investigation and speedy disposal of cases registered under the Protection of Children from Sexual Offences (POCSO) Act.
Cyber crimes targeting women and children also featured prominently during the discussions. Officers briefed the Chief Minister on preventive measures, awareness campaigns and enforcement initiatives designed to curb online offences and improve cyber security for vulnerable sections of society.
Vijay underlined the need for effective implementation of these initiatives and called for greater coordination among departments to ensure that women and children feel safer in both physical and digital spaces.
Government Reviews Drug-Free Tamil Nadu Mission
The conference also devoted considerable time to reviewing the progress of the Drug-Free Tamil Nadu campaign, one of the state’s key social initiatives.
Officials assessed ongoing anti-drug awareness programmes being conducted in schools and colleges and evaluated enforcement efforts aimed at curbing narcotics trafficking.
The discussions also covered action against illicit liquor networks and strict enforcement against the sale and distribution of banned tobacco products.
Senior officers examined how different enforcement agencies could strengthen coordination to tackle organised drug networks while simultaneously expanding awareness campaigns among students and young people.
The government indicated that both preventive education and strict law enforcement would remain central to its anti-drug strategy.
Welfare Delivery and Public Health Reviewed
Beyond policing, Chief Minister Vijay also reviewed the implementation of public welfare programmes and health initiatives across Tamil Nadu.
District Collectors briefed the Chief Minister on the progress of flagship government schemes and highlighted the challenges faced during implementation at the district level.
The discussions focused on ensuring that benefits under various welfare programmes reach eligible beneficiaries without delays or administrative bottlenecks.
Officials also reviewed public health initiatives and assessed district-level performance across different sectors.
Another important subject was the government’s long-term development framework, the Vetri Tamilagam Vision Plan. Officers discussed ways to improve governance standards while aligning district-level development with the broader objectives of the state’s vision document.
Three Separate Sessions Planned for Detailed Deliberations
To encourage focused discussions, the government structured the conference into three dedicated sessions, each concentrating on a different aspect of governance.
The first session brought together District Collectors and senior police officers. Discussions revolved around law and order, women’s safety, public health, district administration, implementation of welfare schemes and the Drug-Free Tamil Nadu campaign.
The second session has been reserved exclusively for District Collectors. During this segment, officers will conduct an in-depth review of welfare delivery, department-wise implementation of government programmes, administrative challenges faced in districts, public service delivery mechanisms and development priorities.
The third and final session will include District Collectors and Indian Forest Service (IFS) officers. Environmental governance will dominate the discussions, with particular attention on forest conservation, wildlife management, ecological protection and sustainable development initiatives across the state.
By dividing the conference into specialised sessions, the government hopes to facilitate more meaningful interactions and identify practical solutions for sector-specific challenges.
Awards to Recognise Outstanding Officers
The conference is scheduled to conclude with an address by Chief Minister Vijay, who is expected to outline the government’s administrative roadmap for the coming months.
According to official sources, the Chief Minister will also present awards and commendations to District Collectors, police officers and Forest Department officials who have demonstrated exceptional performance in governance, policing and environmental management.
The recognition is intended to encourage excellence in public administration while motivating officers to maintain high standards of service delivery across the state.
