The Central Government has decided to continue senior IAS officer Manoj Joshi in the additional role of Secretary, Department of Fertilisers, ensuring uninterrupted administrative leadership in one of the country’s most important departments. The extension, approved by the Appointments Committee of the Cabinet (ACC), allows Joshi to continue handling the responsibilities until July 13, 2026, while the regular Secretary, Rajat Kumar Mishra, remains on leave.
The decision reflects the Centre’s effort to maintain continuity in governance at a time when the Department of Fertilisers plays a crucial role in ensuring the timely availability of fertilisers for India’s vast agricultural sector. With the extension now in place, the department will continue functioning under an experienced administrator who is already familiar with its ongoing work and priorities.
ACC Clears Extension of Additional Charge
According to an official order issued by the Department of Personnel and Training (DoPT) on Monday, Manoj Joshi, a 1989-batch IAS officer of the Kerala cadre, will continue to discharge the duties of Secretary, Department of Fertilisers, in addition to his present responsibilities as Secretary, Department of Pharmaceuticals.
The order states that the arrangement takes effect immediately and will remain valid until July 13, 2026, or until further orders are issued, whichever comes first.
Joshi has already been managing both departments simultaneously over the past few weeks, and the latest approval ensures there is no disruption in administrative decision-making during the absence of the regular Secretary.
Earlier Assignment Now Gets Extended
This is not the first time Joshi has been entrusted with the additional responsibility. The Centre had initially assigned him the charge of Secretary, Department of Fertilisers on June 15, 2026, after Rajat Kumar Mishra, a 1992-batch IAS officer of the Rajasthan cadre, proceeded on leave.
That initial arrangement was scheduled to conclude on June 28. However, with Mishra continuing to remain on leave, the government has now extended Joshi’s additional assignment for another two weeks.
The extension is expected to help maintain policy continuity and ensure that important administrative decisions, departmental reviews and ongoing initiatives continue without interruption.
Balancing Two Key Departments
With this extension, Manoj Joshi will continue overseeing two significant departments under the Ministry of Chemicals and Fertilisers.
Apart from leading the Department of Fertilisers on an additional basis, he continues to serve as the Secretary of the Department of Pharmaceuticals, a position he assumed on November 20, 2025.
Both departments are strategically important for the government. While the Department of Fertilisers is responsible for ensuring the availability and distribution of fertilisers across the country, the Department of Pharmaceuticals oversees policies related to India’s pharmaceutical industry, drug manufacturing, medical supply chains and sectoral development.

Manoj Joshi belongs to the 1989 batch of the Indian Administrative Service and is allotted to the Kerala cadre. Over the years, he has earned a reputation as a versatile administrator capable of managing complex assignments both at the Centre and in the state government.
Born on January 13, 1967, in Rajasthan, Joshi has a strong academic background. He graduated in Mechanical Engineering with a Bachelor of Engineering degree before pursuing further professional education. He also holds a Certificate in Financial Management and a Postgraduate Diploma in Management, qualifications that have complemented his administrative career.
His professional journey spans more than 35 years and includes several senior leadership positions across different sectors of governance.
Wide Experience Across the Central Government
During his long career, Joshi has served in several important ministries and departments of the Government of India.
Among his most prominent assignments was his tenure as Secretary in the Ministry of Housing and Urban Affairs, where he played a key role in overseeing urban development and housing-related initiatives.
He also served as Secretary in the Department of Land Resources, contributing to policy matters related to land administration and resource management.
His experience at the Centre includes working as Additional Secretary in the Ministry of Food Processing Industries, besides holding the positions of Officer on Special Duty, Special Secretary and Joint Secretary in different capacities.
These assignments exposed him to a wide range of governance issues, from infrastructure and urban planning to industrial development, agriculture-related policy and administrative reforms.
Significant Contributions in Kerala
Joshi has also held several influential positions in the Kerala government during different phases of his career.
One of his notable assignments was serving as Managing Director of the Kerala State Industrial Development Corporation (KSIDC), where he was closely associated with promoting industrial growth and attracting investments in the state.
He also chaired major public sector enterprises, including The Travancore Cochin Chemicals Ltd., contributing to industrial management and public sector administration.
Apart from these roles, he has served as Principal Secretary, Secretary to the Chief Minister, District Collector, Director, Deputy Secretary and General Manager in various departments. These assignments provided him with extensive field-level as well as policy-level administrative experience.
His diverse exposure across governance, industry, finance, infrastructure and public administration has made him one of the senior-most and most experienced officers in the IAS.
