Centre Appoints IAS Priyanka Mary Francis as Director of NGMA Bengaluru; IDAS Officer Priyanka Chandra Gets Two-Year Deputation Extension

The Central Government has approved two important appointments in the Ministry of Culture, reinforcing its leadership in the fields of art, heritage and cultural administration. The Appointments Committee of the Cabinet (ACC) has appointed Karnataka cadre IAS officer Priyanka Mary Francis as Director of the National Gallery of Modern Art (NGMA), Bengaluru, while extending the central deputation tenure of senior Indian Defence Accounts Service (IDAS) officer Priyanka Chandra by another two years.

The decisions, notified by the Department of Personnel and Training (DoPT) on Friday, are expected to provide continuity in the administration of key cultural institutions while strengthening leadership within the Ministry of Culture.

IAS Priyanka Mary Francis Appointed to Lead NGMA Bengaluru

According to the official notification, the ACC has approved the proposal of the Ministry of Culture to appoint Priyanka Mary Francis, a 2009-batch IAS officer of the Karnataka cadre, as Director of the National Gallery of Modern Art (NGMA), Bengaluru.

The appointment has been made at the Joint Secretary level, reflecting the strategic importance of the institution within India’s cultural landscape.

She will assume charge from the date she joins the post and will continue in the role for an overall tenure of five years, ending on June 9, 2029, or until further orders, whichever is earlier.

To facilitate her appointment, the government has temporarily upgraded the post from Director level to Joint Secretary level for an initial period of two years. The upgradation has been made as a personal measure applicable specifically to the officer.

The move underscores the Centre’s emphasis on strengthening professional leadership at one of India’s premier institutions dedicated to modern and contemporary art.

About IAS Priyanka Mary Francis

Priyanka Mary Francis belongs to the 2009 batch of the Indian Administrative Service and is allotted to the Karnataka cadre.

Born on March 13, 1984, she holds a Bachelor of Technology (B.Tech.) degree from Kerala University.

Over the course of her administrative career, she has served in a wide range of positions within the Karnataka government, gaining experience in district administration, urban governance and public sector management.

Her important assignments have included serving as Assistant Commissioner, Chief Executive Officer, Deputy Commissioner and District Magistrate, Commissioner, Managing Director and Director.

These diverse roles have provided her with extensive administrative exposure across multiple sectors, helping her build a reputation as an efficient and versatile civil servant.

Experience in the Ministry of Culture

Priyanka Mary Francis is not new to the Ministry of Culture.

She has been serving as Director at the National Gallery of Modern Art since January 7, 2025, where she has been associated with the administration and promotion of one of India’s leading art institutions.

Her latest appointment formalises her leadership role while elevating the position to the Joint Secretary level.

The National Gallery of Modern Art plays a pivotal role in preserving, showcasing and promoting India’s modern and contemporary artistic heritage. It houses an extensive collection of paintings, sculptures and visual art representing some of the country’s most celebrated artists.

Priyanka Chandra Gets Two-Year Extension

In another significant decision, the ACC approved the proposal of the Ministry of Culture to extend the central deputation tenure of Priyanka Chandra, a 2006-batch officer of the Indian Defence Accounts Service (IDAS).

Her tenure under the Central Staffing Scheme has been extended by two years beyond October 3, 2026.

She will now continue serving in the Ministry of Culture until October 3, 2028, or until further orders, whichever comes earlier.

The extension reflects the government’s confidence in her administrative capabilities and ensures continuity in the Ministry’s financial and policy-related functions.

Who is Priyanka Chandra?

Priyanka Chandra belongs to the 2006 batch of the Indian Defence Accounts Service and currently holds the Senior Administrative Grade (SAG).

Born on July 3, 1981, she joined the civil services on August 29, 2006, after being allotted to the IDAS.

Before moving to the Ministry of Culture, she built an extensive career in the Ministry of Defence, where she handled a range of critical financial responsibilities relating to the Indian Armed Forces and associated defence establishments.

Her work involved financial management, budgeting, accounting systems, expenditure control, internal audits and oversight of public expenditure.

These assignments provided her with deep expertise in financial governance and public sector administration.

Deputation to the Ministry of Culture

Recognising her experience in financial administration, the Department of Personnel and Training appointed Priyanka Chandra as Director in the Ministry of Culture in September 2021.

She assumed charge on October 4, 2021, under the Central Staffing Scheme.

Since then, she has been associated with several important administrative and financial functions within the Ministry.

Her continued tenure is expected to help maintain stability in policy implementation and financial management at a time when the Ministry is overseeing numerous cultural institutions, heritage conservation projects and national programmes.
