Jalaun (Uttar Pradesh): Uttar Pradesh cadre IAS officer Rinkoo Singh Rahee has once again found himself at the centre of a major controversy. The 2023-batch officer has been transferred from the post of Sub-Divisional Magistrate (SDM), Jalaun, and posted as SDM Judicial, Orai, after a heated confrontation with BJP Block Pramukh Ramraja Niranjan during an official inspection. The dispute, which was captured on CCTV and later circulated widely on social media, has prompted the district administration to order a formal inquiry into the matter.
The latest episode has once again brought Rahee into national focus. Over the past few years, the young IAS officer has repeatedly made headlines for his outspoken administrative style, anti-corruption campaigns, frequent transfers, and high-profile public controversies. The incident has also triggered protests from revenue officials and reignited discussions about bureaucratic functioning in Uttar Pradesh.
Transfer Order Issued After CCTV Footage Went Viral
Rinkoo Singh Rahee was serving as SDM, Jalaun, when the incident took place on June 23 during an inspection of Betwa Ice and Cold Storage located in Bhitara village. Soon after CCTV footage of the confrontation surfaced online and spread rapidly across social media platforms, the district administration issued transfer orders shifting him to the post of SDM Judicial, Orai.
Alongside the transfer, the Jalaun administration initiated an official inquiry to ascertain the facts surrounding the confrontation. Officials have maintained that any administrative action beyond the transfer will depend entirely on the findings of the investigation.
Inspection That Escalated Into a Public Dispute
The controversy traces back to what began as a routine inspection of the cold storage facility. According to a written complaint submitted by BJP Block Pramukh Ramraja Niranjan to District Magistrate Rajesh Kumar Pandey, the inspection team was led by SDM Rahee and included officials from the Fire Department, Public Works Department (PWD), Tubewell Department, and Horticulture Department.
The Block Pramukh alleged that the SDM directed officials to produce all records within approximately two-and-a-half minutes. He claimed that he requested the inspection team to examine the documents inside the office and assured them that any deficiencies would be addressed immediately.
According to the complaint, the delay allegedly angered the SDM, leading to a heated exchange between the two. Niranjan has accused the IAS officer of attempting to slap him, pushing him, and behaving in an inappropriate manner in front of government officials, employees, and labourers present at the site.
The complaint also states that nearly 50 workers were present during the incident and could potentially serve as witnesses if required during the inquiry.
CCTV Recording Intensifies the Controversy
The dispute gained statewide attention after the Block Pramukh released CCTV footage during a press conference. The recording, lasting approximately four minutes and twenty-seven seconds, quickly went viral across multiple social media platforms.
As the video spread online, it sparked intense debate. While some viewers questioned the conduct of the administrative officer, others argued that conclusions should not be drawn before the official inquiry establishes the facts. The footage has now become one of the key pieces of evidence that investigators are expected to examine.
IAS Officer Rejects Every Allegation
Rinkoo Singh Rahee has firmly denied all allegations levelled against him. According to the IAS officer, the accusations are completely baseless and are intended to divert attention from serious irregularities that were allegedly discovered during the inspection.
He stated that his inspection team had identified multiple violations at the cold storage facility and that a detailed report had already been submitted to the District Magistrate before the controversy erupted.

Following the complaint, District Magistrate Rajesh Kumar Pandey directed ADM (Finance and Revenue) Rajiv Rai to conduct a detailed inquiry into the matter.

Authorities have stressed that the investigation remains impartial and that action, if any, will be taken only after the inquiry report is submitted.
Revenue Officials Also Raise Complaints Against the SDM
The controversy widened after members of the Uttar Pradesh Lekhpal Association collectively submitted leave applications to the District Magistrate.
The association alleged that Rahee frequently behaved harshly with subordinate staff, publicly reprimanded employees, and often threatened officials with suspension or dismissal.
Revenue employees have demanded an impartial inquiry into these allegations as well and have sought measures to restore what they describe as a healthy and professional working atmosphere within the tehsil administration.
Not the First Time Rahee Has Made National Headlines
This is far from the first controversy involving IAS officer Rinkoo Singh Rahee.
Earlier this year, in March 2026, he created headlines across the country after submitting his resignation to the President of India, the Uttar Pradesh Appointments Department, and the Department of Personnel and Training (DoPT).
In his resignation letters, Rahee claimed that he had remained without meaningful work for several months after being shifted from a field posting. His decision sparked widespread debate about administrative postings, utilisation of officers, and bureaucratic management.
The resignation generated considerable public discussion before he eventually withdrew it nearly a month later after receiving assurances from the state administration regarding his future responsibilities.
Viral ‘Uthak-Baithak’ Episode Had Also Triggered Transfer
Even before the resignation controversy, Rahee had already become a familiar face in national news.
While serving as Joint Magistrate in Shahjahanpur and SDM of Powayan, a video from July 2025 went viral showing him performing “Uthak-Baithak”, or sit-ups while holding his ears, before a group of protesting lawyers.
The unusual gesture came during a dispute over sanitation and administrative issues. The video spread rapidly online and attracted significant public attention.
Within just 36 hours of the incident, the Uttar Pradesh government transferred him from Powayan to the Revenue Board in Lucknow.

Rinkoo Singh Rahee’s administrative career has witnessed several dramatic developments within a relatively short period.
In July 2025, he was transferred from SDM Powayan to the Uttar Pradesh Revenue Board after the viral sit-up incident.
In March 2026, he resigned over the alleged lack of meaningful work before withdrawing the resignation weeks later.
During the major IAS reshuffle in May 2026, he was appointed Joint Magistrate in Jalaun.
Barely a month later, in June 2026, another controversy resulted in his transfer to the post of SDM Judicial, Orai.

He cleared the Uttar Pradesh Provincial Civil Services (PCS) Examination in 2004 and began his government career as a District Social Welfare Officer.
Even while serving in the state administration, he continued preparing for the UPSC Civil Services Examination. Years of sustained effort eventually paid off when he successfully cleared the examination in 2022 and joined the Indian Administrative Service as part of the 2023 Uttar Pradesh cadre.

Survived a Near-Fatal Attack During Anti-Corruption Action
Perhaps the most remarkable chapter of Rahee’s life dates back to 2008.
While serving as District Social Welfare Officer in Muzaffarnagar, he reportedly initiated action against alleged corruption within the department. During that period, he allegedly became the target of a criminal network.
According to widely reported accounts, he was shot multiple times. Five bullets struck his abdomen, while another hit his head, leaving him critically injured.
He underwent several surgeries over nearly two years before recovering. Despite enduring life-threatening injuries and a prolonged medical battle, Rahee continued preparing for the UPSC Civil Services Examination during his recovery.
His eventual induction into the IAS was widely viewed as an extraordinary story of resilience, courage, and perseverance against overwhelming odds.
