Tamil Nadu’s administrative establishment bid farewell to two of its senior-most Indian Administrative Service (IAS) officers on Tuesday as Reeta Harish Thakkar and M.S. Shanmugam officially retired from service after completing long and distinguished careers in the State bureaucracy. Both officers belonged to the 2002 batch of the Tamil Nadu cadre and spent more than two decades serving in a wide range of leadership positions that shaped governance, public administration, welfare programmes, finance, tourism, healthcare, and industrial development across the State.

Over the years, the two officers became familiar faces in the corridors of power, taking on challenging assignments across multiple departments while helping implement key government policies. Their retirement marks the close of two remarkable administrative journeys that left a lasting imprint on Tamil Nadu’s governance framework.

Reeta Harish Thakkar Concludes an Illustrious Administrative Career

Reeta Harish Thakkar retired while serving as Secretary to the Public Department, one of the most significant positions in the Tamil Nadu government. The office plays a central role in the functioning of the State administration and is widely regarded as the second most influential bureaucratic post after that of the Chief Secretary.

Holding this crucial responsibility placed Thakkar at the heart of the government’s administrative machinery, where she oversaw several important functions connected with governance and policy implementation.

Just days before demitting office, she presided over a two-day conference of IAS and IPS officers at the State Secretariat. The meeting carried particular significance as it was the first such conference organised under the present TVK-led government, bringing together senior civil servants and police officers to deliberate on administrative priorities and governance issues.

The event effectively became one of the final official engagements of her long bureaucratic career.

From Maharashtra to Tamil Nadu’s Administrative Leadership

Originally from Maharashtra, Reeta Harish Thakkar built her entire administrative career in Tamil Nadu, steadily rising through the ranks by handling a series of challenging assignments.

One of her earliest major responsibilities came when she served as the District Collector of Pudukkottai. The posting gave her extensive experience in district administration, public service delivery, disaster management, revenue administration, and implementation of government welfare schemes at the grassroots level.

M.S. Shanmugam Also Retires After More Than Two Decades of Service

Alongside Thakkar, senior IAS officer M.S. Shanmugam also superannuated on June 30 after completing an equally distinguished administrative career.

Like his batchmate, Shanmugam served in several important departments over the years, gaining extensive experience in district administration, industries, healthcare, tourism, and the Chief Minister’s Office.

A native of Tamil Nadu, he built his reputation through a series of diverse assignments that reflected his ability to handle both field administration and high-level policy responsibilities.

Journey From District Administration to the Chief Minister’s Office

Shanmugam began his administrative journey as the District Collector of Thanjavur, where he was responsible for overseeing governance, development projects, law and order coordination, and implementation of State and Central welfare programmes.

His successful tenure in district administration paved the way for several senior postings within the State government.

Project Director, Tamil Nadu Health Systems Project
Secretary-II to Chief Minister M.K. Stalin during the previous DMK government

As Additional Secretary in the Industries Department, he was involved in matters relating to industrial development, investment promotion, and policy implementation aimed at supporting economic growth.

His tenure as Project Director of the Tamil Nadu Health Systems Project allowed him to work closely on strengthening healthcare delivery mechanisms and improving public health infrastructure.

Later, he was appointed Secretary-II to Chief Minister M.K. Stalin during the previous DMK government, a role that placed him at the centre of executive decision-making and administrative coordination.

Following the change in government, he was posted as Commissioner of the Tourism Department. In that capacity, he continued to oversee initiatives aimed at promoting Tamil Nadu’s tourism sector and remained in the position until his retirement.
