Centre Extends IAS Officer Manoj Joshi’s Additional Charge as Fertilisers Secretary Till July 13; Know His Career and Administrative Journey

The Central Government has extended the additional charge of senior IAS officer Manoj Joshi (IAS:1989:Kerala) as Secretary, Department of Fertilisers, ensuring continuity in the functioning of one of the country’s most critical ministries during the absence of the regular incumbent.

The Appointments Committee of the Cabinet (ACC) has approved the continuation of Joshi in the additional role until July 13, 2026, while Rajat Kumar Mishra (IAS:1992:Rajasthan), the regular Secretary of the Department of Fertilisers, remains on leave.

The extension was notified through an order issued by the Department of Personnel and Training (DoPT), reaffirming the Centre’s decision to entrust the experienced bureaucrat with dual responsibilities within the Ministry of Chemicals and Fertilisers.

Additional Charge Extended Till July 13

According to the DoPT notification, Manoj Joshi, who is presently serving as Secretary, Department of Pharmaceuticals, will continue to hold the additional charge of Secretary, Department of Fertilisers with immediate effect.

The arrangement will remain in force until July 13, 2026, or until further orders, whichever is earlier.

The decision ensures uninterrupted administrative leadership in the Department of Fertilisers while the regular Secretary is away on sanctioned leave.

Given the strategic importance of the fertiliser sector to India’s agriculture and food security, maintaining continuity at the highest administrative level is considered essential for policy implementation and operational decision-making.

Earlier Arrangement Now Gets an Extension

Manoj Joshi was first assigned the additional charge of the Department of Fertilisers on June 15, 2026, when Rajat Kumar Mishra proceeded on leave.

The original arrangement was scheduled to remain effective until June 28, 2026.

With the latest approval from the Appointments Committee of the Cabinet, that temporary arrangement has now been extended for another two weeks.

The extension allows the Department to continue functioning under experienced leadership without any administrative disruption until the regular Secretary resumes office.

Currently Heads the Department of Pharmaceuticals

Apart from handling the additional responsibility, Manoj Joshi continues to serve as the Secretary, Department of Pharmaceuticals, a position he assumed on November 20, 2025.

The Department of Pharmaceuticals plays a crucial role in formulating policies relating to India’s pharmaceutical industry, drug manufacturing, medical devices, pricing, and healthcare-related industrial development.

With the extension of the additional charge, Joshi will continue overseeing two key departments within the Ministry of Chemicals and Fertilisers, reflecting the confidence the Central Government has placed in his administrative capabilities.

Who Is IAS Officer Manoj Joshi?

Manoj Joshi is a 1989-batch Indian Administrative Service officer of the Kerala cadre and is regarded as one of the country’s most experienced senior civil servants.

Born on January 13, 1967, in Rajasthan, he has built an administrative career spanning more than three decades across a wide range of sectors at both the Central and State government levels.
