UP Govt Promotes 29 PCS Officers to IAS; Full List of Promotees, Fresh Postings Expected Soon, Anju Kataria Left Out
Lucknow: In a significant boost to Uttar Pradesh’s administrative machinery, the state government has promoted 29 Provincial Civil Services (PCS) officers to the Indian Administrative Service (IAS) following approval from the Union Public Service Commission (UPSC) and the Departmental Promotion Committee (DPC). The long-awaited promotions are expected to pave the way for a fresh round of bureaucratic reshuffle, with the newly inducted IAS officers likely to receive new assignments in the coming weeks.
The majority of the officers elevated to the IAS belong to the 2010 and 2011 PCS batches, and are currently serving in important positions across district administrations, development authorities, municipal bodies, revenue departments, the Uttar Pradesh Public Service Commission (UPPSC), the Election Department and other state government institutions.
While the promotions have been welcomed across the administrative fraternity, the exclusion of Anju Kataria, the suspended PCS officer linked to the UPPSC LT Grade Teacher Recruitment Examination paper leak case, has emerged as one of the biggest talking points.
UPSC Clears Promotions After Departmental Screening
The promotion exercise was completed following the meeting of the Departmental Promotion Committee (DPC) held at the Union Public Service Commission (UPSC) headquarters in New Delhi on June 10, 2026.
Every year, the Uttar Pradesh government’s Appointments and Personnel Department prepares a list of eligible PCS officers for induction into the IAS and forwards it to the UPSC for consideration.
The DPC evaluates the service records, performance, seniority, vigilance status and other eligibility criteria before recommending names for promotion.
The committee includes several senior officials, including the Chief Secretary and the Additional Chief Secretary (Appointments and Personnel).
Following UPSC approval, the Uttar Pradesh government issued the formal promotion orders late on Tuesday night, bringing the selection process to a close.
2010 and 2011 PCS Batches Dominate the Promotion List
Most of the officers promoted this year belong to the 2010 and 2011 batches of the Provincial Civil Services.
Over the years, these officers have served in diverse assignments involving district administration, revenue management, urban development, election management, municipal governance, taxation, and public administration.
Their induction into the IAS now opens the door to significantly larger administrative responsibilities at both the district and state levels.
Fresh posting orders are expected to be announced shortly.

Fresh Postings Expected After IAS Induction
With the promotion process now complete, the Uttar Pradesh government is expected to issue fresh posting orders for the newly inducted IAS officers in the coming weeks.
Promotion to the Indian Administrative Service represents a major career milestone for PCS officers.
It not only changes their cadre status but also significantly expands the range of administrative responsibilities they can undertake.
Following induction into the IAS, the officers become eligible for several senior positions, including:
District Magistrate (DM)
Special Secretary in the State Government
Director of government departments
Divisional-level administrative assignments
Senior Secretariat postings
Leadership positions in state authorities and public institutions
Their service conditions will now be governed by the Department of Personnel and Training (DoPT), Government of India, instead of the Uttar Pradesh Provincial Civil Services cadre.
Anju Kataria’s Exclusion Draws Attention
Among all the developments surrounding this year’s promotion exercise, the omission of Anju Kataria (also known as Anjulata Kataria) has attracted the most attention.
A 2002-batch PCS officer, Kataria was serving as Controller of Examinations at the Uttar Pradesh Public Service Commission (UPPSC) when the LT Grade Teacher Recruitment Examination paper leak came to light in 2018.
The Uttar Pradesh Special Task Force (STF) arrested her in May 2019, following which she was suspended by the state government.
After spending several months in judicial custody, she secured bail from the Allahabad High Court in 2020 and was subsequently reinstated into service.
Given the passage of time and ongoing discussions within administrative circles, there had been speculation that her promotion might be considered this year.
However, her name did not appear in the final list approved by the UPSC.
Several Other Officers Also Miss Out
Anju Kataria was not the only officer whose promotion was anticipated but did not materialise.
Several other officers were also left out of this year’s promotion list despite expectations that they would be considered.

Officials indicated that officers facing disciplinary proceedings, vigilance inquiries, criminal investigations, or pending court cases are generally considered under the sealed cover procedure.
Under this mechanism, decisions regarding promotion are deferred until all pending proceedings are concluded.
Rakesh Kumar Patel Among the Prominent Promotees
One of the notable names among the newly promoted officers is Rakesh Kumar Patel, a 2010-batch PCS officer currently serving as Additional Commissioner (Judicial)-IV, Lucknow Division.
Originally from Maharajganj district, Patel has served in several important field assignments during his administrative career.
His previous postings include Chief Revenue Officer in Pratapgarh and Additional District Magistrate in Kasganj, where he earned recognition for his experience in revenue administration and district governance.
His elevation to the IAS is being viewed as another significant milestone in a career marked by diverse administrative responsibilities.
Promotion Marks a New Chapter in Administrative Careers
Induction into the Indian Administrative Service represents one of the most significant achievements in the career of a Provincial Civil Services officer.
Apart from enhanced status and expanded responsibilities, promotion to the IAS provides officers with opportunities to lead districts, head major government departments, formulate public policy, and occupy key positions within the state and central governments.
With 29 experienced officers now joining the IAS cadre, Uttar Pradesh is expected to witness a fresh round of administrative postings aimed at strengthening governance across districts, development authorities, revenue administration, municipal institutions and various departments of the state government.
