UP ACS Amit Kumar Ghosh Reviews ₹500 Crore DJ Medicity Project in Modinagar; Meets Chairman Rhitik Jassar, Lauds Vision for Healthcare Expansion

Uttar Pradesh’s ambitious push to strengthen healthcare infrastructure and expand medical education received another boost as Additional Chief Secretary (Medical Education and Medical Health) Amit Kumar Ghosh reviewed the progress of the proposed ₹500 crore DJ Medicity project in Modinagar. During a high-level meeting in Lucknow, the senior IAS officer interacted with Rhitik Jassar, Chairman of the Jassar Dental Medical Education Health Foundation (JDMEHF) and the DJ Group of Institutions, to assess the project’s development, implementation strategy and long-term vision.

The discussions revolved around the integrated medical education and healthcare township being developed in western Uttar Pradesh, a region where demand for quality medical facilities and professional healthcare education has been growing rapidly. Officials described the project as an important private-sector initiative that complements the state’s efforts to expand healthcare access while creating a world-class ecosystem for medical education, research and patient care.

Amit Kumar Ghosh Reviews Progress of the Mega Healthcare Project

During the meeting, Amit Kumar Ghosh reviewed various aspects of the project, including construction progress, operational planning and the roadmap for future expansion.

The senior IAS officer appreciated the vision behind DJ Medicity, noting that projects of this scale can play an important role in addressing the shortage of quality healthcare infrastructure and medical institutions in western Uttar Pradesh.

He also acknowledged the long-standing contribution of the DJ Group of Institutions, which has been associated with healthcare education in the state since 1997 and has produced thousands of healthcare professionals over the years.

Speaking during the interaction, Ghosh observed that the Uttar Pradesh Government remains committed to encouraging credible private investment in healthcare and medical education.

He said institutions that combine education, research and quality patient care can significantly strengthen the state’s healthcare ecosystem while creating new opportunities for students and medical professionals.

Praise for Young Entrepreneur Rhitik Jassar

The Additional Chief Secretary also praised the leadership of Rhitik Jassar, saying it was encouraging to see a young entrepreneur carrying forward the vision established by Founder Chairman Sardar Ajit Singh Jassar.

According to Ghosh, many young professionals today choose to build careers overseas, but initiatives like DJ Medicity demonstrate how investing in one’s home state can create long-term social and economic impact.

He remarked that such institution-building projects align closely with Uttar Pradesh’s broader developmental goals, including the state’s aspiration of becoming a US$1 trillion economy.

The project, he noted, also complements the government’s flagship initiative of “One District, One Medical College,” which aims to expand access to quality medical education and healthcare facilities across Uttar Pradesh.

Project Moving Towards Operational Phase

The review meeting comes as DJ Medicity moves closer to an important milestone in its development.

The foundation stone for the ambitious project was laid on February 8, 2025, by former Uttar Pradesh Chief Secretary Manoj Kumar Singh.

According to officials associated with the project, construction has progressed steadily and the first phase of the integrated teaching hospital is expected to become partially operational on September 15, 2026.

The proposed opening date has been selected to coincide with the 70th birth anniversary of Founder Chairman Sardar Ajit Singh Jassar, whose vision laid the foundation for the institution’s expansion into a comprehensive medical city.

A Comprehensive Healthcare and Education Hub

DJ Medicity has been conceptualised as much more than a conventional medical college or hospital.

The project is being developed as a fully integrated healthcare, education and research campus designed to serve patients, students and medical professionals under one umbrella.

Once completed, the campus will have a planned capacity of 1,205 hospital beds, with 605 beds becoming operational during the first phase.

The institution also plans to offer a wide range of academic programmes across multiple disciplines, including:

MBBS and postgraduate medical education
Super-speciality courses
Doctoral programmes
Allied Health Sciences
Nursing
Law
Management
Science
Technology
Emerging interdisciplinary programmes

Project planners say the integrated academic ecosystem has been designed to prepare healthcare professionals capable of meeting future medical challenges through advanced education and research.

Campus Designed for Future Expansion

The master plan envisions a large medical township capable of accommodating more than 10,000 students, healthcare professionals, faculty members and support staff.

Apart from classrooms and hospital facilities, the campus will include advanced research centres focusing on several specialised fields, including:

Oncology
Nuclear Medicine
Sports Medicine
Injury Rehabilitation
Advanced Clinical Research

Officials say the long-term objective is to create a multidisciplinary institution where education, scientific research and patient care operate seamlessly together.

Leading Healthcare Consultants Behind the Project

The design and planning of DJ Medicity have been entrusted to some of the country’s leading healthcare infrastructure specialists.

The master planning has been carried out by Creative Designer Architects (CDA), a firm known for designing several prominent medical institutions across India.

Its portfolio includes major projects such as:

AIIMS Guwahati
AIIMS Gorakhpur
AIIMS Bathinda

The firm has also worked on projects for leading private healthcare providers including:

Max Healthcare
Fortis Healthcare
Paras Health
Yashoda Hospitals

Officials believe this experience will help create a hospital that meets modern healthcare standards while supporting future expansion.

Experienced Advisory Team Steering Hospital Planning

Healthcare planning and operational strategy for DJ Medicity are being led by White Hawk Associates (WHA) with support from several well-known healthcare industry experts.

The advisory panel includes:

Bhavdeep Singh, former CEO of Fortis Healthcare and Reliance Retail
Dr Rajen Ghadiok, former Chief Medical Officer of Fortis Healthcare and former Chairman of Cardiology at Sir Ganga Ram Hospital
Ajay Vij, former Chief Information Officer of Fortis Healthcare and Reliance Retail

The team is working on hospital operations, medical technology integration, digital systems, patient services and long-term institutional planning.

Rhitik Jassar Shares the Vision Behind DJ Medicity

Speaking after the meeting, Chairman Rhitik Jassar said the project is inspired by his father’s dream of transforming Modinagar into a centre of excellence for healthcare and medical education.

He said DJ Medicity is being developed with the objective of combining clinical excellence, advanced education and patient-focused healthcare under one integrated campus.

According to Jassar, the institution aims to address the healthcare needs of an underserved region while producing highly trained medical professionals capable of serving communities across the country.

He also expressed gratitude to the Uttar Pradesh Government for its continued guidance and support during the development of the project.

Major Employment and Economic Benefits Expected

Apart from expanding healthcare infrastructure, DJ Medicity is also expected to generate substantial economic activity.

According to project estimates, the ₹500 crore investment is likely to create nearly 3,000 direct jobs and around 10,000 indirect employment opportunities across multiple sectors.

The project is expected to benefit doctors, nurses, researchers, educators, technicians, administrative professionals and numerous ancillary industries connected with healthcare services.

Officials believe such investments will not only improve medical services in western Uttar Pradesh but also strengthen the state’s position as an emerging destination for healthcare and higher education.

About the DJ Group of Institutions

The DJ Group of Institutions, managed by the Jassar Dental Medical Education Health Foundation (JDMEHF), was established in 1997 as a charitable educational organisation.

Over nearly three decades, the group has built a strong presence in healthcare education by establishing institutions offering courses in:

Dental Sciences
Ayurveda
Nursing
Pharmacy
Paramedical Education

Students from various parts of India pursue professional education at these institutions, which have contributed significantly to developing skilled healthcare professionals for North India.

With DJ Medicity now entering its next phase of development, the group aims to create a comprehensive healthcare ecosystem that integrates medical education, advanced treatment, cutting-edge research and community healthcare under one expansive campus, reinforcing Uttar Pradesh’s growing focus on strengthening its healthcare infrastructure through public-private collaboration.
