 Centre Clears Key Bureaucratic Appointments: Shreya Bhardwaj Gets Deputation Extension, IPS Mamta Rahul Elevated as CISF IG, Pramod Choudhary Takes Additional Charge as BSNL CVO

The Central Government has approved key bureaucratic appointments, including a one-year deputation extension for IOFS officer Shreya Bhardwaj, promotion of IPS officer Mamta Rahul as CISF Inspector General, and additional charge of BSNL CVO for IRSS officer Pramod Kumar Choudhary.

The Central Government has approved a fresh set of important bureaucratic decisions involving officers from the Indian Ordnance Factory Service (IOFS), the Indian Police Service (IPS), and the Indian Railway Stores Service (IRSS). The latest orders, issued through the Department of Personnel and Training (DoPT) and the Ministry of Home Affairs (MHA), include a one-year extension of central deputation for IOFS officer Shreya Bhardwaj, the promotion of senior Rajasthan cadre IPS officer Mamta Rahul as Inspector General (IG) in the Central Industrial Security Force (CISF), and the assignment of additional charge of Chief Vigilance Officer (CVO) of Bharat Sanchar Nigam Limited (BSNL) to IRSS officer Pramod Kumar Choudhary.

The appointments are aimed at ensuring continuity in administration while strengthening leadership in higher education, internal security, and vigilance administration.

Shreya Bhardwaj’s Central Deputation Extended by One Year

In one of the key decisions, the Appointments Committee of the Cabinet (ACC) has approved a one-year extension in the central deputation of Shreya Bhardwaj (IOFS:2012), who is presently serving as Deputy Secretary in the Department of Higher Education.

According to the DoPT order issued on July 3, 2026, her tenure under the Central Staffing Scheme has been extended beyond its original completion date of December 25, 2026. She will now continue in the post until December 25, 2027, or until further orders, whichever is earlier.

The extension reflects the government’s confidence in her contribution to the Department of Higher Education and ensures continuity in the implementation of important policy initiatives within the ministry.

IPS Officer Mamta Rahul Promoted as CISF Inspector General

Another major development is the promotion of Mamta Rahul (IPS:2007: Rajasthan) to the rank of Inspector General (IG) in the Central Industrial Security Force (CISF).

As per the order issued by the Ministry of Home Affairs on July 2, 2026, she has been elevated from the rank of Deputy Inspector General (DIG) and posted as Inspector General, CISF, Mumbai.

Her promotion will remain effective for the remaining duration of her central deputation, which is scheduled to conclude on January 26, 2028, completing a combined deputation tenure of seven years.

Mamta Rahul has steadily risen through the ranks during her tenure with the CISF. She joined the force on central deputation in 2019 as a Senior Commandant, an SP-level position. In March 2022, she was promoted to the rank of Deputy Inspector General, and with her latest elevation, she will now take on greater responsibilities in one of India’s premier central armed police forces.

The CISF plays a crucial role in securing airports, metro rail systems, public sector undertakings, critical infrastructure, and strategic establishments across the country. Her appointment as IG is expected to further strengthen the organisation’s leadership.

Pramod Kumar Choudhary Gets Additional Charge of BSNL Chief Vigilance Officer

In another important administrative decision, Pramod Kumar Choudhary (IRSS:1998) has been entrusted with the additional responsibility of Chief Vigilance Officer (CVO) of Bharat Sanchar Nigam Limited (BSNL).

Choudhary is currently serving as the Chief Vigilance Officer of Telecommunication Consultants India Limited (TCIL), New Delhi. The competent authority has now approved the proposal assigning him the additional charge of vigilance administration at BSNL.

According to the DoPT order issued on July 1, 2026, he will hold the additional assignment for six months from the date of assuming charge, or until the appointment of a regular CVO in BSNL, or until further orders, whichever is earlier.

The arrangement has been made to ensure uninterrupted vigilance oversight in BSNL until a permanent appointment is made. As the country’s largest state-owned telecom service provider, BSNL requires a robust vigilance mechanism to oversee transparency, accountability, and compliance across its nationwide operations.

Strengthening Governance Through Timely Appointments

The latest appointments underscore the Central Government’s continued focus on maintaining administrative continuity across key institutions by making timely personnel decisions.

Whether it is extending the tenure of an experienced officer handling higher education, promoting a senior IPS officer to strengthen leadership in the CISF, or ensuring effective vigilance administration in one of India’s largest public sector telecom companies, the decisions are intended to support efficient governance and uninterrupted functioning of critical government organisations.

These appointments also reflect the government’s broader approach of placing experienced officers in strategic roles where continuity, institutional knowledge, and administrative expertise are essential for effective public administration.
