UP Govt Transfers 20 IAS Officers in Major Bureaucratic Reshuffle; Sudha Verma Named Labour Commissioner, Dr Sarika Mohan Appointed IG Registration
The Uttar Pradesh Government has carried out another significant administrative reshuffle, transferring 20 Indian Administrative Service (IAS) officers and assigning fresh responsibilities across several key departments and districts. The latest exercise affects senior officers serving at the levels of Secretary, Special Secretary, departmental heads and district administrators, reflecting the state’s continuing efforts to strengthen governance through strategic administrative realignments.
The transfer orders, issued on Thursday, span a wide range of departments, including Revenue, Medical Education, Labour, Geology and Mining, Culture, State Tax, Power, Urban Development and Rural Development. The reshuffle also brings changes to district administration with the appointment of new Chief Development Officers (CDOs) in Azamgarh, Ballia and Etawah.
Apart from reassigning experienced officers, the government has also entrusted several recently inducted IAS officers from the Provincial Civil Services (PCS) cadre with important administrative responsibilities, signalling its emphasis on strengthening field administration and departmental leadership.
Key Changes at the Secretary Level
One of the most prominent changes involves Sudha Verma, who has been transferred from the post of Secretary, Revenue Department and appointed as the Labour Commissioner, Uttar Pradesh.
In another important appointment, Dr Sarika Mohan, who was serving as Director General and Secretary, Medical Education, has been posted as the Inspector General of Registration.
Replacing her is Neha Sharma, who moves from the office of the Inspector General of Registration to become the new Director General and Secretary, Medical Education.
The exchange of responsibilities between these two senior officers comes at a time when both departments continue to handle important policy and administrative functions relating to higher medical education and property registration across the state.
Changes in Rural Development and Livelihood Mission
The reshuffle also includes important changes in the Rural Development Department.
Arun Kumar, who was serving as Additional Director General, Geology and Mining, has been appointed Mission Director of the Uttar Pradesh State Livelihood Mission. The mission plays a key role in promoting rural livelihoods, women’s self-help groups and poverty alleviation initiatives across the state.
Meanwhile, Deepa Ranjan, who previously headed the State Livelihood Mission as Mission Director, has been transferred as Special Secretary in the Culture Department.
The movement of officers between development-oriented departments reflects the government’s effort to utilise experienced administrators in diverse governance roles.
Geology and Mining Department Gets Additional Charge Arrangement
The Geology and Mining Department has also witnessed administrative changes.
J. Reebha, who is currently serving as Special Secretary, has been entrusted with the additional charge of Additional Director, Geology and Mining.
The arrangement allows continuity in departmental functioning while maintaining existing administrative responsibilities.
Culture Department Witnesses Leadership Changes
The Culture Department has undergone multiple adjustments under the latest transfer order.
Sanjay Kumar has been relieved of his responsibilities as Special Secretary, Culture, and has been assigned the additional charge of Director, Culture.
On the other hand, Vishal Singh, who will continue as Special Secretary, Culture, has been relieved of the additional responsibility of Director, Culture.
The changes are expected to streamline administrative responsibilities within the department while ensuring continuity in cultural programmes and heritage-related initiatives undertaken by the state government.
Changes in Power and State Tax Administration
The reshuffle also affects the power sector.
Sandeep Bhagia, who was serving as Additional Commissioner, State Tax, has been appointed Managing Director of Madhyanchal Vidyut Vitran Nigam Limited (MVVNL).
MVVNL is responsible for electricity distribution across a large part of central Uttar Pradesh, making the position one of considerable administrative importance within the state’s power sector.
New Chief Development Officers for Three Districts
The government has also introduced changes at the district level by appointing new Chief Development Officers in three important districts.
Azamgarh
Parikshit Khatana, who has been serving as Chief Development Officer, Azamgarh, has been transferred as Additional Commissioner, State Tax, Gautam Buddh Nagar.
He will be replaced by Rakesh Kumar Patel, who was earlier serving as Additional Commissioner, Lucknow Division.
Ballia
In Ballia, Ojaswi Raj has been shifted from the post of Chief Development Officer to become Municipal Commissioner, Mathura-Vrindavan.
Taking over as the new Chief Development Officer, Ballia, is Alok Kumar, who was previously serving as an Additional District Magistrate.
Etawah
Similarly, Ajay Kumar Gautam, who served as Chief Development Officer, Etawah, has been transferred as Additional Commissioner, State Tax, Ghaziabad-I.
His successor is Sanjay Kumar Singh, who was earlier posted as Additional District Magistrate (Administration).
The appointment of new CDOs is expected to ensure continuity in district-level development programmes, implementation of flagship welfare schemes and coordination among various line departments.
Other Important Administrative Appointments
The reshuffle also includes several additional postings.
Manikandan A, who had been awaiting a posting order, has now been appointed Additional Land Management Commissioner in the Revenue Council.
Meanwhile, Dr Vandana Verma, presently serving as Joint Managing Director of the State Sugar Corporation, has been given the additional charge of the Cooperative Sugar Mills Federation, expanding her responsibilities within the state’s sugar sector.
Administrative Realignment Across Multiple Departments
The latest transfer exercise covers a broad spectrum of governance areas, including revenue administration, medical education, labour administration, mining, culture, rural livelihoods, power distribution, taxation, municipal administration and district development.
