DoPT Orders Central Deputation of Three IAS Officers – Nipun Jindal, Ajay Singh Tomer and Angel Bhati Chauhan Get Key Deputy Secretary & Director Posts
The Department of Personnel and Training (DoPT) has issued three separate appointment orders under the Central Staffing Scheme, approving the central deputation of three Indian Administrative Service (IAS) officers. The appointments include Himachal Pradesh cadre officer Nipun Jindal, Haryana cadre officer Ajay Singh Tomer, and AGMUT cadre officer Angel Bhati Chauhan, who have been assigned important positions in different Union Government ministries.
The appointments, cleared by the Competent Authority, are aimed at strengthening administrative leadership in the Departments of Economic Affairs, Agriculture & Farmers’ Welfare, and Drinking Water & Sanitation. All three officers have been directed to be relieved immediately by their respective cadre controlling authorities so that they can assume their new responsibilities in New Delhi.
Nipun Jindal Appointed Deputy Secretary in Department of Economic Affairs
According to an Office Memorandum issued by the Office of the Establishment Officer, Department of Personnel and Training, Shri Nipun Jindal (IAS:2014: Himachal Pradesh cadre) has been appointed as Deputy Secretary in the Department of Economic Affairs (DEA), Ministry of Finance, under the Central Staffing Scheme.
His appointment has been approved for a period of four years from the date he assumes charge of the post or until further orders, whichever is earlier.
The DoPT has requested the Chief Secretary of Himachal Pradesh to relieve the officer immediately so that he can join his new assignment in New Delhi without delay.
The appointment order has also been forwarded to the Department of Economic Affairs with a request to issue the formal notification after the officer assumes charge.
Ajay Singh Tomer Gets Director-Level Posting in Agriculture Ministry
In another significant appointment, the Competent Authority has approved the appointment of Shri Ajay Singh Tomer (IAS:2012: Haryana cadre) as Director in the Department of Agriculture & Farmers’ Welfare under the Central Staffing Scheme.
Unlike the Deputy Secretary appointments, Tomer’s posting has been approved for a five-year tenure from the date he joins the post or until further orders, whichever comes earlier.
The Haryana Government has been requested to relieve the officer immediately so that he can report to the Department of Agriculture & Farmers’ Welfare in New Delhi.
The Department of Agriculture & Farmers’ Welfare has also been requested to forward a copy of the appointment notification after it is formally issued.
The appointment places Tomer in one of the Union Government’s most important departments dealing with agricultural policy, farmer welfare programmes, crop development, and implementation of key Central schemes.
Angel Bhati Chauhan Appointed Deputy Secretary in Drinking Water & Sanitation Department
The DoPT has also approved the appointment of Ms. Angel Bhati Chauhan (IAS:2014: AGMUT cadre) as Deputy Secretary in the Department of Drinking Water and Sanitation under the Central Staffing Scheme.
She had earlier been recommended for Central deputation by the Ministry of Home Affairs (MHA).
Her appointment has been approved for a period of four years from the date of taking charge of the post or until further orders, whichever is earlier.
The Ministry of Home Affairs has been requested to relieve the officer immediately to enable her to assume her new responsibilities in New Delhi.
The Department of Drinking Water and Sanitation will issue the formal notification after she joins the post.
Immediate Relieving Ordered
In all three appointment orders, the DoPT has clearly instructed the respective cadre controlling authorities to relieve the officers immediately so that there is no delay in joining their new assignments.
The appointments have been made under the provisions of the Central Staffing Scheme, through which experienced officers from various state cadres are posted in ministries and departments of the Central Government to strengthen policy formulation and administrative functioning.
Three-Week Joining Deadline
The Department of Personnel and Training has also reiterated an important provision contained in the ACC’s Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005.
According to the instructions, officers appointed under the Central Staffing Scheme are required to join their new posts within three weeks from the date of issuance of the appointment order.
The DoPT has cautioned that failure to join within the stipulated period could result in the initiation of debarment proceedings from the Central Staffing Scheme.
Appointments Cleared by Competent Authority
All three appointments have been approved by the Competent Authority and notified through separate Office Memorandums issued by the Office of the Establishment Officer, Department of Personnel and Training, on July 16, 2026.
The orders have been signed by Ajit Kumar Ranjan, Deputy Secretary to the Government of India.
Strengthening Key Central Ministries
The latest appointments reinforce the Centre’s ongoing effort to place experienced IAS officers in critical policy-making departments.
While Nipun Jindal will contribute to the functioning of the Department of Economic Affairs, Ajay Singh Tomer will strengthen administrative leadership in the Department of Agriculture & Farmers’ Welfare, and Angel Bhati Chauhan will join the Department of Drinking Water and Sanitation, which oversees several flagship programmes related to rural drinking water supply and sanitation.
With these appointments, the Central Government continues its periodic deployment of officers under the Central Staffing Scheme to ensure experienced leadership across important ministries and departments.
