DoPT Appoints IAS Apurva Dubey as Deputy Secretary in Department of Drinking Water & Sanitation Under Central Staffing Scheme

The Department of Personnel and Training (DoPT) has approved the appointment of Ms. Apurva Dubey (IAS:2013: Uttar Pradesh cadre) as Deputy Secretary in the Department of Drinking Water and Sanitation (DDWS), Government of India, under the Central Staffing Scheme.

The appointment has been cleared by the Competent Authority and notified through an Office Memorandum issued by the Office of the Establishment Officer on July 15, 2026.

Four-Year Central Deputation Approved

According to the DoPT order, Apurva Dubey has been appointed as Deputy Secretary in the Department of Drinking Water and Sanitation, New Delhi, for a period of four years from the date she assumes charge of the post or until further orders, whichever is earlier.

The Uttar Pradesh Government has been requested to relieve the officer immediately so that she can join her new assignment without delay.

Immediate Relieving Directed

In its communication addressed to the Chief Secretary, Government of Uttar Pradesh, the DoPT has instructed that Apurva Dubey be relieved of her present responsibilities at the earliest with directions to report to the Department of Drinking Water and Sanitation in New Delhi.

The Department of Drinking Water and Sanitation has also been requested to forward a copy of the formal appointment notification once it is issued after the officer assumes charge.

Appointment Under Central Staffing Scheme

The posting has been made under the Central Staffing Scheme, through which officers from various state cadres are deputed to ministries and departments of the Central Government to strengthen policy formulation, programme implementation and administrative governance.

As Deputy Secretary in the Department of Drinking Water and Sanitation, Apurva Dubey will be part of the ministry responsible for implementing key national programmes related to rural drinking water supply, sanitation infrastructure and public health initiatives.

Three-Week Joining Deadline

The DoPT has reiterated that, in accordance with the Appointments Committee of the Cabinet (ACC) directions contained in DoPT Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005, officers appointed under the Central Staffing Scheme must join their new assignment within three weeks from the date of issuance of the appointment order.

The order cautions that failure to report within the stipulated period could lead to the initiation of debarment proceedings under the Central Staffing Scheme.

Official Order Issued by DoPT

The appointment order has been issued by the Office of the Establishment Officer, Department of Personnel and Training, and signed by Ajit Kumar Ranjan, Deputy Secretary to the Government of India.

With this appointment, the Centre continues its periodic deployment of experienced IAS officers to key ministries to strengthen governance and ensure effective implementation of flagship government programmes.
