ACC Appoints IAS Raval Hamendra Kumar as Director in Department of Water Resources on Central Deputation
The Competent Authority has approved the appointment of Shri Raval Hamendra Kumar (IAS:2011: Tripura) as Director in the Department of Water Resources, River Development and Ganga Rejuvenation, Government of India, under the Central Staffing Scheme.
The appointment was conveyed through an order issued by the Department of Personnel and Training (DoPT), Office of the Establishment Officer, directing the Government of Tripura to relieve the officer immediately so that he can assume his new assignment in New Delhi.
Five-Year Central Deputation
According to the DoPT order, Raval Hamendra Kumar has been appointed as Director in the Department of Water Resources, River Development and Ganga Rejuvenation for a period of five years from the date he takes charge of the post or until further orders, whichever is earlier.
The appointment has been approved under the provisions of the Central Staffing Scheme, through which experienced officers from the All India Services are deputed to key positions in the Central Government.
Tripura Government Asked to Relieve Officer
The DoPT has requested the Chief Secretary of Tripura to relieve the officer from his present assignment at the earliest so that he can join the Department of Water Resources without delay.
The order also instructs the officer to report to the department immediately upon being relieved by the state government.
Mandatory Joining Timeline
The appointment order reiterates the instructions issued by the Appointments Committee of the Cabinet (ACC) through the DoPT Circular dated August 17, 2005.
As per the guidelines, officers appointed under the Central Staffing Scheme are required to join their new assignments within three weeks from the date of issuance of the appointment order.
The DoPT has stated that failure to report within the stipulated period could result in the initiation of debarment proceedings from the Central Staffing Scheme.
Department Handles Key Water Management Initiatives
The Department of Water Resources, River Development and Ganga Rejuvenation plays a crucial role in formulating and implementing policies relating to:
Water resources management
Irrigation development
River basin planning
Groundwater conservation
Flood management
River rejuvenation programmes, including the Namami Gange Mission
With the appointment of Raval Hamendra Kumar as Director, the department is expected to benefit from additional administrative leadership as it continues to implement major water resource management and river conservation initiatives across the country. The DoPT has also requested the department to forward a copy of the appointment notification after it is formally issued.
