The large-scale reshuffle touches almost every important arm of governance, ranging from district administrations and municipal corporations to state-owned power utilities, industrial bodies, public sector undertakings and several flagship development agencies.
Issued by the General Administration Department (Personnel), the notification reflects the government’s intention to place experienced officers in positions where policy execution and public service delivery are expected to gain fresh momentum. The transfers came into effect immediately, bringing a new administrative structure across multiple departments that play a direct role in Gujarat’s development agenda.
The latest reshuffle spans sectors such as energy, industries, urban development, rural administration, social justice, health services, employment generation, climate change, skill development and public infrastructure. Alongside Secretariat-level changes, the exercise also introduces new leadership in districts, municipalities and several strategic public enterprises.
Leadership Changes Across Gujarat’s Key Institutions
The reshuffle has resulted in fresh appointments to a number of influential positions that hold considerable administrative and developmental importance. Several state-owned corporations have received new Managing Directors, while multiple districts now have new District Development Officers. Municipal corporations have also witnessed leadership changes through the appointment of new Municipal Commissioners.
Power distribution companies including Uttar Gujarat Vij Company Limited (UGVCL), Dakshin Gujarat Vij Company Limited (DGVCL) and Paschim Gujarat Vij Company Limited (PGVCL) are among the biggest beneficiaries of the administrative exercise. Other prominent organisations such as Gujarat Industrial Development Corporation (GIDC), Gujarat Medical Services Corporation, Gujarat State Rural Development Corporation, Gujarat State Civil Supplies Corporation and Gujarat Gas Limited have also seen changes at the top.
Officials believe these appointments are intended to strengthen institutional efficiency while ensuring smoother implementation of state government programmes.
Gaurang Makwana Takes Charge of UGVCL
Among the most significant postings announced is that of Gaurangbhai H. Makwana (IAS:2012). Until now, he was serving as Director of the Gujarat Energy Development Agency (GEDA) while simultaneously holding the additional responsibility of Managing Director of Uttar Gujarat Vij Company Limited.
The government has now entrusted him with the role of full-time Managing Director of UGVCL at Mehsana. The appointment is expected to provide dedicated leadership to one of Gujarat’s most important electricity distribution companies as the state continues to expand power infrastructure and renewable energy initiatives.
Prabhav Joshi Moves to GIDC
Another notable transfer involves Prabhav Joshi (IAS:2014). After serving as Municipal Commissioner of the Junagadh Municipal Corporation, he has now been appointed Joint Managing Director of the Gujarat Industrial Development Corporation in Gandhinagar.
The move places him in an organisation that plays a central role in industrial infrastructure, investment facilitation and industrial estate development across Gujarat. His administrative experience in urban governance is expected to contribute to industrial planning and project implementation.
Major Appointments in the Power Sector
The government’s latest administrative exercise has significantly reshaped leadership across Gujarat’s electricity distribution network.
K.J. Rathod (IAS:SCS:2018) has been appointed Managing Director of Dakshin Gujarat Vij Company Limited in Surat. Meanwhile, M.D. Chudasma takes over as Managing Director of Paschim Gujarat Vij Company Limited in Rajkot.
Another important change concerns the Gujarat Energy Development Agency. D.K. Patel, who earlier served as Officer on Special Duty in the Commissionerate of Geology and Mining, has now been appointed Director of GEDA.
These appointments come at a time when Gujarat continues to focus heavily on renewable energy, solar expansion, transmission infrastructure and electricity distribution reforms.
Health and Medical Administration Gets New Leadership
The Gujarat Medical Services Corporation has also witnessed a change at the top.
M.P. Pandya has been appointed Managing Director of the corporation after serving as Registrar of Co-operative Societies. His predecessor, D.K. Brahmbhatt, has been shifted to Gandhinagar as District Development Officer.
The corporation plays a crucial role in procurement, supply and management of medicines and medical equipment across government healthcare institutions. Fresh leadership is expected to strengthen procurement systems and improve healthcare logistics.
New District Development Officers Posted Across Gujarat
The government has also focused on strengthening grassroots governance by appointing new District Development Officers in several districts.

District Development Officers occupy one of the most critical administrative positions in rural governance. They supervise development programmes, oversee implementation of government schemes and coordinate between district authorities and local self-government institutions.
Urban Administration Witnesses Fresh Appointments
Several urban local bodies have also received new administrative heads.
Suthar Raj Rameshchandra (IAS:2019), who previously served as Chief Executive Officer of the Surat Urban Development Authority, has now been appointed Municipal Commissioner of the Porbandar Municipal Corporation.
At the same time, I.R. Vala has been posted as Municipal Commissioner of the Junagadh Municipal Corporation.
Another significant movement is that of Smit Santosh Lodha, who has moved from the post of District Development Officer, Dahod, to become Deputy Municipal Commissioner of Surat Municipal Corporation.
The government has also appointed Regional Commissioners of Municipalities for Rajkot and Vadodara, reinforcing supervisory mechanisms for urban local bodies across these regions.
Several State PSUs Receive New Managing Directors
The reshuffle extends well beyond district administration and municipal governance. Several important public sector undertakings have been assigned new leadership to improve organisational performance.

One notable decision in the reshuffle concerns Gujarat Gas Limited.
B.N. Patel will continue as Executive Director of the company. The government has also retained the status of the position as an IAS cadre-equivalent post, reflecting the strategic importance of the organisation in Gujarat’s energy ecosystem.

The transfer list includes officers from almost every level of administration. Apart from the headline appointments, changes include postings in the Development Support Agency of Gujarat (D-SAG), Tourism Corporation of Gujarat Limited, Sports Authority of Gujarat, Gujarat Scheduled Castes Development Corporation, Employment and Training Directorate, Geology and Mining Department, Panchayat institutions and several district administrations.

The government has simultaneously transferred 13 Gujarat Administrative Service Class-I officers.
The appointments include postings in the Gujarat Industrial Development Corporation, District Rural Development Agencies, Tourism Corporation of Gujarat, Sports Authority of Gujarat, Gujarat Maritime Board, Gandhinagar Municipal Corporation, Commissionerate of Transport and the Office of the Commissioner of Geology and Mining.
These changes are expected to improve coordination between the IAS cadre and the state administrative service, particularly in departments where policy implementation depends heavily on field-level execution.
