ACC Clears Massive Bureaucratic Shake-Up: 17 Top-Level Appointments Approved, 13 IAS Officers Elevated to Secretary Rank Across Key Ministries
In one of the most significant bureaucratic overhauls of 2026, the Appointments Committee of the Cabinet (ACC) has approved a sweeping reshuffle involving 17 top-level appointments, transfers and in-situ upgradations across several strategically important ministries, constitutional bodies and government institutions. The exercise includes Secretary-level postings for 13 senior IAS officers and is aimed at ensuring a seamless leadership transition ahead of the retirement of several top bureaucrats over the next few months.
The appointments, notified by the Ministry of Personnel, Public Grievances and Pensions, touch some of the Union Government’s most critical ministries, including Education, Housing and Urban Affairs, Labour and Employment, Animal Husbandry, Panchayati Raj, Mines, Rural Development and the Ministry of Development of North Eastern Region (DoNER). The reshuffle also covers key constitutional institutions such as the National Human Rights Commission (NHRC), National Commission for Minorities (NCM), NITI Aayog and the Lal Bahadur Shastri National Academy of Administration (LBSNAA).
Officials believe the large-scale administrative exercise is designed to maintain continuity in governance while placing experienced officers in leadership positions that will shape policy implementation over the coming years.
Major Secretary-Level Appointments Approved
Among the most notable changes is the appointment of Katikithala Srinivas (IAS:1989:Gujarat) as Secretary, Ministry of Development of North Eastern Region (DoNER). Srinivas was serving as Secretary in the Ministry of Housing and Urban Affairs and will now head one of the government’s most important ministries responsible for accelerating infrastructure and development projects across the North Eastern states.
Another prominent appointment is that of Vineet Joshi (IAS:1992:Manipur), who has been shifted from the Department of Higher Education in the Ministry of Education to take charge as Secretary, Ministry of Panchayati Raj. He succeeds Vivek Bhardwaj (IAS:1990:West Bengal), who is scheduled to retire on July 31, 2026.
The leadership of the Higher Education Department will now pass to Naresh Pal Gangwar (IAS:1994:Rajasthan), who was serving as Secretary, Department of Animal Husbandry and Dairying. Gangwar assumes charge at a particularly sensitive time when the Ministry of Education is under intense public scrutiny following the alleged NEET-UG 2026 paper leak controversy and widespread student protests demanding examination reforms.
In another important move, Piyush Goyal (IAS:1994:Nagaland), presently Secretary in the Ministry of Mines, has been appointed Secretary General of the National Human Rights Commission (NHRC). The post carries the rank and pay of Secretary to the Government of India, making it one of the country’s most prestigious administrative assignments.
The ACC has also approved the appointment of T.K. Anil Kumar (IAS:1995:Karnataka) as Secretary, Department of School Education and Literacy under the Ministry of Education. Kumar was previously serving as Additional Secretary in the Department of Rural Development.
Meanwhile, Sushil Kumar Lohani (IAS:1995:Odisha) has been appointed Officer on Special Duty (OSD) in the Department of Animal Husbandry and Dairying. After Naresh Pal Gangwar formally assumes charge of the Higher Education Department, Lohani will take over as the next Secretary of Animal Husbandry and Dairying.
Appointments Planned Around Upcoming Retirements
Several decisions approved by the ACC have been carefully timed to coincide with the retirement of incumbent Secretaries, ensuring that ministries experience no disruption in leadership.
Archana Varma (IAS:1995:AGMUT), currently Mission Director of the National Water Mission under the Ministry of Jal Shakti, has been granted the rank and pay of Secretary by temporarily upgrading her existing post. Once Ansuli Arya (IAS:1989:Bihar) retires on September 30, 2026, Varma will take charge as Secretary, Department of Official Language in the Ministry of Home Affairs.
Another significant appointment is that of B. Rajender (IAS:1995:Bihar), who has been named Director of the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. The position has been upgraded to Secretary level, and Rajender will succeed Sriram Taranikanti (IAS:1992:Tripura) after his retirement on July 31, 2026.
The Ministry of Labour and Employment will also witness a change in leadership. Chandra Bhushan Kumar (IAS:1995:AGMUT) has been appointed Secretary of the ministry and will take over after the retirement of Vandana Gurnani (IAS:1991:Karnataka) at the end of July.
Key Ministries Receive New Leadership
Infrastructure and development ministries have also undergone important changes as part of the reshuffle.
Keshav Chandra (IAS:1995:AGMUT) has been appointed Secretary, Ministry of Mines, replacing Piyush Goyal following his transfer to the NHRC.
Within the Ministry of Housing and Urban Affairs, two major appointments have been approved.
D. Thara (IAS:1995:Gujarat), currently serving as Additional Secretary in the ministry, has been elevated as Secretary, Department of Capital Development. The appointment has been made by operating a vacant Secretary-level post.
Similarly, Satendra Singh (IAS:1995:Jharkhand), who was serving as Additional Secretary in the Cabinet Secretariat, has been appointed Secretary, Department of Urban Development under the Ministry of Housing and Urban Affairs.
These appointments are expected to strengthen leadership in ministries responsible for India’s expanding urban infrastructure, smart city initiatives and large-scale development projects.
National Commission for Minorities Gets New Secretary
The ACC has also approved the appointment of Suchindra Misra (IDAS:1992) as Secretary of the National Commission for Minorities.
Misra is presently serving as Special Secretary in the Department of Commerce. His new assignment carries the rank and pay of Secretary to the Government of India and is expected to strengthen the Commission’s administrative leadership.
Four Senior Officers Receive In-Situ Upgradation
Apart from transfers and fresh appointments, the Cabinet has approved in-situ upgradation for four senior officers by temporarily upgrading their existing posts. These promotions are personal to the officers and do not permanently alter the status of the posts themselves.
The officers who have received the upgradation include:
Mritunjay Kumar Narayan (IAS:1995:Uttar Pradesh), Registrar General of India and Census Commissioner under the Ministry of Home Affairs.
Santosh Kumar Yadav (IAS:1995:Uttar Pradesh), Chairman of the National Highways Authority of India (NHAI). His post has also been restored to Secretary level.
Rajeev Singh Thakur (IAS:1995:Rajasthan), Adviser at NITI Aayog.
Dilip Kumar (IAS:1995:Punjab), Director General (Training) in the Ministry of Skill Development and Entrepreneurship.
The move recognises the growing responsibilities being handled by these officers while ensuring parity with similarly placed senior bureaucrats across the Government of India.
Leadership Continuity Across Strategic Ministries
The reshuffle spans a wide range of ministries and institutions that play a crucial role in national governance.
Among the organisations affected are the Ministry of Education, Ministry of Housing and Urban Affairs, Ministry of Labour and Employment, Ministry of Panchayati Raj, Ministry of Mines, Ministry of Development of North Eastern Region, Department of Animal Husbandry and Dairying, National Human Rights Commission, National Commission for Minorities, NITI Aayog and the Lal Bahadur Shastri National Academy of Administration.
Officials say the appointments have been planned to ensure that experienced officers assume charge well before the retirement of existing Secretaries, thereby preventing any interruption in policy implementation and administrative decision-making.
Administrative Transition Ahead of Key Policy Initiatives
With multiple senior Secretaries scheduled to retire over the next few months, the ACC’s latest decisions are being viewed as an important step towards maintaining administrative stability at the highest levels of government.
The officers selected for these assignments collectively bring decades of experience across sectors such as education, urban development, mining, labour, environment, infrastructure, rural governance, public administration and financial management.
Several of them have previously served as Principal Secretaries in state governments, Additional Secretaries in the Union Government, heads of major departments and administrators of large public institutions.
One of the Biggest Bureaucratic Exercises of the Year
The latest ACC order represents one of the most extensive Secretary-level reshuffles undertaken by the Central Government in recent months. By repositioning seasoned civil servants across ministries and constitutional bodies, the government aims to ensure smooth governance, institutional continuity and effective execution of flagship programmes during an important phase of policy implementation.
The appointments have been formally notified by Manisha Saxena, Secretary to the Appointments Committee of the Cabinet and Establishment Officer. Copies of the notification have been circulated to all concerned ministries, constitutional authorities, departments and state governments for immediate compliance.
With these changes now taking effect, the Union Government has completed another significant round of top-level bureaucratic restructuring, positioning experienced administrators to lead some of India’s most important ministries and public institutions in the months ahead.
