Centre Appoints IAS Officer Dr Shaleen, IRS Officer Amreeta Titus and ITS Officer Mohit Kumar Aggarwal to Key Central Posts Under Staffing Scheme
The Central Government has approved a fresh round of senior-level appointments under the Central Staffing Scheme, assigning three officers from the Indian Administrative Service (IAS), Indian Revenue Service (IRS), and Indian Telecommunication Service (ITS) to important positions in key ministries and national institutions.
The appointments, cleared by the Competent Authority and notified by the Department of Personnel and Training (DoPT) on July 27, 2026, include Haryana cadre IAS officer Dr Shaleen, IRS officer Amreeta Titus, and ITS officer Mohit Kumar Aggarwal.
The three officers have been posted to the Department of Investment and Public Asset Management (DIPAM) under the Ministry of Finance, the National Health Authority (NHA) implementing the Ayushman Bharat Digital Mission (ABDM), and the Ministry of Petroleum and Natural Gas (MoPNG) respectively.
These appointments are part of the Centre’s ongoing efforts to strengthen administrative leadership in departments handling strategic responsibilities related to public asset management, digital healthcare and the energy sector.
The Central Staffing Scheme enables experienced officers from different All India and Central Services to serve in Union ministries and departments, bringing diverse administrative expertise into policymaking and programme implementation.
IAS Officer Dr Shaleen Appointed Director in DIPAM
Among the key appointments is that of Dr Shaleen, a 2012-batch IAS officer of the Haryana cadre, who has been appointed as Director in the Department of Investment and Public Asset Management (DIPAM) in New Delhi.
According to the DoPT order, his appointment has been approved under the Central Staffing Scheme for a period of five years from the date he assumes charge of the post or until further orders, whichever is earlier.
Dr Shaleen is currently serving in the Haryana Government in multiple important capacities. At present, he holds the positions of:
Director, Tourism
Special Secretary, Tourism Department
Managing Director, Haryana State Warehousing Corporation Limited
During his tenure in Haryana, he has been associated with tourism promotion, infrastructure development, public administration and management of state-owned institutions.His move to DIPAM marks an important transition from state administration to a policy-oriented role at the Centre.
DIPAM’s Strategic Role in Economic Reforms
The Department of Investment and Public Asset Management functions under the Ministry of Finance and plays a critical role in managing the Government of India’s investment in Central Public Sector Enterprises (CPSEs).
It is responsible for disinvestment, strategic sale of government equity, capital restructuring of public sector enterprises, asset monetisation and policy initiatives relating to public asset management.
Over the past several years, DIPAM has been at the centre of the government’s efforts to improve the efficiency of public sector enterprises while unlocking value through strategic disinvestment and asset monetisation programmes.
As Director, Dr Shaleen is expected to contribute to policy implementation, inter-departmental coordination and various initiatives aimed at strengthening public asset management.
IRS Officer Amreeta Titus Joins Ayushman Bharat Digital Mission
In another significant appointment, Amreeta Titus, a 2011-batch Indian Revenue Service (Customs and Indirect Taxes) officer, has been appointed as Director in the National Health Authority (NHA) under the Ayushman Bharat Digital Mission (ABDM).
She has been recommended for Central deputation by the Department of Revenue.
Her appointment will take effect from the date she assumes charge and will continue on a co-terminus basis with the Ayushman Bharat Digital Mission, or until July 3, 2027, representing the combined tenure of five years on ex-cadre and Central Staffing Scheme posts, or until further orders, whichever is earlier.
The appointment places her in one of the government’s most important digital governance initiatives in the healthcare sector.
Ayushman Bharat Digital Mission Driving Healthcare Transformation
The Ayushman Bharat Digital Mission is a flagship initiative aimed at creating a comprehensive digital health ecosystem across India.
Implemented through the National Health Authority under the Ministry of Health and Family Welfare, the mission seeks to connect patients, hospitals, healthcare providers, laboratories, pharmacies and insurers through an integrated digital platform.
Its objectives include creating digital health identities, enabling seamless access to medical records, improving healthcare delivery and promoting interoperability among healthcare institutions.
The mission is regarded as one of the largest digital public health initiatives in the world and forms a key component of India’s broader digital governance strategy. As Director, Amreeta Titus is expected to contribute to programme implementation, institutional coordination, digital policy execution and expansion of the mission across the country.
ITS Officer Mohit Kumar Aggarwal Posted to Petroleum Ministry
The third appointment approved by the Centre relates to Mohit Kumar Aggarwal, a 2015-batch officer of the Indian Telecommunication Service (ITS).
He has been appointed as Deputy Secretary in the Ministry of Petroleum and Natural Gas (MoPNG) under the Central Staffing Scheme. Aggarwal was recommended for Central deputation by the Department of Telecommunications.
According to the official order, he will serve in the ministry for a period of four years from the date he assumes charge of the post or until further orders, whichever is earlier.
The appointment represents an important opportunity for the officer to contribute to policy formulation and administrative coordination in one of the country’s most strategically important ministries.
Ministry of Petroleum and Natural Gas Plays Key Economic Role
The Ministry of Petroleum and Natural Gas is responsible for policy formulation and administration relating to the exploration, production, refining, transportation and distribution of petroleum, natural gas and related energy resources.
The ministry also oversees energy security, fuel pricing policies, expansion of natural gas infrastructure, strategic petroleum reserves and initiatives promoting cleaner energy alternatives.
With India’s growing energy demand and continued investments in oil, gas and energy infrastructure, the ministry plays a crucial role in supporting economic growth and industrial development.
As Deputy Secretary, Mohit Kumar Aggarwal is expected to assist in policy implementation, administrative management, coordination among departments and monitoring of programmes falling within the ministry’s jurisdiction.
