Arunachal Pradesh Transfers 7 IAS Officers in Major Administrative Reshuffle; Vishal Shah Named CEO of HAPDA, New Deputy Commissioners Appointed Across Key Districts
The Arunachal Pradesh government has carried out a significant administrative reshuffle involving seven Indian Administrative Service (IAS) officers, introducing a series of changes across district administration, urban development and industrial governance. The latest transfer orders are aimed at strengthening the state’s administrative machinery by assigning experienced officers to key leadership positions in both developmental institutions and district administrations.
Among the most notable decisions is the appointment of Vishal Shah as the new Chief Executive Officer (CEO) of the Housing and Planning Development Authority (HAPDA). Along with heading the state’s premier urban planning body, Shah has also been entrusted with the additional responsibilities of Registrar of the Real Estate Regulatory Authority (RERA) and Special Secretary in the Industries Department.
The reshuffle also includes the appointment of new Deputy Commissioners in Papum Pare, Namsai, Keyi Panyor and Dibang Valley, while one officer has been transferred out of the Arunachal Pradesh cadre to Jammu and Kashmir.

Vishal Shah Takes Over Leadership of HAPDA

Simultaneously, his responsibility as Registrar of RERA will involve regulatory oversight of the real estate sector, while his role in the Industries Department will contribute to industrial policy implementation and investment facilitation.
HAPDA Plays a Key Role in Urban Development
The Housing and Planning Development Authority serves as one of Arunachal Pradesh’s principal institutions for planned urban growth and housing development.
The authority is responsible for preparing development plans, promoting organized urban expansion, implementing housing projects and improving civic infrastructure in rapidly growing urban centres.
With urbanization steadily increasing across the state, HAPDA has assumed greater importance in ensuring balanced development while addressing housing and infrastructure requirements.

Ankita Mishra Moves to District Administration
The reshuffle also marks an important transition for Ankita Mishra, who has moved from a departmental leadership role to district administration.

Under the latest transfer order, she has now been appointed as the Deputy Commissioner of Keyi Panyor district.
The posting places her in charge of overall district administration, including implementation of government programmes, law and order coordination, developmental activities, revenue administration and public service delivery.
The transfer reflects the government’s practice of rotating senior officers between departmental and field assignments to broaden administrative exposure and strengthen governance at multiple levels.
Fresh Deputy Commissioners Posted in Key Districts
The reshuffle also brings changes in the leadership of several important districts.
Mamu Hage has been appointed as the Deputy Commissioner of Papum Pare, one of Arunachal Pradesh’s most significant districts, which includes the state capital region.
Papum Pare plays a vital administrative role because of its proximity to Itanagar and the concentration of government institutions within the district. He replaces Lobsang Tsering, who has now been transferred as the Deputy Commissioner of Namsai district.
Namsai has emerged as one of the state’s important districts in terms of infrastructure development, connectivity, tourism and economic activity. The appointment is expected to strengthen district-level administration as the government continues implementing development projects across the region.
Changes in Dibang Valley Administration
The government has also announced a leadership change in Dibang Valley, one of Arunachal Pradesh’s largest and geographically challenging districts. Yashwant Meena has been appointed as the new Deputy Commissioner of Dibang Valley.
As Deputy Commissioner, he will be responsible for overseeing district administration, coordinating developmental programmes, implementing welfare schemes and ensuring effective governance in one of the state’s strategically important districts.
The district’s unique geographical conditions often require strong administrative coordination, particularly in infrastructure development, disaster management, public service delivery and connectivity projects.
The outgoing Deputy Commissioner, Bekir Nyorak, has been relieved of his present responsibilities and directed to report to the Office of the Chief Secretary for his next assignment.
Such reporting arrangements are commonly made until fresh postings are issued by the state government.
Saugat Biswas Transferred to Jammu and Kashmir
Apart from the internal transfers, the reshuffle also includes an inter-cadre movement involving Saugat Biswas. He has been transferred from the Arunachal Pradesh cadre to Jammu and Kashmir, marking a significant administrative change in his career.
Inter-cadre transfers are relatively uncommon and usually take place through the prescribed procedures and approvals under the service rules governing All India Services.
The transfer will see Biswas take up administrative responsibilities in a different Union Territory, bringing with him his experience of serving in Arunachal Pradesh.
