ACC Extends Upgraded Posts for UPSC Secretary, Finance Ministry’s Manoj Sahay and Parama Sen
The Appointments Committee of the Cabinet (ACC) has approved the extension of the temporary upgradation of three senior government posts, allowing experienced officers to continue serving at higher ranks in the Union Public Service Commission (UPSC) and the Department of Expenditure under the Ministry of Finance.
The approvals benefit Shri Shashi Ranjan Kumar (IAS: Tripura:1992), Shri Manoj Sahay (Indian Audit & Accounts Service – IA&AS:1994) and Ms. Parama Sen (IA&AS:1994). The decision extends the upgraded status of their respective posts for specified periods, ensuring continuity in leadership across two key institutions of the Central Government.
The move reflects the Centre’s continuing practice of temporarily upgrading senior positions to meet administrative requirements while maintaining stability in governance and policy implementation.
UPSC Secretary Post to Continue at Secretary Rank
Among the key decisions, the ACC has approved the extension of the temporary upgradation of the Secretary, Union Public Service Commission (UPSC) from the level of Additional Secretary to the level of Secretary.
The upgraded post is presently held by Shri Shashi Ranjan Kumar, a 1992-batch IAS officer of the Tripura cadre. According to the official order, the upgraded status of the post has been extended up to September 3, 2027.
The extension will allow Shashi Ranjan Kumar to continue serving at the Secretary level while overseeing the administrative functioning of the Union Public Service Commission, India’s premier constitutional body responsible for conducting recruitment examinations and advising the government on civil services matters.
The UPSC plays a central role in the country’s civil services recruitment system, making continuity in senior administrative leadership particularly significant.
Manoj Sahay to Continue as Additional Secretary & Financial Advisor
The ACC has also approved the extension of the temporary upgradation of the post of Joint Secretary & Financial Advisor to the level of Additional Secretary & Financial Advisor in the Department of Expenditure, Ministry of Finance. The post is currently held by Shri Manoj Sahay, an officer of the Indian Audit & Accounts Service (IA&AS), 1994 batch.
As per the order, the upgraded status has been extended up to January 29, 2027.
The Department of Expenditure is one of the most important departments within the Ministry of Finance, responsible for public expenditure management, financial rules, budget implementation and allocation of government resources.
As Additional Secretary & Financial Advisor, Manoj Sahay continues to play an important role in financial decision-making, expenditure monitoring and fiscal administration within the Central Government.
Extension Approved for Parama Sen
Another significant approval relates to Ms. Parama Sen, also a 1994-batch officer of the Indian Audit & Accounts Service (IA&AS). The ACC has extended the temporary upgradation of her post from the level of Joint Secretary to Additional Secretary in the Department of Expenditure, Ministry of Finance.
The extension has been approved up to August 2, 2027.
The continuation of the upgraded post enables Parama Sen to remain at the Additional Secretary level while contributing to key policy matters involving government expenditure, fiscal management and financial administration.
Her continued tenure is expected to support ongoing financial reforms and administrative coordination within one of the government’s most critical departments.
Understanding Temporary Post Upgradation
