Kolkata: Six IAS Officers Get New Responsibilities in West Bengal
The West Bengal government has carried out another administrative reshuffle involving six IAS officers from different batches of the state cadre. The latest changes have affected several important departments, including Agricultural Marketing, Food Processing Industries and Horticulture, Correctional Administration, Consumer Affairs, Disaster Management and Civil Defence.
The reshuffle brings fresh responsibilities for officers from the 2001, 2002, 2005, 2006, 2011 and 2014 batches. Among the more notable changes, senior IAS officer Abhinav Chandra has been moved from his position as Additional Director General, NSATI, and appointed Secretary of the Agricultural Marketing Department, while Vijay Bharti has been shifted to the Correctional Department as its Secretary.
Abhinav Chandra Moves to Agricultural Marketing Department
Abhinav Chandra, a 2001-batch IAS officer of the West Bengal cadre, has received a new departmental assignment in the latest order. He has been transferred from his post as Additional Director General, NSATI, and appointed Secretary, Agricultural Marketing Department.
The new responsibility puts Chandra in charge of a department that plays an important role in matters connected with agricultural marketing and the administrative framework surrounding the state’s agricultural economy. His movement also creates a vacancy at NSATI, which has been filled through another posting announced as part of the same reshuffle.
Chandra’s transfer is among the senior-level changes in the latest exercise and reflects the government’s decision to redistribute administrative responsibilities across several sectors.
Smaraki Mahapatra Shifted to Food Processing and Horticulture
Smaraki Mahapatra, a 2002-batch IAS officer of the West Bengal cadre, has also been given a new assignment. She has been shifted from the post of Secretary, Correctional Administration Department, and appointed Secretary, Food Processing Industries & Horticulture Department.
Her new posting takes her from the correctional administration sector to an area covering food processing and horticulture-related activities. The change also sets off a corresponding movement in the Correctional Department, where Vijay Bharti has now been placed as Secretary.
Mahapatra’s transfer is therefore part of a wider chain of administrative changes rather than an isolated departmental movement.
Vijay Bharti Gets Charge of Correctional Department
Vijay Bharti, a 2005-batch IAS officer of the West Bengal cadre, has been assigned the responsibility of Secretary, Correctional Department. Before the latest reshuffle, Bharti was serving as Secretary in the Science & Technology and Biotechnology Department.
His move brings him into the correctional administration setup following Smaraki Mahapatra’s transfer. The department deals with the state’s correctional institutions and related administrative responsibilities, making the new posting an important assignment for the senior officer. The change also highlights how one transfer within the senior bureaucracy can lead to a series of consequential postings across departments.
Rashmi Kamal Appointed Consumer Affairs Secretary
Rashmi Kamal, a 2006-batch IAS officer of the West Bengal cadre, has also been brought into an active departmental assignment. She has been appointed Secretary, Consumer Affairs Department, after serving as Officer on Special Duty in the Personnel & Administrative Reforms Department while awaiting a fresh posting.
Her new responsibility places her at the administrative head of the Consumer Affairs Department. The assignment marks a return to a regular departmental role after a period in which she was awaiting posting.
The latest order therefore resolves the pending posting status of Kamal while simultaneously strengthening the administrative leadership of another key state department.
Sasim Kumar Barai Moves to Disaster Management and Civil Defence
Sasim Kumar Barai, a 2011-batch IAS officer of the West Bengal cadre, has also been transferred in the latest exercise. He has been moved from his position as Senior Special Secretary, Environment Department, and appointed Senior Special Secretary, Disaster Management & Civil Defence Department.
The new assignment places Barai in a department responsible for handling disaster preparedness, response and related civil defence functions. The portfolio can assume particular importance during emergencies and natural disasters, when coordination between different arms of the administration becomes critical. His movement also represents a shift from environmental administration to a broader emergency management and civil defence role within the state government.
Santanu Mukherjee Gets NSATI Assignment
Santanu Mukherjee, a 2014-batch IAS officer of the West Bengal cadre, has been appointed Additional Director, NSATI. Before receiving the new posting, Mukherjee was serving as Officer on Special Duty in the Personnel & Administrative Reforms Department and was awaiting posting.
His appointment fills the position previously held by Abhinav Chandra. The movement completes another link in the chain of transfers announced by the state government. Mukherjee’s posting also gives him responsibility at NSATI after a period of awaiting assignment, while Chandra moves into the Agricultural Marketing Department.
