The Appointments Committee of the Cabinet (ACC) has approved a major set of appointments and tenure extensions for senior officers being posted to key foreign and captive positions of the Government of India.

The latest orders cover 11 assignments at the Joint Secretary, Director and Deputy Secretary levels, placing officers from several All India Services and Central Group A services in strategically important positions across international institutions and Indian diplomatic missions.

The appointments span prominent global institutions including the Asian Development Bank (ADB), International Monetary Fund (IMF), World Bank and International Civil Aviation Organization (ICAO), besides Indian missions in Tokyo, Rome, Washington DC, Geneva and Kathmandu. The ACC has also approved the continuation of one existing foreign deputation, reflecting the government’s effort to maintain experienced representation at important multilateral institutions.

Baldeo Purushartha appointed Senior Adviser at Asian Development Bank

Among the key appointments, Baldeo Purushartha, IAS (Punjab:2002), currently serving as Joint Secretary in the Department of Economic Affairs, has been selected for the post of Senior Adviser to the Executive Director at the Asian Development Bank (ADB) in Manila, Philippines.

The position is classified as a Joint Secretary-level captive post of the Government of India. Purushartha will take up the assignment on deputation under the Department of Economic Affairs, replacing Ponnuraj V., IAS (Karnataka:2000).

His tenure will be for three years from the date he assumes charge, or until further orders, whichever comes earlier. To facilitate the move, his ongoing Central deputation as Joint Secretary in the Department of Economic Affairs under the Central Staffing Scheme will be curtailed.

The posting places a senior Indian administrative officer at an institution that plays a major role in financing infrastructure, economic development and public-sector projects across the Asia-Pacific region.

Rahul Jam gets key IMF assignment in Washington

The ACC has also approved the appointment of Rahul Jam, IAS (Madhya Pradesh:2005), presently Joint Secretary in the Ministry of Corporate Affairs, as Senior Adviser to the Executive Director (India) at the International Monetary Fund in Washington DC, USA.

The post is a Joint Secretary-level captive position of the Government of India and will be held by Jam on deputation under the Department of Economic Affairs. He will succeed Anand Singh, IAS (Kerala:2000).

Jam’s tenure will extend for three years from the date he assumes charge, or until further orders, whichever comes earlier. His existing Central deputation as Joint Secretary in the Ministry of Corporate Affairs under the Central Staffing Scheme will be curtailed to enable him to take up the IMF assignment.

The posting is significant given the IMF’s role in global economic surveillance, financial stability, policy advice and international monetary cooperation.

Brij Mohan Mishra to serve as Minister (Economic and Commercial) in Tokyo

Brij Mohan Mishra, IAS (AGMUT:2008), currently Joint Secretary in the Ministry of Commerce and Industry, has been appointed Minister (Economic and Commercial) at the Embassy of India in Tokyo, Japan.

The assignment is classified as a Joint Secretary-level foreign post of the Government of India and will be handled on deputation under the Department of Economic Affairs.

Mishra will take over from Debjani Chakrabarti, IAS (Odisha:2002), after she completes her approved tenure on April 28, 2027. His tenure will be for three years from the date of assumption of charge, or until further orders, whichever is earlier.

His Central deputation as Joint Secretary in the Ministry of Commerce and Industry will be curtailed as part of the process of moving him to the Tokyo assignment.

The posting comes at an important point in India’s economic engagement with Japan, particularly in areas involving trade, investment, industrial cooperation and broader commercial relations.

Balamurugan D. appointed Minister (Agriculture) in Rome

The ACC has appointed Balamurugan D., IAS (Bihar:2005), presently Joint Secretary in the Ministry of Corporate Affairs, as Minister (Agriculture) at the Embassy of India in Rome, Italy.

The post is a Joint Secretary-level foreign assignment of the Government of India. Balamurugan D. will serve on deputation under the Department of Agriculture and Farmers Welfare.

He will succeed Jujjavarapu Balaji, IAS (Assam-Meghalaya:2001), after the completion of Balaji’s approved tenure on December 29, 2026. The new appointment will run for three years from the date of assumption of charge, or until further orders, whichever comes earlier.

His existing Central deputation as Joint Secretary in the Ministry of Corporate Affairs under the Central Staffing Scheme will be curtailed to facilitate the appointment.

Satyajit Mohanty gets ICAO assignment in Montreal

Another important international appointment involves Satyajit Mohanty, IRS (Customs & Indirect Taxes:1999), currently Joint Secretary in the Ministry of Defence.

Mohanty has been appointed Representative of India in the Council of the International Civil Aviation Organization (ICAO) in Montreal, Canada. The position is a Joint Secretary-level captive post of the Government of India and will be handled on deputation under the Ministry of Civil Aviation.

He will succeed Angshumali Rastogi, IRSME (1995), after Rastogi completes his approved tenure on September 4, 2026.

Mohanty’s tenure will be for three years from the date he assumes charge, or until further orders, whichever comes earlier. His existing Central deputation as Joint Secretary in the Ministry of Defence under the Central Staffing Scheme will be curtailed.

Hemang Jani gets two-year extension at World Bank

The ACC has also approved an extension for Hemang Jani, who is serving as Senior Adviser to the Executive Director at the World Bank in Washington DC.

Jani’s foreign deputation has been extended for another two years beyond July 16, 2027, taking the assignment up to July 16, 2029. The extension will remain valid until his successor assumes charge or until further orders, whichever comes earlier.

The continuation ensures that an experienced Indian official remains in a key advisory position at the World Bank, one of the country’s most important multilateral development partners.

Kapil Patidar appointed Adviser to IMF Executive Director

Kapil Patidar, IES (2011), currently Director in the Department of Economic Affairs, has been selected as Adviser to the Executive Director (India) at the International Monetary Fund in Washington DC.

The Director-level captive post will be held on deputation under the Department of Economic Affairs for three years from the date of assumption of charge, or until further orders, whichever comes earlier.

Patidar’s existing Central deputation as Director in the Department of Economic Affairs under the Central Staffing Scheme will be curtailed to facilitate the move.

Gopalakrishnan Ganesan to join Indian Embassy in Washington

Gopalakrishnan Ganesan, IRAS (2009), currently Director in the Ministry of Steel, has been appointed Counsellor (Economic) in the Economic Wing of the Embassy of India in Washington DC.

The Director-level foreign post will be filled on deputation under the Department of Economic Affairs. Ganesan will succeed Vivek Chaudhary, IES (2011), after the latter completes his approved tenure on August 15, 2026.

Ganesan will serve for three years from the date of assuming charge, or until further orders, whichever is earlier. His existing Central deputation as Director in the Ministry of Steel will be curtailed.

Aditya Rajendra Bhojgadhiya gets WTO posting in Geneva

The ACC has appointed Aditya Rajendra Bhojgadhiya, IA&AS (2013), currently Joint Director at the National Testing Agency under the Department of Higher Education, as First Secretary at India’s Permanent Mission to the World Trade Organization in Geneva.

The Deputy Secretary-level foreign post will be held on deputation under the Department of Commerce. Bhojgadhiya will succeed Ashish Chandolkar, whose approved tenure ends on September 2, 2026.

His tenure will run for three years from the date of assumption of charge, or until further orders, whichever comes earlier. His Central deputation as Joint Director at the National Testing Agency will be curtailed.

Jivisha Joshi Gangopadhyay appointed WTO First Secretary (Legal)

Jivisha Joshi Gangopadhyay, IRTS (2013), presently Deputy Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, has been appointed First Secretary (Legal) at India’s Permanent Mission to the WTO in Geneva.

The post is classified at the Deputy Secretary level and will be filled on deputation under the Department of Commerce. She will replace Nidhi Srivastava, IAS (AGMUT:2010), following completion of Srivastava’s approved tenure on September 28, 2026.

Gangopadhyay’s tenure will be three years from the date of assumption of charge, or until further orders, whichever comes earlier.

Subhash Kumar appointed Director at SAARC Secretariat

The ACC has also approved the appointment of Subhash Kumar, IDAS (2011), currently Director in the Ministry of Defence, as Director at the SAARC Secretariat in Kathmandu, Nepal.

The position is a Director-level captive post of the Government of India and will be filled on deputation under the Ministry of External Affairs.

Kumar will succeed Bhavesh R. Trivedi, Indian Telecom Service (ITeS:2000), after the completion of his approved tenure on November 20, 2026. Kumar’s tenure will be for three years from the date of assumption of charge, or until further orders, whichever comes earlier.

His Central deputation as Director in the Ministry of Defence under the Central Staffing Scheme will be curtailed to enable him to take up the new assignment.

Wide-ranging international deployment of senior officers

Taken together, the ACC’s latest decisions represent a broad deployment of experienced Indian officers across some of the country’s most important international economic, commercial, diplomatic and sector-specific engagements. The appointments cover multiple services, including IAS, IRS, IES, IRAS, IA&AS, IRTS and IDAS, underlining the government’s practice of drawing specialised administrative expertise from different cadres for international assignments.

The postings also spread across major global centres such as Washington DC, Geneva, Manila, Tokyo, Rome, Montreal and Kathmandu. Several of the appointments are timed to coincide with the completion of existing incumbents’ approved tenures, ensuring a structured transition at these strategically important posts.

The orders have been issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet and Establishment Officer. Copies have been circulated to the concerned Union ministries and departments, the President’s Secretariat, Vice-President’s Secretariat, Prime Minister’s Office, Parliament Secretariats, Cabinet Secretariat, Union Ministers, Chief Secretaries and Administrators of States and Union Territories, along with the officers concerned and other relevant authorities.

With these decisions, the government has effectively cleared a fresh round of senior-level international postings while also retaining continuity at the World Bank through Hemang Jani’s extension. The appointments are expected to strengthen India’s administrative and policy representation at multilateral institutions as well as in missions dealing with trade, agriculture, aviation, economic affairs and international cooperation.
