Govind Mohan Gets One-Year Extension as Union Home Secretary, Will Continue Till August 2027
The Appointments Committee of the Cabinet (ACC) has approved a one-year extension in the service of Govind Mohan, IAS (Sikkim:1989) as Union Home Secretary. With the latest decision, Mohan will continue to head the Ministry of Home Affairs (MHA) beyond his scheduled tenure on August 22, 2026, and will remain in the post until August 22, 2027, unless the government issues further orders before that date.
The extension was formally approved by the ACC and notified through an order issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training (DoPT) on August 5, 2026. The decision has been taken by relaxing the applicable service rules governing the retirement of All India Services officers, allowing Mohan to continue in one of the most important administrative positions in the Union government.
Govind Mohan to continue as Home Secretary for another year
According to the official order, the ACC has approved the extension of Govind Mohan’s service as Home Secretary, Ministry of Home Affairs, for a period of one year beyond August 22, 2026. His extended tenure will therefore run up to August 22, 2027, or until further orders, whichever is earlier.
The order specifically states that the extension has been granted by relaxing the provisions of Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death-Cum-Retirement Benefits) Rules, 1958. Such relaxation allows the government to retain an officer beyond the normal age of superannuation when the competent authority considers continued service necessary.
The decision ensures that there will be no immediate change at the top of the Ministry of Home Affairs when Mohan’s existing tenure was otherwise scheduled to end later this month. His continuation also provides administrative stability to the ministry at a time when the Home Ministry is responsible for handling a wide range of sensitive matters involving internal security, policing, border management, Union Territories and coordination with state governments.
Who is Govind Mohan?
Govind Mohan is a 1989-batch Indian Administrative Service officer of the Sikkim cadre. Over the course of his career, he has held several important assignments in both the state and central governments before taking charge as Union Home Secretary.
The Home Secretary is the senior-most civil servant in the Ministry of Home Affairs and plays a central role in advising the Union Home Minister and coordinating the administrative machinery dealing with internal security and a host of other critical areas. The position also involves extensive coordination with state governments, Union Territories, central armed police forces and various security and intelligence agencies.
Mohan’s continuation means the ministry will retain an experienced administrative head rather than having to make an immediate transition at the highest bureaucratic level.
Extension comes through special relaxation of service rules
The ACC order makes it clear that Mohan’s extension has been approved through relaxation of specific retirement-related provisions. The order cites FR 56(d) as well as Rule 16(1A) of the All India Services (Death-Cum-Retirement Benefits) Rules, 1958.
The reference to these provisions is significant because senior civil servants are ordinarily governed by prescribed service and retirement rules. An extension beyond the normal retirement framework requires approval by the competent authority and, in cases such as this, an explicit relaxation of the relevant provisions.
The one-year extension therefore represents a formal government decision to retain Mohan’s services in the Home Ministry beyond his earlier scheduled date of retirement.
Important responsibilities of the Home Secretary
The Ministry of Home Affairs deals with some of the most sensitive and strategically important areas of governance. Its responsibilities include internal security, management of the Union Territories, border management, central armed police forces, Centre-state relations and several matters relating to law and order and national security.
The Home Secretary is a key administrative link between the political leadership of the ministry and the vast government machinery working on these issues. The officer is also involved in coordination with state Chief Secretaries, Directors General of Police, security agencies and other central government departments whenever issues have an inter-state or national security dimension.
Continuity at this level can be particularly important because many of these matters involve long-term policy decisions, inter-governmental coordination and ongoing security assessments rather than short-term administrative actions.
ACC formally approves continuation
The extension order was issued by Manisha Saxena, Secretary, Appointments Committee of the Cabinet and Establishment Officer, on August 5, 2026.
The order, bearing reference number 36/01/2026-EO(SM-IX2), was issued from New Delhi by the Secretariat of the Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training.
The communication was circulated to senior constitutional and government authorities, including the Cabinet Secretary, Principal Secretary to the Prime Minister, Secretary to the President of India, Secretary to the Vice-President, Secretary General of the Rajya Sabha Secretariat and Secretary General of the Lok Sabha Secretariat.
Copies were also sent to the Secretary, Department of Personnel and Training, Secretary (Coordination and Public Grievances) in the Cabinet Secretariat, all Secretaries to the Government of India, the office of the Union Home Minister, all Union Ministers and the Minister of State for Personnel.
The concerned officer and Chief Secretaries of all states were also informed of the decision.
Continuity at MHA amid critical national responsibilities
Mohan’s extension for another year means the Union government has opted for continuity in the leadership of the Home Ministry rather than initiating an immediate transition. The ministry’s broad portfolio means that the Home Secretary’s office routinely deals with issues requiring coordination across several ministries, central agencies, state governments and Union Territories.
The decision also gives the government additional time to manage the succession process whenever it chooses to make a change at the top of the ministry. Since the extension is specifically valid up to August 22, 2027, or until further orders, it does not prevent the government from making another decision before that date if administrative requirements change.
For now, however, the message from the ACC order is clear: Govind Mohan will continue as Union Home Secretary for another year.
Order circulated to key government offices
The official communication has been circulated widely across the Union government and state administrations. The Cabinet Secretariat, Prime Minister’s Office, President’s Secretariat, Vice-President’s Secretariat and both Houses of Parliament have been among the offices formally informed about the extension.
The order was also marked to the Director General of Media and Communication at the Press Information Bureau, the Editor of Civil Services News and the Department of Administrative Reforms and Public Grievances. The National Informatics Centre and relevant offices within the Department of Personnel and Training have also been provided copies for official record and further action.
