Yuvraj Ravindra Patil Appointed Director in DPIIT on Lateral Shift Under Central Staffing Scheme

The Union Government has approved the appointment of Yuvraj Ravindra Patil, a 2012-batch Indian Railway Traffic Service (IRTS) officer, as Director in the Department for Promotion of Industry and Internal Trade (DPIIT) under the Central Staffing Scheme. The appointment has been cleared by the Appointments Committee of the Cabinet (ACC) on the recommendation of the Civil Services Board (CSB) and will take effect as a lateral shift, allowing Patil to continue his ongoing central deputation in a new ministry.

The move places the officer in one of the Centre’s most influential economic departments, where policy decisions on industrial growth, investment promotion, startup development, and internal trade reforms are shaped. His tenure will continue until March 15, 2027, which marks the remaining balance of his existing five-year Director-level deputation, unless further government orders are issued earlier.

ACC Clears Appointment on CSB Recommendation

The appointment was formalised through an Office Memorandum issued by the Department of Personnel and Training (DoPT) on August 19, 2026. According to the official order, the ACC accepted the recommendation of the Civil Services Board to appoint Patil as Director in DPIIT on a “lateral shift” basis, rather than through a fresh deputation.

This distinction is significant because it allows the officer to move seamlessly from one central assignment to another while retaining continuity in his existing deputation tenure.

Instead of beginning a new five-year term, Patil will serve the remaining portion of his current Director-level deputation, which runs until March 15, 2027. The order also makes it clear that the tenure will remain subject to further government directions, whichever event takes place earlier.

From DoPT Assignment to DPIIT

Before this appointment, Yuvraj Ravindra Patil was serving under the Department of Personnel and Training, where he held a Director-level position as part of his central deputation. His transfer to DPIIT represents an internal movement within the Central Staffing Scheme, reflecting the government’s practice of redeploying experienced officers to departments where their expertise can support evolving administrative priorities.

The Office Memorandum announcing the appointment was issued by Ajit Kumar Ranjan, Deputy Secretary, Department of Personnel and Training. The communication has been circulated to several key government institutions to facilitate implementation of the appointment.

Among those informed are the Prime Minister’s Office, the Cabinet Secretariat, and the Department for Promotion of Industry and Internal Trade. The memorandum also directs DPIIT to forward a copy of the formal appointment notification once it is officially issued, ensuring completion of the administrative process.

Role of the Civil Services Board

The appointment follows the established procedure for senior central deputation postings. The Civil Services Board (CSB) examines proposals for appointments under the Central Staffing Scheme, assesses officers’ suitability based on experience and service records, and forwards recommendations to the competent authority.

The Appointments Committee of the Cabinet, chaired by the Prime Minister with the Home Minister as a key member, serves as the final approving authority for such senior-level appointments across the Union Government. This institutional process is designed to ensure transparency and consistency in staffing important policy positions.

Experience as an IRTS Officer

As a member of the 2012 batch of the Indian Railway Traffic Service, Yuvraj Ravindra Patil brings administrative experience rooted in one of India’s largest public service systems.
