Assam: 6 Months Extension for Dr Ravi Kota, Will Continue As The CS

The Central Government has approved a six-month extension for Dr Ravi Kota, the 1993-batch IAS officer of the Assam-Meghalaya cadre, allowing him to continue as Chief Secretary of Assam until April 30, 2027.

The extension ensures continuity in the state’s top bureaucratic position at a time when Assam is pushing major infrastructure projects, investment initiatives, disaster management programmes and administrative reforms.

Dr Kota, who assumed charge as Chief Secretary on April 1, 2024, has spent more than two years leading the state’s administrative machinery. His career spans district administration, public finance, urban development, central government policymaking and international economic diplomacy, making him one of the most experienced officers in the Assam-Meghalaya cadre.

The latest extension means he will continue steering the state’s governance through April 2027, extending a career that has combined grassroots administration with national and international policy responsibilities.

Centre Extends Ravi Kota’s Tenure

The six-month extension allows Dr Ravi Kota to remain in Assam’s highest bureaucratic office beyond his earlier tenure. As Chief Secretary, he serves as the administrative head of the state government, coordinating policy implementation across departments, supervising senior bureaucrats, advising the political leadership and ensuring that government programmes are executed effectively.

The decision also provides administrative continuity during a period when Assam continues working on infrastructure expansion, economic development, urban projects and disaster preparedness, particularly given the state’s recurring flood management challenges.

A Scholar Before Becoming a Civil Servant

Dr Ravi Kota’s journey into the IAS began with an impressive academic record. Born on April 12, 1966, in Andhra Pradesh, he pursued higher education in agriculture and built a strong research background before entering the civil services.

His academic qualifications include:

  • Ph.D. in Agronomy from the Indian Agricultural Research Institute (IARI), New Delhi, where he was awarded a Gold Medal
  • M.Sc. in Agriculture from Agricultural College, Bapatla
  • B.Sc. in Agriculture from Agricultural College, Bapatla

Before joining the IAS, he briefly taught Political Science at Hindu College, an experience that added an academic dimension to his later administrative career.

After clearing the Civil Services Examination, he joined the IAS in 1993 and underwent foundational training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, between 1993 and 1995.

Early Years in Assam’s District Administration

Like many successful IAS officers, Ravi Kota’s administrative foundation was built through district-level assignments. His early postings included:

Leading Assam’s Financial Reforms

One of the defining phases of Ravi Kota’s career came when he served as Principal Finance Secretary between 2014 and 2018.  The period coincided with major changes in India’s fiscal architecture, including the transition from the Value Added Tax (VAT) system to the Goods and Services Tax (GST).

His responsibilities extended across:

  • Fiscal management
  • Internal resource mobilisation
  • Market borrowings
  • External financial assistance
  • Public finance reforms
  • Private investment mobilisation

Managing the state’s finances during such a transformative period required balancing revenue stability with administrative adaptation as the new GST regime reshaped taxation across the country.

Ravi Kota also handled important assignments in urban governance. As Principal Secretary, Urban Development, he supervised major projects including the Guwahati Smart City Mission and a Japan International Cooperation Agency (JICA)-funded water supply project aimed at strengthening urban infrastructure in the state capital.

He also served as Commissioner of Taxes, where he dealt with sales tax administration and the implementation of GST-related systems. These assignments expanded his experience beyond district administration into large-scale urban planning and financial governance.

Important Central Government Assignments

His career has not been confined to Assam alone. Dr Ravi Kota also served the Union Government in several important positions, gaining exposure to national policymaking.

Between 2018 and 2020, he worked as Joint Secretary in the Fifteenth Finance Commission, where he contributed to fiscal analysis covering all 28 states. His work there included policy areas such as:

  • Disaster management financing
  • Air pollution-related fiscal measures
  • Third-tier governance reforms
  • Resource allocation
  • Fiscal policy

The Finance Commission assignment gave him a national perspective on state finances, inter-governmental fiscal transfers and governance reforms.

He also held responsibilities in the Ministry of Home Affairs and the Department of Personnel and Training (DoPT), contributing to internal security and administrative policy matters.

Representing India in Washington D.C.

One of the more distinctive chapters of Ravi Kota’s career came during his posting abroad. From 2020 to 2023, he served as Minister (Economic) at the Indian Embassy in Washington D.C., representing the Ministry of Finance.

His tenure coincided with several major global developments, including:

  • The COVID-19 recovery period
  • The transition from the Trump administration to the Biden administration
  • Expanding India-US economic engagement

He worked on bilateral economic and investment relations while engaging with US government officials, businesses and clean-energy companies under the US-India Clean Energy and Climate Partnership 2030.

During India’s G20 Presidency in 2023, he also interacted closely with international institutions such as the World Bank and the International Monetary Fund (IMF), strengthening India’s engagement on global economic issues.

Returning to Lead Assam

After completing his diplomatic assignment, Ravi Kota returned to Assam and eventually took charge as Chief Secretary on April 1, 2024. Since then, he has overseen several major areas of governance, including:

  • Infrastructure development
  • Administrative reforms
  • Investment promotion
  • Flood management coordination
  • Departmental governance
  • Policy implementation across government departments

His tenure has also included overseeing responses to Assam’s annual flood challenges, coordinating with central agencies and monitoring disaster-management efforts across affected districts.

  • Chief Minister’s Award for Excellence in Public Governance (2017-18) for automating budget planning and expenditure management.
  • Chief Minister’s Award for Excellence in Financial Inclusion (2016-17) for helping bring nearly 700,000 tea garden workers into the formal banking system.

These initiatives reflected his emphasis on combining administrative reform with technology-driven governance and financial inclusion.
