CBDT Promotes Three IRS Officers to Chief Commissioner Rank; Upendra Bhushan Mishra and Shahi Sanjay Kumar Get Key Assignments
New Delhi, August 25, 2026: The Central Board of Direct Taxes has approved the promotion of three senior Indian Revenue Service officers from the Income Tax stream to the rank of Chief Commissioner of Income Tax. The promotions have been made for the 2026 panel year and involve officers belonging to the 1994 and 1995 batches of the IRS.
The three officers elevated to the Chief Commissioner of Income Tax grade are Vanita Rattan Sharma, Upendra Bhushan Mishra and Shahi Sanjay Kumar. While all three have received the senior-level promotion, the latest order also assigns specific responsibilities to Mishra and Kumar, placing them in important positions within the Income Tax Department’s formations in Mumbai and Delhi.
The latest CBDT decision marks an important step in the progression of three experienced officers of the Income Tax Department. Vanita Rattan Sharma and Upendra Bhushan Mishra belong to the 1994 batch of IRS officers, while Shahi Sanjay Kumar is from the 1995 batch.
Their elevation to the CCIT grade comes after long careers in the direct-tax administration system. Chief Commissioners occupy senior positions in the Income Tax Department and are responsible for overseeing major administrative and field formations, making their role important for the implementation of tax policies and the overall functioning of the department.
The three officers included in the promotion are Vanita Rattan Sharma, IRS IT: 1994; Upendra Bhushan Mishra, IRS IT: 1994; and Shahi Sanjay Kumar, IRS IT: 1995.
Upendra Bhushan Mishra Gets Key Mumbai Assignment
Among the latest appointments, Upendra Bhushan Mishra has been given a significant field responsibility in Mumbai. Following his promotion to the CCIT grade, he has been appointed as Chief Commissioner of Income Tax (C)-2, Mumbai.
The assignment puts Mishra at the helm of an important Income Tax Department formation in one of India’s biggest commercial and financial centres. Mumbai has a particularly significant role in direct-tax administration because of its large corporate, financial and business ecosystem, making senior leadership positions in the city’s Income Tax formations important administrative assignments.
Mishra’s promotion and posting have been made together under the 2026 panel year. He will now function at the Chief Commissioner level while handling responsibilities associated with the Mumbai formation assigned to him.
Shahi Sanjay Kumar Appointed CCIT OSD in Delhi
Shahi Sanjay Kumar, a 1995-batch IRS officer, has also received a significant assignment following his elevation to the CCIT grade. He has been appointed Chief Commissioner of Income Tax (Officer on Special Duty) in the office of the Principal Chief Commissioner of Income Tax, Delhi.
The Delhi assignment places Kumar within the senior administrative structure of the national capital’s Income Tax Department. The CCIT (OSD) role will give him responsibilities at the senior level while working within the office of the Principal Chief Commissioner of Income Tax, Delhi.
The latest arrangement also provides for continuity in his existing work. Along with taking up the new CCIT (OSD) assignment, Shahi Sanjay Kumar will hold the additional charge of the post he was occupying before his promotion.
Additional Charge Arrangement Ensures Continuity
The decision to give Kumar additional charge of his earlier position is significant from an administrative perspective. Such an arrangement can help prevent disruption in ongoing work when a senior officer moves into a new role, particularly when the officer is already handling responsibilities that require continuity.
As a result, Kumar will not simply move into his new CCIT (OSD) position and leave his previous responsibilities behind. Instead, he will continue to look after the earlier post as an additional charge alongside his newly assigned role.
This arrangement allows the department to maintain continuity while making the senior-level appointment effective. It also reflects the administrative need to ensure that important responsibilities continue to be supervised during transitions involving senior officers.
Vanita Rattan Sharma Promoted to CCIT Grade
Vanita Rattan Sharma, another senior officer from the 1994 IRS Income Tax batch, has also been elevated to the Chief Commissioner of Income Tax grade for the 2026 panel year.
Her promotion places her among the senior-most officers in the Income Tax Department below the top administrative structure of the CBDT. However, the details available in the latest order do not mention a separate new CCIT posting for her along with the promotion.
The elevation itself is significant because promotion to the Chief Commissioner grade represents an important stage in the career progression of an IRS Income Tax officer. Officers at this level are entrusted with substantial responsibilities involving tax administration, field formations and implementation of the department’s policies.
What Does the CCIT Rank Mean?
The Chief Commissioner of Income Tax is a senior-level position within the Income Tax Department. Officers serving at this level typically oversee substantial administrative jurisdictions and field formations and are involved in supervising the department’s work relating to direct-tax administration.
Their responsibilities can cover a wide range of areas, including tax administration, assessment-related supervision, compliance, revenue collection and implementation of policies framed by the Central Board of Direct Taxes. The exact responsibilities depend on the particular charge or formation assigned to an officer.
The latest promotions therefore go beyond a routine change in designation. They strengthen the department’s senior leadership and bring experienced officers into positions where they can supervise large administrative structures and contribute to the effective implementation of India’s direct-tax framework.
1994 and 1995 Batches Move Into Senior Leadership
The promotion of officers from the 1994 and 1995 IRS batches highlights the progression of these senior cadres into the upper levels of the Income Tax Department. These officers have spent decades working in different capacities across the direct-tax administration system.
For the department, experienced officers at the CCIT level are important because their knowledge of taxation, administration and field operations can be particularly valuable while managing complex jurisdictions. Mumbai and Delhi, in particular, represent major administrative and economic centres with substantial tax bases and diverse categories of taxpayers.
The latest appointments consequently add to the department’s senior leadership capacity in two strategically important locations.
Strengthening Income Tax Administration in Mumbai and Delhi
The latest CBDT order is expected to strengthen leadership at important formations in both Mumbai and Delhi. Upendra Bhushan Mishra’s appointment as CCIT (C)-2 in Mumbai gives the formation a senior officer at the Chief Commissioner level, while Shahi Sanjay Kumar’s appointment as CCIT (OSD) places another experienced IRS officer in the senior structure of the Delhi Principal Chief Commissioner of Income Tax office.
At the same time, Vanita Rattan Sharma’s elevation adds another experienced officer to the CCIT-grade leadership pool. Her specific posting, however, has not been indicated in the details of the latest promotion order.
Three Promotions, Two Key Assignments
Taken together, the latest decision represents a significant senior-level reshuffle within the Income Tax Department. Three IRS Income Tax officers have moved into the CCIT grade for the 2026 panel year, with two of them receiving clearly defined assignments in major tax formations.
Upendra Bhushan Mishra, from the 1994 batch, will serve as CCIT (C)-2, Mumbai. Shahi Sanjay Kumar, from the 1995 batch, will take charge as CCIT (OSD) in the office of the Principal Chief Commissioner of Income Tax, Delhi, while also holding additional charge of his previous post.
Vanita Rattan Sharma, also from the 1994 batch, has been promoted to the CCIT grade, although the latest details do not mention a separate posting for her.
The promotions underline the continuing movement of senior IRS officers into top leadership positions within India’s direct-tax administration. With experienced officers now taking charge at the Chief Commissioner level, the latest CBDT decision adds fresh senior leadership to key Income Tax Department formations for the 2026 panel year.
