UP IAS-PCS Reshuffle: 14 IAS and 34 PCS Officers Transferred, Neha Sharma Relieved, Dr Vishram Gets Revenue Board

The Uttar Pradesh government has carried out a major late-night administrative reshuffle involving 14 IAS officers and 34 Provincial Civil Service officers, bringing significant changes to senior departmental and field-level postings across the state. The orders, issued late on Sunday night, have affected important portfolios including Medical Education, Revenue, Rural Development, Secondary Education, Information Technology and Electronics, Silk, Industries and the Uttar Pradesh Startup Mission.

Among the most notable changes, IAS officer Neha Sharma has been relieved of her responsibilities as Secretary, Medical Education Department, while Dr Vishram, who had been serving as Additional Commissioner of the Vindhyachal Division, has been moved to the Board of Revenue in Prayagraj. At the district level, new Chief Development Officers have also been appointed in Saharanpur, Lakhimpur Kheri and Ambedkar Nagar, making the reshuffle significant both at the Secretariat and grassroots administrative levels.

Neha Sharma Relieved from Medical Education Department

Neha Sharma has been relieved from the post of Secretary, Medical Education Department, Uttar Pradesh. She had been given the Medical Education assignment in July 2026 and was serving as Director General and Secretary of the department.

The latest government order specifically relieves her of the responsibility of Secretary, Medical Education. Her removal from the key health-related administrative position is one of the more prominent changes in the latest reshuffle, which otherwise covers a wide range of departments and field assignments.

The order comes just a few months after she was placed in charge of the department, making the change particularly notable within the current administrative structure of the state government.

Dr Vishram Appointed Member (Judicial), Board of Revenue

Dr Vishram, who was serving as Additional Commissioner of the Vindhyachal Division, has been appointed Member (Judicial), Board of Revenue, Prayagraj. His new assignment takes him from divisional administration into an important quasi-judicial and revenue-related role.

Vishram, a 2010-batch PCS officer, was promoted to the IAS by the Uttar Pradesh government in January 2026. He had previously attracted public attention for his singing of Birha folk songs in Prayagraj, with his musical performances becoming a talking point alongside his administrative career.

Another officer, Devendra Kumar Singh Kushwaha, has also been appointed Member (Judicial), Board of Revenue, Prayagraj. Kushwaha was earlier serving as Special Secretary and Director of the Silk Department before being shifted to his new assignment.

Saharanpur Gets a New Chief Development Officer

One of the important district-level changes concerns Saharanpur. Sumit Rajesh Mahajan, who was serving as Chief Development Officer of Saharanpur, has been appointed Chief Executive Officer of the Uttar Pradesh Startup Mission.

His replacement as Saharanpur CDO will be Dr Sunil Kumar Verma, who was previously serving as Additional Commissioner in the State Tax Department. The change gives Verma responsibility for coordinating development-related administration in the district.

Mahajan’s new posting to the Uttar Pradesh Startup Mission, meanwhile, moves him from district development administration to an assignment focused on the state’s startup ecosystem.

New CDO Appointed in Lakhimpur Kheri

Lakhimpur Kheri has also received a new Chief Development Officer. Abhishek Kumar, who was serving as CDO of the district, has been transferred as Special Secretary, Information Technology and Electronics Department.

He will be replaced by Yoganand Pandey, who was earlier serving as Additional District Magistrate (City), Ayodhya. Pandey’s appointment gives him responsibility for the district’s development administration at a time when CDOs play a central role in implementing government programmes and coordinating rural development initiatives.

The movement also gives Abhishek Kumar a state-level assignment in a department dealing with technology and electronics, marking a shift from field administration to Secretariat responsibilities.

Ambedkar Nagar CDO Also Changed

There has also been a change in the leadership of development administration in Ambedkar Nagar. Anand Kumar Shukla, who was serving as the district’s CDO, has been appointed Special Secretary and Director of the Silk Department.

Vaibhav Mishra, who was Additional District Magistrate (Finance/Revenue) in Kushinagar, has been appointed the new CDO of Ambedkar Nagar. His move places him in charge of the district’s development administration while shifting from a revenue-focused field assignment to a broader developmental role.

Other Major IAS Transfers in Uttar Pradesh

The latest reshuffle has also affected several senior officers posted in state departments and divisions. Rahul Singh, who was serving as Special Secretary in the Information Technology and Electronics Department, has been transferred as Special Secretary, Public Works Department.

Sahab Singh, who was Member (Judicial), Board of Revenue, Prayagraj, has been appointed Secretary, Secretariat Administration Department. Ashok Kumar Kanojia, Joint Director, Youth Welfare, has been moved as Special Secretary, Secondary Education Department.

Arun Kumar, who was Additional Commissioner, Aligarh Division, has been appointed Special Secretary, Rural Development Department. Pradeep Kumar Yadav, who was Additional Municipal Commissioner in Saharanpur Municipal Corporation, will now serve as Additional Commissioner, Aligarh Division.

The government has simultaneously ordered the transfer of 34 PCS officers, extending the reshuffle deep into the field administration. The changes cover Additional District Magistrates, Sub-Divisional Magistrates, Additional Municipal Commissioners and other important administrative positions.

Districts including Gautam Buddh Nagar, Prayagraj, Bahraich, Deoria, Kasganj, Etah, Mirzapur, Baghpat, Jalaun and Agra have seen changes in senior field-level assignments. Several SDM positions have also been altered, while Ghaziabad, Varanasi and Mathura Municipal Corporations have received new Additional Municipal Commissioners.

Wide-Ranging Administrative Changes Across UP

Taken together, the latest orders represent a broad restructuring of Uttar Pradesh’s senior administrative machinery. The changes extend from major state-level departments to district development offices, revenue administration, municipal bodies and field-level magistracy.

The replacement of CDOs in Saharanpur, Lakhimpur Kheri and Ambedkar Nagar is particularly significant because these officers have a central role in coordinating development programmes and ensuring that government schemes are implemented at the district level. At the same time, the movement of officers into departments such as IT and Electronics, Public Works, Rural Development, Secondary Education and Silk reflects a wider redistribution of administrative responsibilities.

The PCS transfers add another layer to the reshuffle, with changes across several districts and urban bodies. From Gautam Buddh Nagar and Prayagraj to Bahraich, Deoria, Baghpat, Agra and Mirzapur, the latest orders have altered the field administration in a substantial number of locations.

With 14 IAS officers and 34 PCS officers affected, the midnight reshuffle is one of the more extensive administrative exercises undertaken by the Uttar Pradesh government in recent weeks. It brings new officers into several key positions while moving others from district administration to Secretariat, development, revenue and specialised departmental assignments.
