Odisha Posts 14 Newly Promoted IAS Officers to Key Departments; Panchayati Raj, Forests, Labour Get New Faces
The Odisha government has issued a major posting order for 14 officers who were recently promoted from the Odisha Administrative Service (OAS) to the Indian Administrative Service (IAS), placing them in important roles across several departments. The new assignments cover a broad administrative spectrum, including Panchayati Raj and Drinking Water, Forest, Environment and Climate Change, Labour and ESI, Rural Development, Industries, Planning and Coordination, Home Affairs and Elementary Education.
The General Administration and Public Grievance Department issued the posting notification on September 18, 2026, shortly after the officers were formally inducted into the IAS cadre. The move gives the newly promoted officers fresh responsibilities in the state’s higher administrative structure while also allowing some of them to continue in positions they were already handling.
14 OAS Officers Move Into the IAS Cadre
The latest postings follow a Government of India notification dated September 3, 2026, through which 14 experienced officers of the Odisha Administrative Service were promoted to the IAS against vacancies in the Odisha cadre. Their elevation marked an important step in their careers, taking them from the state civil service into the country’s premier all-India administrative service.
The Odisha government’s September 18 order now translates that elevation into specific administrative responsibilities. The officers have been distributed across departments dealing with governance, rural development, environmental administration, labour welfare, education, industries and internal administration.

Surya Narayan Dash, who was serving as Special Secretary in the Panchayati Raj and Drinking Water Department, has now been appointed Joint Secretary in the same department. His new role keeps him within the same administrative domain while reflecting his elevation to the IAS cadre.
Soudamini Sethi has also been posted as Joint Secretary in the Panchayati Raj and Drinking Water Department. Madhumita Nayak Gets Labour and ESI Responsibility
Madhumita Nayak has been posted as Joint Secretary in the Labour and ESI Department. Alongside the new assignment, she will continue to hold additional charge as Director of the Employees’ State Insurance Scheme in Bhubaneswar.
Her responsibilities will therefore span both departmental administration and the implementation side of the Employees’ State Insurance framework. The combination gives her a role involving labour-related administration as well as an important social security programme for eligible workers and their families.
The continuation of her additional charge also ensures that there is no immediate break in the administrative handling of the ESI Scheme in Bhubaneswar.
Anuj Kumar Das Pattanaik Posted in Planning and Coordination
Anuj Kumar Das Pattanaik has been appointed Special Secretary in the Planning and Coordination Department. The department occupies an important place in the state’s administrative structure because it is associated with planning processes, coordination between departments and broader implementation of government priorities.
His posting places a newly promoted IAS officer in a role that requires coordination across different areas of state administration. It also adds another experienced OAS officer, now elevated to the IAS, to the state’s higher-level planning framework.
