MHA Transfers 4 AGMUT Officers to Arunachal Pradesh: IPS Officers Vikramjit Singh, Abhishek Dhania and IAS Officers Neeraj Semwal, Ravi Jha
The Ministry of Home Affairs (MHA) has ordered the transfer of four AGMUT-cadre officers to Arunachal Pradesh, bringing two IPS officers and two IAS officers into the latest round of cadre movements involving the northeastern state. The officers include 2006-batch IPS officer Vikramjit Singh, 2012-batch IPS officer Abhishek Dhania, 2003-batch IAS officer Neeraj Semwal and 2011-batch IAS officer Ravi Jha.
The transfer and posting orders were issued on September 19, 2026, and involve officers currently serving in Delhi as well as one officer on central deputation. The latest movement covers a mix of policing, revenue administration, district administration and central government experience, adding officers with varied backgrounds to the Arunachal Pradesh segment of the AGMUT cadre.
Among the IPS officers, Vikramjit Singh was serving as Joint Commissioner of Police in the Anti-Corruption Branch of Delhi Police, while Abhishek Dhania was serving on central deputation as a Deputy Inspector General in the Indo-Tibetan Border Police. On the IAS side, Neeraj Semwal was Secretary-cum-Divisional Commissioner in Delhi’s Revenue Department, while Ravi Jha was serving as Deputy Commissioner, New Delhi.
The latest orders come soon after another round of AGMUT cadre movements involving Arunachal Pradesh. Earlier in September, the MHA had shifted three IAS officers from Jammu and Kashmir to Arunachal Pradesh, indicating continued movement of AGMUT officers across its constituent segments.
Vikramjit Singh Transferred From Delhi Police to Arunachal Pradesh
Vikramjit Singh is a 2006-batch Indian Police Service officer of the AGMUT cadre and entered the service as a direct recruit through the UPSC Civil Services Examination. Before the latest transfer, he was serving as Joint Commissioner of Police in the Anti-Corruption Branch of Delhi Police, a senior policing assignment in the national capital.
Singh had been holding the present post at Pay Level 14 since July 17, 2025. With around two decades of service behind him, his career has included senior policing responsibilities within the AGMUT cadre. The latest order now moves him from Delhi to Arunachal Pradesh, marking a significant change in his current field of responsibility.
His available service details show that Singh joined the Indian Police Service on December 18, 2006. He holds an MBBS qualification and is from Haryana. His record also includes the President’s Police Medal for Gallantry, listed for the year 2013.
The transfer places an experienced IPS officer, who has been handling responsibilities in Delhi’s Anti-Corruption Branch, in the Arunachal Pradesh segment of the AGMUT cadre. The latest order does not, in the information available here, specify the particular post to which he will be assigned in Arunachal Pradesh.
Abhishek Dhania Returns From Central Deputation
Abhishek Dhania, a 2012-batch IPS officer of the AGMUT cadre, has also been transferred to Arunachal Pradesh. A direct recruit through the UPSC Civil Services Examination, Dhania was serving on central deputation as Deputy Inspector General in the Indo-Tibetan Border Police before the latest MHA order.
His movement is notable because it takes him from a central deputation assignment back into the AGMUT cadre’s Arunachal Pradesh segment. His service record shows around 14 years of service and one promotion recorded so far, along with experience in Delhi Police and other assignments.
Dhania joined the Indian Police Service on September 3, 2012. He holds a B.E. degree in Computer Engineering and is from Delhi. His service record also includes a State Award, listed as a Gold Medal, along with other police service-related honours.
The available AGMUT civil list records him as a 2012-batch direct-recruit IPS officer and also reflects his earlier assignment in Delhi Police at the Deputy Commissioner of Police level. His latest transfer therefore adds both Delhi Police and central armed police force experience to his profile as he moves to Arunachal Pradesh.
Neeraj Semwal Shifted From Delhi Revenue Department
On the IAS side, Neeraj Semwal has been transferred from Delhi to Arunachal Pradesh. A 2003-batch IAS officer of the AGMUT cadre, Semwal was serving as Secretary-cum-Divisional Commissioner in Delhi’s Revenue Department before the latest order.
He had been holding the position since February 16, 2026. His transfer now takes him away from a senior revenue administration role in the national capital and places him in the Arunachal Pradesh segment of the AGMUT cadre.
Semwal entered the IAS through direct recruitment via the UPSC Civil Services Examination and has around 23 years of administrative experience. His career has included a wide range of senior assignments, with his service profile recording positions such as Secretary, Joint Secretary, Commissioner, Additional CEO, Special Commissioner and Managing Director.
His career has also included an assignment as Personal Secretary to a Union Minister. Available service details record around 14 postings across seven locations, reflecting experience across different administrative responsibilities and geographical assignments.
Academically, Semwal holds a B.A. in Accountancy, a Post Graduate Diploma in Management from IMT Ghaziabad and a law degree. His movement to Arunachal Pradesh adds an officer with extensive experience in revenue and senior administrative roles to the latest cadre reshuffle.
Ravi Jha Moves From Deputy Commissioner, New Delhi
Ravi Jha is the second IAS officer transferred to Arunachal Pradesh under the latest set of orders. A 2011-batch AGMUT-cadre officer, Jha was serving as Deputy Commissioner, New Delhi, a position he had held since July 24, 2024.
Jha entered the IAS through direct recruitment via the UPSC Civil Services Examination and has more than 15 years of service experience. His available service record lists 13 postings across 13 locations, indicating a career involving assignments in multiple administrative environments.
His experience is not limited to district administration. Jha has also handled Central Government responsibilities, including assignments as Personal Secretary to the Minister of Commerce and Industry and Officer on Special Duty to the Minister of State for Atomic Energy. He has also served on central deputation.
Jha holds a B.Tech degree in Mechanical Engineering from the National Institute of Technology, Jamshedpur. His service profile also records four training programmes. The latest transfer takes him from one of Delhi’s key district administration assignments to Arunachal Pradesh.
Three AGMUT IAS Officers Were Earlier Shifted From J&K
The September 19 movement comes against the backdrop of another recent round of transfers involving AGMUT-cadre officers and Arunachal Pradesh. Earlier this month, on September 3, the Ministry of Home Affairs transferred three AGMUT-cadre IAS officers from Jammu and Kashmir to Arunachal Pradesh with immediate effect.
The officers transferred in that order were Mohd Aijaz, IAS (AGMUT:2012), Harvinder Singh, IAS (AGMUT:2019), and Shishir Gupta, IAS (AGMUT:2020). The September 3 order directed the officers to be relieved from their existing assignments within 15 days of the order.
Their transfers, like the latest movement, were made with the approval of the competent authority and were to remain effective until further orders. The two rounds of movement together underline the continuing deployment of AGMUT-cadre officers across its different constituent segments.
More AGMUT Officers Move to Arunachal Pradesh
The latest four transfers bring officers with considerably different professional backgrounds into Arunachal Pradesh. Vikramjit Singh brings experience from Delhi Police’s Anti-Corruption Branch, while Abhishek Dhania has been serving with the ITBP on central deputation.
Neeraj Semwal comes from a senior revenue administration role in Delhi, and Ravi Jha has been handling district administration as Deputy Commissioner, New Delhi. Their combined experience covers policing, central deputation, revenue administration, district governance and senior Central Government assignments.
The AGMUT cadre encompasses Arunachal Pradesh, Goa, Mizoram and the Union Territories, allowing officers to be posted across its constituent areas according to administrative requirements. The latest orders are therefore part of the broader movement of officers within the cadre.
With four more officers now transferred to Arunachal Pradesh, the September 19 orders represent another significant round of AGMUT cadre movement. The orders involve two IPS and two IAS officers, each bringing experience from different administrative and policing assignments, while their specific new responsibilities in Arunachal Pradesh will be determined through the respective posting orders.
