Haryana Seeks One-Year Extension for CM Nayab Singh Saini’s Principal Secretary

The Haryana government has approached the Centre seeking a one-year extension for senior 1992-batch IAS officer Arun Kumar Gupta, who is currently serving as Principal Secretary to Chief Minister Nayab Singh Saini and also handling the important Finance and Planning portfolio. Gupta is scheduled to retire from government service on September 30, 2026, making the state’s request significant from both administrative and continuity perspectives.

According to reports, the Haryana government has formally written to the Centre seeking an extension for Gupta. If the proposal is approved, he would continue in service beyond his scheduled date of superannuation. However, the final decision rests with the Union government, which can approve the request in full, grant an extension for a shorter period or decline the proposal.

Arun Gupta’s Role in the Saini Government

Arun Kumar Gupta, a Haryana-cadre IAS officer of the 1992 batch, has been serving as Principal Secretary to Chief Minister Nayab Singh Saini since November 2024. His appointment came after the BJP returned to power in Haryana following the 2024 Assembly elections, placing him at the centre of the Chief Minister’s Office at a politically and administratively important point in the state’s governance cycle.

His responsibilities expanded considerably in 2026. Along with his role in the CMO, Gupta was given charge of the Finance and Planning Department, responsibilities that had earlier been held at the level of the Chief Secretary. The combination has put him in a position where the Chief Minister’s Office and key aspects of the state’s financial and planning administration intersect.

The Finance portfolio is particularly significant because it involves budgetary planning, expenditure management and broader financial administration. The Haryana government’s Planning Board structure itself includes the Principal Secretary to the Chief Minister along with senior officials from the Finance and Planning departments, underlining the close administrative relationship between these portfolios.

Who Is IAS Arun Kumar Gupta?

Born on September 14, 1966, Arun Kumar Gupta is a Haryana native and entered the Indian Administrative Service as a direct recruit of the 1992 batch. He has now spent more than three decades in public administration, moving through assignments covering urban development, industries, labour, food distribution, finance, planning and senior-level coordination in the state government.

Gupta holds a Bachelor of Engineering degree in Mechanical Engineering and a Master of Technology in Industrial Management. He studied at the National Institute of Technology, Kurukshetra, during the 1983-1988 period. He is proficient in both Hindi and English.

Over a career spanning more than 30 years, Gupta has served in a wide range of administrative positions. His experience includes district administration, state departments, public-sector organisations and senior secretariat assignments, giving him exposure to both field administration and policy-level decision-making.

From Urban Administration to the CMO

One of the notable phases of Gupta’s career was his association with the Town and Country Planning and Urban Estates Department. He served as Additional Chief Secretary in the department from August 2022 until his move to the Chief Minister’s Office in November 2024.

The assignment was important in a state such as Haryana, where rapid urbanisation, expansion of industrial centres and the growth of cities such as Gurugram and Faridabad have created a complex administrative landscape. His earlier experience with Urban Local Bodies also gave him exposure to municipal governance and the functioning of urban institutions.

Gupta has also handled the Industries and Commerce portfolio, bringing him into areas linked to industrial development, investment facilitation and the state’s broader economic administration. These assignments added to a career that has moved across several major areas of governance rather than remaining confined to a single department.

Finance and Planning Charge Brings Added Responsibility

Gupta’s administrative profile became even more prominent after the 2026 reshuffle in Haryana. He was appointed Principal Secretary to the Chief Minister while being given additional charge of the Finance and Planning departments, taking on responsibilities that carry considerable weight in the functioning of any state government.

His Finance-related responsibilities have also involved financial oversight and administrative directions. In August 2026, Gupta, in his capacity as ACS Finance and Principal Secretary to the Chief Minister, issued directions requiring heads of boards, corporations and other government bodies to undertake regular reconciliation of funds and submit quarterly certifications.

That episode offered a glimpse into the breadth of his current responsibilities, where his work extends beyond the immediate functioning of the CMO into financial management and oversight across government-linked organisations.

Experience as Chandigarh Home Secretary

Gupta has also served on inter-cadre deputation as Home Secretary of the Union Territory of Chandigarh. The assignment added an important dimension to his administrative career because Chandigarh involves coordination between the Union Territory administration and the neighbouring states of Haryana and Punjab, apart from its links with the Centre.

His tenure also covered the COVID-19 period, when administrators across the country were dealing with an extraordinary combination of public health, movement restrictions, essential services and inter-agency coordination. The Chandigarh experience consequently gave Gupta exposure to high-pressure urban administration and multi-government coordination.

Labour Administration and Food Corporation of India Experience

Another significant chapter in Gupta’s career came with his tenure as Commissioner and Secretary in the Labour Department. The assignment involved areas such as labour administration, employment-related matters, industrial relations and implementation of labour laws.

He has also served on central deputation with the Food Corporation of India. During that period, he worked as Senior Regional Manager/General Manager, handling responsibilities connected with consumer affairs and food distribution in Haryana. The FCI assignment exposed him to the administration of one of India’s largest public food management systems, including areas associated with procurement, storage and distribution.

More Than Three Decades Across Diverse Assignments

Gupta’s career has taken him through more than 30 administrative capacities across different levels of government. His earlier assignments included district-level responsibilities, leadership positions in state organisations, managing director roles and senior secretariat postings.

This breadth of experience has taken him from grassroots administration to major policy departments and eventually to the Chief Minister’s Office. Urban governance, industries, labour, food distribution, finance, planning and executive coordination have all featured at different stages of his career.

Why Haryana’s Extension Request Matters

The proposed extension comes at a particularly significant moment because Gupta currently combines two strategically important responsibilities – Principal Secretary to the Chief Minister and charge of Finance and Planning. His scheduled retirement on September 30 would therefore require the Haryana government to make arrangements for both the CMO assignment and the financial portfolio if the extension is not approved.

The request is also notable because extensions of this kind are more commonly associated with Chief Secretaries. The Haryana government itself recently sought and secured an extension for Chief Secretary Anurag Rastogi, while the present proposal concerns a Principal Secretary to the Chief Minister. The Tribune has described approval of such an extension for Gupta as a rarity because states usually recommend extensions for their Chief Secretaries.

For now, the proposal remains with the Centre. A one-year extension has been requested by Haryana, but the Union government will take the final call on whether Gupta continues in service and, if so, for how long.

With his retirement date less than two weeks away, the decision will determine whether Arun Kumar Gupta continues to play a key role in the functioning of the Saini government or whether Haryana begins the process of assigning his responsibilities to other senior officers.
