Haryana Govt Transfers 5 IAS and 3 HCS Officers; Mani Ram Sharma Named MD of Power Generation Corporation
The Haryana Government has carried out another round of administrative changes, issuing posting orders for five IAS officers and three Haryana Civil Service (HCS) officers. The reshuffle touches several important areas of the state administration, including power generation, revenue and disaster management, health, industries and commerce, warehousing, urban development, food and drug administration and social welfare.
One of the prominent changes in the latest order is the appointment of 2009-batch IAS officer Mani Ram Sharma as Managing Director of Haryana Power Generation Corporation Limited (HPGCL). Sharma, however, will not be relieved of his existing assignments. He will continue to serve as Secretary, Revenue and Disaster Management Department, as well as Chief Settlement Commissioner. The arrangement places a significant power-sector responsibility alongside his existing revenue and disaster management portfolio.
Mani Ram Sharma Gets Charge of HPGCL
Mani Ram Sharma, a 2009-batch IAS officer, has been given the additional responsibility of leading Haryana Power Generation Corporation Limited as its Managing Director. HPGCL is an important state government undertaking associated with power generation, making the new assignment a significant addition to Sharma’s administrative responsibilities.
As per the latest posting arrangement, Sharma will continue to hold charge as Secretary, Revenue and Disaster Management Department and Chief Settlement Commissioner, while simultaneously taking over as Managing Director, Haryana Power Generation Corporation Limited. The combination of these assignments means that Sharma will continue to oversee his existing responsibilities while also handling the affairs of the state’s power generation corporation.
The appointment comes amid a broader administrative reshuffle in Haryana in which several senior officers have either been shifted to new positions or given additional responsibilities. Such arrangements allow the state government to distribute administrative responsibilities without necessarily relieving officers from their existing departments.
Sharma had also earlier been reported to have come under the scanner of the Central Bureau of Investigation (CBI) in connection with a reported Rs 657-crore bank scam. The information cited in the posting report states that he was not chargesheeted in the matter. His latest appointment, therefore, adds another significant responsibility to his current portfolio.
Yash Garg Gets Additional Charge of HARTRON
Another important change concerns Yash Garg, who currently serves as Director General, Industries and Commerce, Secretary, Industries and Commerce Department, and Director General, Micro, Small and Medium Enterprises in Haryana.
Garg has now been assigned the additional charge of Managing Director, HARTRON. He will continue to perform his existing responsibilities while taking on the new assignment.
The additional charge brings the state government’s information technology and related institutional responsibilities under an officer already handling a broad portfolio involving industries, commerce and MSMEs. His existing assignments cover areas that are closely connected with industrial development, entrepreneurship and business-related administration in the state.
With HARTRON added to his portfolio, Garg will now have another major state-level organisation to oversee along with his existing departmental responsibilities.
Rajnarayan Kaushik Posted as MD, Haryana State Warehousing Corporation
Rajnarayan Kaushik, a 2010-batch IAS officer, has also received a new assignment in the latest Haryana government reshuffle. He has been posted as Managing Director, Haryana State Warehousing Corporation.
Alongside this responsibility, Kaushik will serve as Secretary, Haryana Secretariat Establishment. His new portfolio therefore combines the management of a state corporation with administrative responsibilities concerning the Haryana Secretariat Establishment.
The warehousing assignment is particularly relevant to the state’s logistics and storage infrastructure, while the Secretariat Establishment role involves the administrative functioning of the state secretariat. Kaushik’s appointment consequently brings together two different areas of government functioning under his charge.
Dr Munish Nagpal Gets Health Department Assignment
The reshuffle has also brought a change in the Health Department, with Dr Munish Nagpal, a 2016-batch IAS officer, being appointed Special Secretary, Health Department.
Nagpal’s new posting places him within the senior administrative structure of Haryana’s health machinery. As Special Secretary, he will be associated with the functioning and administration of the Health Department and its various responsibilities.
The health sector remains one of the key areas of state administration, covering government healthcare services, public health programmes and departmental coordination. Nagpal’s appointment comes as part of the wider set of postings announced by the Haryana Government.
Aniruddh Yadav Gets Urban Challenge Fund Responsibility
Aniruddh Yadav, who is currently serving as Additional Managing Director of HSIIDC and Chief Executive Officer of the Global City Project, Gurugram, has been assigned another important responsibility.
Yadav will additionally hold the charge of Mission Director, Urban Challenge Fund Scheme. The additional assignment expands his existing role in Haryana’s urban development landscape, particularly at a time when urban infrastructure and planned development remain important areas of government policy.
His existing responsibilities at HSIIDC and the Global City Project already place him in a key position in relation to industrial and urban development initiatives. The Urban Challenge Fund assignment adds another layer to that portfolio.
Three HCS Officers Also Transferred
The latest administrative order is not restricted to IAS officers. Three HCS officers have also been given new responsibilities as part of the reshuffle.
Kanwar Singh has been posted as Joint Director, Food and Drugs Administration, while also taking charge as Joint Chief Executive Officer, Ayushman Bharat Haryana Health Protection Authority. His assignments link regulatory responsibilities in the food and drug administration sector with the implementation and administration of a major health protection programme.
Nasseb Kumar, who is serving as Joint Director (Administration) in the Department of Social Justice, Empowerment, Welfare of Scheduled Castes & Backward Classes and Antyodaya (SEWA), has been given the additional charge of Member Secretary, Haryana Vimukt Ghumantu Jati Vikas Board.
The additional assignment places Kumar in charge of an institution dealing with the development and welfare-related concerns of Vimukt and Ghumantu communities, alongside his existing administrative duties in the SEWA department.
Meanwhile, Mayank Verma, a 2023-batch HCS officer, has been posted as Joint Director, Urban Local Bodies, Haryana. His new assignment places him within the administrative framework responsible for urban local bodies across the state.
Reshuffle Spans Power, Health, Urban Development and Welfare
Taken together, the latest Haryana government postings cover a wide cross-section of the state administration. From power generation and revenue administration to health, industries, warehousing and urban development, the changes affect several departments and state-level organisations.
A notable feature of the order is the use of additional-charge arrangements.
