Odisha Transfers 4 IPS Officers: Dr Saravana Vivek M Named Bhubaneswar DCP
The Odisha Government has ordered a reshuffle involving four IPS officers, bringing changes to key policing assignments in Bhubaneswar, Berhampur, Dhenkanal and Bargarh. The most prominent appointment is that of 2015-batch IPS officer Dr Saravana Vivek M, who has been moved from Berhampur and posted as the new Deputy Commissioner of Police (DCP), Bhubaneswar.
The appointment fills the DCP vacancy created after the resignation of 2013-batch IPS officer Jagmohan Meena, who stepped down from the Indian Police Service citing personal reasons. The Centre accepted Meena’s resignation with effect from September 11, 2026. He had been serving as DCP, Bhubaneswar, since March 2025.
The September 22 Home Department notification also orders a chain of postings involving three other IPS officers. Abhinav Sonkar, Mane Ajinkya Baburao and A.B. Silpa have been assigned new responsibilities in Berhampur, Dhenkanal and Bargarh respectively.
Dr Saravana Vivek M Moves to Bhubaneswar
Dr Saravana Vivek M, a 2015-batch IPS officer, has been transferred from his post as Superintendent of Police, Berhampur, and appointed Deputy Commissioner of Police, Bhubaneswar. His move brings him to the state capital after a tenure involving district-level policing responsibilities.
An MBBS graduate from Tamil Nadu, Vivek entered the Indian Police Service after completing his medical education. During his career in Odisha, he has handled policing responsibilities in more than one district, including serving as SP, Rayagada, before taking charge as SP, Berhampur.
His experience has also included election-related responsibilities. During the 2026 West Bengal Assembly elections, Vivek served as a Police Observer for the Election Commission of India, giving him exposure to election-related policing and field coordination outside Odisha.
His appointment as DCP, Bhubaneswar, comes after a change at the top of the city’s DCP-level leadership. The Bhubaneswar Commissionerate will now come under his charge as he takes over from Jagmohan Meena.
Jagmohan Meena’s Resignation Created Vacancy
The Bhubaneswar DCP position fell vacant following the resignation of 2013-batch IPS officer Jagmohan Meena. Meena resigned from the Indian Police Service citing personal reasons, and the Centre accepted his resignation with effect from September 11, 2026.
Meena had assumed charge as DCP, Bhubaneswar, in March 2025 and remained in the position until his resignation from service. His departure subsequently required a fresh posting for the important assignment in the Bhubaneswar Commissionerate.
A formal farewell for Meena was held at the Commissionerate Police headquarters on September 19. With the latest Home Department order, the Odisha Government has now filled the vacant post by moving Vivek from Berhampur to Bhubaneswar.
The change also sets off a chain of postings in the state’s police administration, with another IPS officer moving into the Berhampur SP position.
Abhinav Sonkar to Take Charge as SP Berhampur
Abhinav Sonkar, a 2019-batch IPS officer, has been transferred from his current assignment as Superintendent of Police, Dhenkanal, and posted as Superintendent of Police, Berhampur.
Sonkar will take over the Berhampur police district following Vivek’s transfer to Bhubaneswar. His new assignment places him in charge of a major police district and marks another important movement in the latest Odisha IPS reshuffle.
During his tenure as SP, Dhenkanal, Sonkar was associated with community-focused policing initiatives. His work also included measures relating to the safety of women and children, among other policing responsibilities.
He will now move to Berhampur, where he will assume responsibility for the district’s policing administration.
Mane Ajinkya Baburao Gets Dhenkanal SP Charge
The vacancy created at Dhenkanal has been filled by Mane Ajinkya Baburao, a 2022-batch IPS officer. Baburao, who was serving as Additional Superintendent of Police, Paradeep, has been appointed Superintendent of Police, Dhenkanal.
The posting marks his move from an Additional SP-level assignment to a district SP position. He will take over the Dhenkanal police district following Sonkar’s transfer to Berhampur.
As a relatively recent batch officer, the new assignment represents a move into direct district-level leadership. Baburao will now be responsible for the policing administration of Dhenkanal under the new arrangement announced by the Odisha Government.
A.B. Silpa Posted as SDPO, Bargarh
The fourth IPS officer included in the latest reshuffle is A.B. Silpa, a 2021-batch officer. She has been transferred from her assignment as Assistant Superintendent of Police at State Police Headquarters and posted as Sub-Divisional Police Officer (SDPO), Bargarh.
The new posting moves Silpa from a headquarters-based assignment into a field-level policing role. As SDPO, Bargarh, she will be responsible for policing and supervisory duties within the designated subdivision.
Her transfer is separate from the chain of changes involving Bhubaneswar, Berhampur and Dhenkanal, but forms part of the same September 22 notification issued by the Odisha Home Department.
