IAS Reshuffle: 10 Officers Transferred, Vyshali M L Gets MSIL and Hemanth N Takes Charge as HESCOM MD
The Karnataka government has carried out a major administrative reshuffle involving 10 IAS officers, bringing changes across electricity distribution companies, district-level administration, rural development, agriculture, social welfare, treasury and other important state departments.
The latest orders affect officers from the 2013, 2018, 2019, 2020 and 2023 IAS batches, along with senior officials handling key departmental responsibilities. Among the prominent changes, 2013-batch IAS officer Vyshali M L has been moved from the Hubli Electricity Supply Company Limited (HESCOM) and appointed Managing Director of Mysuru Sales International Limited (MSIL), Bengaluru.
The reshuffle also sees 2020-batch IAS officer Hemanth N move into the top administrative position at HESCOM, while Shashidhar Kurera has been shifted from GESCOM to The Hutti Gold Mines Company Limited. At the district level, several officers have been moved between Zilla Panchayats, creating a fresh administrative arrangement in Kodagu, Vijayapura and Shivamogga.
Vyshali M L Moves From HESCOM to MSIL
Vyshali M L, a 2013-batch IAS officer, has been transferred from her current assignment as Managing Director of Hubli Electricity Supply Company Limited (HESCOM), Hubballi.
Under the latest reshuffle, she has been posted as Managing Director of Mysuru Sales International Limited (MSIL), Bengaluru. Her movement marks a significant change in the leadership of HESCOM, one of Karnataka’s important electricity distribution companies.
The new assignment will now place Vyshali in charge of MSIL, while HESCOM gets a new Managing Director in the form of 2020-batch IAS officer Hemanth N.
Shashidhar Kurera Appointed Hutti Gold Mines MD
The reshuffle also brings a change at another major state-owned enterprise. Shashidhar Kurera, a 2018-batch IAS officer, has been transferred from his position as Managing Director of Gulbarga Electricity Supply Company Limited (GESCOM), Gulbarga.
Kurera has now been posted as Managing Director of The Hutti Gold Mines Company Limited. The Hutti Gold Mines Company is a key state-owned mining enterprise of Karnataka, and the new posting moves Kurera from the electricity distribution sector to the state’s mining administration.
The change is part of the wider restructuring of senior assignments across government-owned companies and administrative institutions.
Anand Prakash Meena Shifted From Kodagu to Vijayapura
The latest orders also include changes in district-level rural administration. Anand Prakash Meena, a 2019-batch IAS officer, has been transferred from Kodagu district, where he was serving as Chief Executive Officer of the Zilla Panchayat, Madikeri.
He has now been posted as Chief Executive Officer of the Zilla Panchayat in Vijayapura district. The move places Meena in charge of the district’s Zilla Panchayat administration and brings him into a new field-level assignment in Vijayapura.
The transfer also sets up a corresponding change in the leadership of the Vijayapura Zilla Panchayat.
Rishi Anand Moves to Shivamogga
Rishi Anand, a 2020-batch IAS officer, has been transferred from Vijayapura. He was serving as Chief Executive Officer of the Zilla Panchayat, Vijayapura district.
Following the reshuffle, Anand has been posted as Chief Executive Officer of the Zilla Panchayat, Shivamogga district. His transfer forms part of the changes being made in the district-level administrative structure and rural development machinery.
The movement also creates a chain of postings involving Vijayapura and Shivamogga, with different IAS officers taking charge of the respective Zilla Panchayats.
Hemanth N Appointed Managing Director of HESCOM
Hemanth N, a 2020-batch IAS officer, has been moved from Shivamogga, where he was serving as Chief Executive Officer of the Zilla Panchayat.
He has now been appointed Managing Director of Hubli Electricity Supply Company Limited (HESCOM), Hubballi. Hemanth will take charge of the electricity distribution company following the transfer of Vyshali M L to MSIL.
His appointment represents one of the key changes in the latest Karnataka IAS reshuffle, shifting him from district-level rural administration to the leadership of a major electricity distribution utility.
Dinesh Kumar Meena Gets Kodagu Zilla Panchayat
Dinesh Kumar Meena, a 2023-batch IAS officer, has also received a new assignment. He was serving as Assistant Commissioner of the Kollegala Sub-Division, Kollegala.
He has now been transferred and posted as Chief Executive Officer of the Zilla Panchayat, Kodagu district, Madikeri. The new responsibility will place him at the helm of district-level Zilla Panchayat administration in Kodagu.
His posting follows the transfer of Anand Prakash Meena from Kodagu to Vijayapura, thereby completing another important change in the district administration.
Senior-Level Changes Across Key Departments
The reshuffle is not confined to field postings. Several senior departmental assignments have also been changed, covering areas such as agriculture, revenue, treasury, rural development and Panchayat Raj.
Dr. Trilok Chandra K.V., who was serving as Secretary, Planning, has been transferred and posted as Secretary, Agriculture. The move shifts him from the Planning Department to the Agriculture Department, giving him responsibility for the state’s agriculture-related administrative work.
Another important change involves Dr. Rakesh Kumar K. He has been transferred from his position as Commissioner, Social Welfare Department, and posted as Secretary to the Deputy Chief Ministers.
Along with his new assignment, Dr. Rakesh Kumar K has been given additional charge of Commissioner, Revenue. His responsibilities will therefore include coordination in the offices of the Deputy Chief Ministers as well as the additional Revenue portfolio.
Dr Arundhati Chandrasekhar Moves to Treasury Department
Dr Arundhati Chandrasekhar, who was serving as Commissioner, Panchayat Raj, has also been transferred.
She has been posted as Commissioner, Treasury Department. The move shifts her from Panchayat Raj administration to the state’s treasury setup, placing her in charge of an important financial administration function.
The transfer is another example of the reshuffle covering both field-oriented responsibilities and specialised departmental assignments within the state government.
Patil Yelagowda Shivanagowda Gets Rural Development Charge
Patil Yelagowda Shivanagowda, who was serving as Director, MSME, has been transferred and posted as Commissioner, Rural Development.
He will also hold additional charge of Panchayat Raj. The new assignment therefore combines responsibility for the Rural Development portfolio with the additional responsibility of Panchayat Raj, giving him a wider role in the state’s rural administrative framework.
The appointment comes alongside the movement of Dr Arundhati Chandrasekhar from Panchayat Raj to the Treasury Department.
The latest Karnataka IAS reshuffle brings together changes at several levels of the state administration. While the electricity sector sees new leadership at HESCOM and a change at GESCOM, the district administration gets fresh appointments in Kodagu, Vijayapura and Shivamogga. At the secretariat and departmental level, agriculture, revenue, treasury, rural development, Panchayat Raj and the offices of the Deputy Chief Ministers also see changes in responsibility.
Taken together, the orders represent a broad administrative realignment involving both field officers and senior departmental officials, with several officers moving into new portfolios and responsibilities across Karnataka.
