IAS Officer Parveen Kumar Thind Gets Two-Year Extension of Central Deputation in Social Justice Ministry
New Delhi: The Appointments Committee of the Cabinet has approved a two-year extension of the central deputation tenure of Parveen Kumar Thind, a 2007-batch IAS officer of the Punjab cadre, allowing him to continue as Joint Secretary in the Department of Social Justice and Empowerment beyond his existing deputation period.
According to an official order issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training on October 6, 2026, Thind’s central deputation has been extended for a period of two years beyond March 1, 2027, or until further orders, whichever is earlier. The decision follows a proposal submitted by the Department of Social Justice and Empowerment and approved by the competent authority.
Parveen Kumar Thind to Continue as Joint Secretary
Parveen Kumar Thind is currently serving as Joint Secretary in the Department of Social Justice and Empowerment, a senior administrative position within the Union government. The department works on a wide range of policy and programme areas concerning social justice, empowerment and the welfare of various vulnerable and disadvantaged sections of society.
The latest ACC decision means that Thind will continue in his present central government assignment after his existing deputation tenure reaches its scheduled end. The reference number of the memorandum is A-19011/3/2022-Estt-II. After consideration of the proposal, the Appointments Committee of the Cabinet approved the extension, and the decision was formally communicated through the DoPT order dated October 6, 2026.
The order is numbered 27/51/2026-EO(SM-I) and was issued from New Delhi. It records the ACC’s approval for extending Thind’s central deputation tenure in his existing post as Joint Secretary.
2007-Batch Punjab-Cadre IAS Officer
Thind belongs to the 2007 batch of the Indian Administrative Service and is an officer of the Punjab cadre. His current assignment at the Centre places him in a senior administrative role within the Department of Social Justice and Empowerment.
Central deputation allows officers belonging to state cadres to serve in Union government ministries and departments. Such assignments give officers an opportunity to work on policy matters at the national level while bringing their experience from state administration into the functioning of the Central government.
For the parent cadre, the deputation arrangement also forms part of the broader career structure of All India Service officers. The latest order keeps Thind on central deputation for an extended period while retaining his cadre affiliation with Punjab.
Role in Department of Social Justice and Empowerment

The “whichever is earlier” condition is also important. Although the ACC has approved a two-year extension, the order does not create an unconditional guarantee that the officer will remain on deputation for the entire two-year period. A subsequent order could bring the deputation to an end earlier.
For the department, the approval nevertheless provides a longer period of administrative continuity. It means the ministry can plan its senior-level responsibilities with the knowledge that Thind has been authorised to continue in the Joint Secretary position beyond his current tenure.

The ACC communication has been addressed to the Department of Social Justice and Empowerment, with Sudhansh Pant, Secretary, named in the order. The communication formally conveys the approval of the central deputation extension.
Copies have also been circulated to several senior government offices. These include the Prime Minister’s Office, the office of the Home Minister and the office of the Minister of State for Personnel, Public Grievances and Pensions.
The Cabinet Secretariat has also been included in the distribution list, along with the Chief Secretary of the Government of Punjab. The inclusion of the Punjab Chief Secretary ensures that the parent cadre administration is formally informed about the continuation of one of its senior IAS officers on central deputation.
Punjab Government Kept in the Loop
Since Thind belongs to the Punjab cadre, the extension of his central deputation is also relevant to the state government. The official communication specifically directs a copy to the Chief Secretary, Government of Punjab.
This is a standard administrative requirement in deputation matters involving officers of All India Services. The parent cadre needs to remain informed about the officer’s posting and tenure at the Union government level.
The latest decision therefore involves coordination between the Department of Social Justice and Empowerment, the Department of Personnel and Training, the Appointments Committee of the Cabinet and the Punjab government.

The communication also includes copies for the officer concerned, the offices of the Secretary, Personnel, the Establishment Officer and the relevant administrative officials. The Senior Technical Director, National Informatics Centre, DoPT, and the guard file have also been included in the circulation.
Two More Years at the Centre
With the ACC approval now in place, Parveen Kumar Thind will continue serving as Joint Secretary, Department of Social Justice and Empowerment, beyond March 1, 2027, for up to another two years, subject to the condition specified in the order.
