IAS Officer Dinesh Kumar Gets 4-Month Extension of Central Deputation in Defence Ministry

 The Appointments Committee of the Cabinet (ACC) has approved a four-month extension of the central deputation tenure of Dinesh Kumar, a 2004-batch IAS officer of the Nagaland cadre, allowing him to continue in his present assignment as Joint Secretary in the Department of Defence beyond his existing deputation tenure.

The extension has been approved for a period of four months beyond December 6, 2026, or until further orders, whichever is earlier. The decision follows a proposal from the Ministry of Defence and was formally communicated through an order issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training on October 6, 2026.

ACC Approves Four-Month Extension

According to the official government order, the ACC has approved the Ministry of Defence’s proposal for extending the central deputation tenure of Dinesh Kumar. The officer is currently serving as Joint Secretary, Department of Defence, and the approved extension will allow him to continue in the same position beyond the existing end date of his deputation.

The extension will run for four months beyond December 6, 2026, subject to the condition that it will remain valid only until further orders if such an order is issued earlier. The wording means that the approved four-month period is the maximum extension specified in the order, while the government retains the option to make a subsequent decision before that period expires.

The approval provides additional continuity in the senior administrative structure of the Department of Defence. It also means that the department will retain the services of an experienced IAS officer in the Joint Secretary-level position during the extended period.

Dinesh Kumar to Continue as Joint Secretary, Department of Defence

Dinesh Kumar currently serves as Joint Secretary in the Department of Defence, a senior position within the Ministry of Defence. The Department of Defence is responsible for a wide range of matters concerning India’s defence administration, including policy, planning, coordination and various aspects of the functioning of the defence establishment.

A Joint Secretary-level position in the department carries substantial administrative responsibility. Officers working at this level are involved in policy and programme matters within their assigned portfolios and coordinate with senior officials, departments, organisations and other stakeholders.

The ACC’s decision therefore ensures that Kumar will continue working within the same administrative framework for the additional four-month period. The order does not indicate any change in his current designation or department.

Ministry of Defence Proposed the Extension

The latest decision follows a formal proposal from the Ministry of Defence. The ministry had submitted an Office Memorandum dated September 7, 2026, seeking an extension of Kumar’s central deputation tenure.

The reference number of the memorandum is A-12016/01/2025-D (Estt.I/Gp.I). The proposal was subsequently considered by the Appointments Committee of the Cabinet, which approved the extension.

The ACC approval was formally issued on October 6, 2026, through the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training. The order is numbered 27/42/2025-EO(SM-I) and was issued from New Delhi.

2004-Batch Nagaland-Cadre IAS Officer

Dinesh Kumar belongs to the 2004 batch of the Indian Administrative Service and is an officer of the Nagaland cadre. His current central deputation assignment has brought him into the senior administrative structure of the Ministry of Defence.

Central deputation is an important part of the career framework for officers of the All India Services. It allows officers serving in state or joint cadres to take up assignments with the Union government, where they work on matters of national importance and gain experience in central policymaking and administration.

Kumar’s continuation in the Department of Defence means that he will remain on central deputation beyond his current tenure. The latest order does not alter his cadre affiliation with Nagaland and only extends the duration of his central government assignment.

Extension Beyond December 6, 2026

The official order states that Kumar’s deputation will be extended for four months beyond December 6, 2026. This means the approved extension begins after the completion of his existing central deputation tenure.

The order also includes the phrase “or until further orders, whichever is earlier.” This condition is commonly used in deputation-related government orders to make clear that the approved tenure can be ended before the maximum period if the competent authority issues a subsequent order.

For the Department of Defence, the decision provides certainty regarding the officer’s continuation for the immediate period following the existing end date. It also gives the department additional time to manage its senior administrative responsibilities without an immediate change in the Joint Secretary-level position.

Order Addressed to Department of Defence

The ACC communication has been addressed to the Department of Defence, with Rajesh Kumar Singh, Secretary, named in the order. Copies have also been sent to the Prime Minister’s Office and the offices of the Home Minister and the Minister of State for Personnel, Public Grievances and Pensions.

The Cabinet Secretariat, represented in the circulation by Joint Secretary Kavita Singh, has also been included. The Chief Secretary of the Government of Nagaland has been sent a copy as well, reflecting Kumar’s cadre affiliation.

The officer concerned has also been included in the circulation, along with the relevant offices within the Department of Personnel and Training. The Senior Technical Director, National Informatics Centre, DoPT, and the guard file have also been marked a copy.

Nagaland Government Informed About the Extension

The inclusion of the Chief Secretary of Nagaland in the distribution list is an important administrative detail. Since Dinesh Kumar belongs to the Nagaland cadre, the state government needs to remain informed about his central deputation and any extension of that tenure.

Central deputation involves coordination between the borrowing ministry or department and the officer’s parent cadre. An extension therefore requires the relevant administrative authorities to be formally informed so that the officer’s service records and deputation arrangements remain updated.

In this case, the ACC’s approval has been communicated to both the Department of Defence and the Nagaland government, along with other senior government offices.

Continuity in Defence Administration

The four-month extension will allow Dinesh Kumar to continue as Joint Secretary in the Department of Defence during a period when the ministry will retain its existing senior administrative structure. Continuity at the Joint Secretary level can be useful for ongoing policy work, coordination and implementation of departmental responsibilities.

The latest order does not specify the particular portfolio handled by Kumar within the Department of Defence. It only identifies his position as Joint Secretary and approves the extension of his central deputation tenure.

The decision should therefore be viewed primarily as a service-related extension rather than a new appointment or transfer. Kumar will continue in his current assignment, with the tenure extended for four months beyond December 6, subject to any earlier order.

ACC Decision Issued on October 6

The formal decision was issued by the Secretariat of the Appointments Committee of the Cabinet, Department of Personnel and Training, on October 6, 2026. The order records that the ACC has approved the proposal submitted by the Ministry of Defence for the extension.

With this approval, Dinesh Kumar, IAS (NL:2004), will continue as Joint Secretary in the Department of Defence for an additional period of four months beyond December 6, 2026, or until further orders, whichever is earlier.

The extension provides additional administrative continuity to the Ministry of Defence while allowing the 2004-batch Nagaland-cadre officer to continue his central government assignment. Any subsequent change to his tenure or posting would require a fresh administrative order from the competent authority.
