IDAS Officer Pankaj Kumar Singh Gets Six-Month Extension as Additional Secretary in GST Council Secretariat

The Appointments Committee of the Cabinet (ACC) has approved a six-month extension in the central deputation tenure of Pankaj Kumar Singh, a 1994-batch Indian Defence Accounts Service (IDAS) officer serving as Additional Secretary in the GST Council Secretariat under the Department of Revenue. The extension will continue his tenure beyond September 9, 2026, up to March 9, 2027, or until further orders, whichever is earlier. The decision was communicated through an official order issued by the Government of India on October 7, 2026.

The approval allows Singh to continue in his present assignment for another six months, ensuring continuity in the senior administrative leadership of the GST Council Secretariat. The order was issued by the Secretariat of the Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pensions, through the Department of Personnel and Training (DoPT), which handles key personnel and cadre management matters relating to the Central Government.

ACC Approves Extension of Pankaj Kumar Singh’s Central Deputation

According to the official order, bearing File No. 36/02/2026-EO(SM-I), the Appointments Committee of the Cabinet has approved an extension of the central deputation tenure of Pankaj Kumar Singh, IDAS:94, who is currently posted as Additional Secretary in the GST Council Secretariat under the Department of Revenue.

The extension has been granted for six months beyond September 9, 2026, taking his tenure up to March 9, 2027. The order also includes the provision that his extended tenure will end earlier if further orders are issued by the competent authority. This means that March 9, 2027, is the approved end date under the present order, subject to any subsequent government decision.

The communication, dated October 7, 2026, confirms the ACC’s approval and formally records the extension of the officer’s existing central deputation assignment. It does not announce a change in his designation or department. Singh is expected to continue serving as Additional Secretary in the GST Council Secretariat under the Department of Revenue during the approved extension, subject to any subsequent orders.

Pankaj Kumar Singh to Continue as Additional Secretary in GST Council Secretariat

Pankaj Kumar Singh currently serves as Additional Secretary in the GST Council Secretariat, an important administrative office associated with the functioning of the Goods and Services Tax (GST) framework in India. The Secretariat supports the GST Council, the constitutional body responsible for making recommendations on significant matters relating to the country’s indirect tax system.

The GST Council brings together representatives of the Union and state governments to deliberate on issues concerning GST rates, exemptions, model laws, administrative arrangements and other matters affecting the implementation of the tax system. Its recommendations play an important role in maintaining coordination between the Centre and the states on GST-related policy decisions.

As Additional Secretary, Singh holds a senior administrative position within the Secretariat. His continued tenure means that he will remain in his current assignment during the extension period, unless a fresh order changes his posting or service arrangements. The October 7 notification, however, does not specify any additional responsibilities or changes in his existing role.

The extension also does not announce a successor or indicate that any new officer will take over his position. Instead, it deals specifically with the continuation of Singh’s central deputation tenure for a further six months beyond the previously approved period.

Extension Effective Beyond September 9, 2026

The official communication clearly establishes September 9, 2026, as the date beyond which the extension applies. Under the ACC’s approval, Singh’s central deputation tenure will continue until March 9, 2027, unless an earlier order modifies the arrangement.

The phrase “or until further orders, whichever is earlier” is significant because it makes the approved duration subject to subsequent decisions by the competent authority. While the current order provides for a six-month extension, it does not guarantee that the officer must remain in the position until the final date regardless of any later administrative decision.

Such tenure extensions are part of the administrative process through which the Union Government manages the deployment of experienced officers in central ministries, departments and other government organisations. Depending on the circumstances and the approval granted, an officer’s deputation may be extended to meet administrative requirements and maintain continuity in an assignment.

In Singh’s case, the order records the approval of the extension without offering a separate explanation for the decision. It does not identify any specific project, policy initiative or administrative development as the reason for allowing him to continue beyond September 9, 2026.

Department of Personnel and Training Issues Official Communication

The order was issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training, Ministry of Personnel, Public Grievances and Pensions. It carries the date October 7, 2026, and was signed by Director Kanmani Joy, whose telephone number is listed in the official communication.

The ACC is the government body responsible for approving specified senior-level appointments and related personnel decisions in the Central Government. Its approval is required for a range of important administrative matters involving senior officers, depending on the applicable rules and delegation of authority.

The Department of Personnel and Training plays a central role in processing and communicating personnel-related decisions, including appointments, deputations, tenure extensions and other service matters. In this case, the department’s order formally communicates the approval granted for Singh’s continued central deputation.

The document has been circulated to a broad range of senior government offices and officials to ensure that the relevant authorities are informed of the decision. The distribution list includes the Cabinet Secretary, the Principal Secretary to the Prime Minister, the Secretary to the President of India and the Secretary to the Vice President of India.

It also includes the Secretaries General of the Rajya Sabha and Lok Sabha Secretariats, the Secretary of the Department of Personnel and Training, the Secretary (Coordination and Public Grievances) in the Cabinet Secretariat, and all Secretaries to the Government of India under the standard distribution list.

Order Circulated to Union Ministries and State Governments

The communication has also been sent to the Personal Secretaries of the Union Home Minister and all Union Ministers, as well as the Personal Secretary to the Minister of State for Personnel and the officer concerned. Chief Secretaries of all states have been included in the distribution list, alongside other designated offices and administrative authorities.

The Cabinet Secretariat’s Joint Secretary, Kavita Singh, has also been included in connection with the referenced communication dated October 7, 2026. Other recipients include the Director General of Media and Communication at the Press Information Bureau, the editor of Civil Services News, the Deputy Secretary in the Department of Administrative Reforms and Public Grievances, and designated offices associated with the Secretary (Personnel) and the Establishment Officer.

The National Informatics Centre of the Department of Personnel and Training has also been included in the circulation. The wide distribution reflects the formal communication process followed for senior-level personnel decisions across the Central Government.

However, the order is limited to the extension of Singh’s existing tenure. It does not announce a new appointment, promotion, transfer or change in his substantive service designation.

What the Extension Means for the GST Council Secretariat

The six-month extension will allow Pankaj Kumar Singh to continue in his current senior administrative role in the GST Council Secretariat through the period specified in the order. Continuity in senior positions can be relevant for maintaining administrative coordination and ensuring that ongoing work proceeds without an immediate change in leadership.

The GST Council’s work involves coordination between the Union and state governments on matters affecting the country’s indirect tax framework. The Secretariat supports the Council’s institutional and administrative functioning, making senior-level administrative continuity an important consideration in its operations.

Still, the official notification does not attribute the extension to any particular GST reform, upcoming Council meeting or specific policy priority. It confirms only that the ACC has approved a six-month extension in Singh’s central deputation tenure.

With the order dated October 7, 2026, the government has formally approved his continuation as Additional Secretary in the GST Council Secretariat under the Department of Revenue until March 9, 2027, or until further orders, whichever is earlier. Any subsequent change to his tenure or posting would depend on a fresh decision by the competent authority.
