Centre Recommends Disciplinary Action Against Kerala IAS Officer Asif K Yusuf Over Alleged Invalid OBC Certificate

The Central Government has recommended disciplinary proceedings against Kerala cadre IAS officer Asif K Yusuf (IAS:2016) after concluding that the Other Backward Class (OBC) certificate submitted by him during the civil services selection process was not valid. The recommendation has been made by the Department of Personnel and Training (DoPT), which has asked the Kerala Government to initiate action under the provisions of the Indian Administrative Service (Probation) Rules and the All India Services (Discipline and Appeal) Rules.

The development marks a significant administrative step in a case that has been under scrutiny over allegations that the officer submitted incorrect income-related documents to claim reservation benefits under the OBC category while applying for the Civil Services Examination.

The matter will now be examined by the Kerala Government, which has been requested to initiate disciplinary proceedings in accordance with the applicable service rules governing members of the Indian Administrative Service.

DoPT Writes to Kerala Chief Secretary

In an official communication addressed to the Chief Secretary of Kerala, the Department of Personnel and Training stated that both the OBC certificate and the income certificate issued in favour of Asif K Yusuf by the Tahsildar of Kanayannur Taluk were found to be “erroneous and incorrect” during the verification process.

Based on these findings, the Centre has advised the state government to take appropriate action under the relevant provisions governing probationary IAS officers and members of the All India Services.

The communication forms the basis of the Centre’s recommendation for disciplinary proceedings and has placed the matter before the Kerala Government for further action.

Income Certificate Already Cancelled

According to the DoPT’s communication, the income certificate submitted by the officer has already been cancelled after scrutiny by the competent authorities.

The letter also notes that Asif K Yusuf’s IAS service has not yet been confirmed because the required vigilance clearance from the Kerala Government is still pending.

The absence of service confirmation has become an important aspect of the case, as officers remain subject to the provisions of the IAS (Probation) Rules until their probation is successfully completed and their services are formally confirmed.

The Centre has, therefore, advised that action be initiated under both the IAS (Probation) Rules and the All India Services (Discipline and Appeal) Rules, as considered appropriate.

Allegations Relate to OBC Reservation Claim

The case stems from allegations that Asif K Yusuf, while serving as a Sub Collector, had submitted incorrect income-related documents that enabled him to claim reservation benefits available to candidates belonging to the Other Backward Classes category during the civil services recruitment process.

Following verification of the relevant documents, the Centre concluded that the certificates relied upon for claiming reservation benefits were not valid.

The findings were subsequently communicated to the Kerala Government, along with a recommendation that disciplinary proceedings be initiated under the applicable service rules.

Kerala Government to Decide the Next Course of Action

The DoPT has asked the Kerala Government to examine the matter and proceed in accordance with the rules governing members of the Indian Administrative Service.

The state government will now be required to consider the Centre’s recommendation and decide the appropriate administrative course of action.

If disciplinary proceedings are initiated, they will be conducted under the framework of the All India Services (Discipline and Appeal) Rules and other applicable provisions governing IAS officers.

As with all disciplinary matters involving All India Services officers, the process is expected to follow the prescribed legal and procedural safeguards before any final decision is taken.

Service Confirmation Yet to Be Granted

One of the notable observations in the DoPT’s communication is that Asif K Yusuf’s service in the IAS has not yet been confirmed.

The Centre has linked this to the pending vigilance clearance from the Kerala Government, indicating that the administrative process relating to his confirmation remains incomplete.

Officials note that confirmation of service is an important milestone in the career of every IAS officer, as it signifies the successful completion of probation and fulfillment of all prescribed requirements.

With vigilance clearance still pending and disciplinary action now under consideration, the officer’s confirmation process is also likely to remain under review.

Matter Enters Administrative Process

The Centre’s recommendation does not itself constitute a final disciplinary finding but initiates the formal administrative process prescribed under the service rules.

The Kerala Government will now examine the communication received from the Department of Personnel and Training and determine the next steps in accordance with the applicable legal framework.

Any disciplinary proceedings, if initiated, will be carried out under established procedures, giving due consideration to the material available on record and the provisions governing All India Services officers.

The outcome of the matter will depend on the action taken by the Kerala Government and the findings of any proceedings that may subsequently be conducted under the relevant service rules.
