In a significant administrative reshuffle, the Ministry of Home Affairs has transferred six Indian Administrative Service (IAS) officers currently serving in the Delhi government to various states and Union Territories under the AGMUT cadre. The move follows the recent promotion of 22 State Civil Services (SCS) officers to the IAS and is aimed at strengthening governance across regions.

The transfers form part of a broader cadre management exercise within the AGMUT (Arunachal Pradesh, Goa, Mizoram, and Union Territories) framework, which is designed to provide officers with diverse administrative exposure while addressing governance requirements in multiple jurisdictions.

Key IAS Officers Transferred and Their New Postings

According to the official order issued by the Union Home Ministry, the following officers have been reassigned:

Shravan Bagaria, District Magistrate, South-East District, Delhi – transferred to Goa (effective June 1, 2026).

K. C. Surendra, Deputy Commissioner, Municipal Corporation of Delhi (MCD) – transferred to Puducherry (effective immediately).

Sushil Singh, Director of Information and Broadcasting, Delhi Government – transferred to Mizoram (effective immediately).

Ranjit Singh, Secretary, Delhi Legislative Assembly – transferred to Mizoram (effective June 1, 2026).

Ajay Kumar, District Magistrate, North-East District, Delhi – transferred to Dadra and Nagar Haveli and Daman and Diu (effective immediately).

Pranjal J. Hazarika, Ministry of Food and Supplies, Delhi Government – transferred to Jammu and Kashmir (effective June 1, 2026).

The staggered effective dates are intended to facilitate a smooth administrative transition in both Delhi and the receiving states and Union Territories.

Objectives Behind the AGMUT Cadre Reshuffle

Officials indicated that the reshuffle has been undertaken with multiple objectives in mind:

Strengthening governance and improving administrative efficiency across Union Territories and smaller states. Ensuring optimal deployment of IAS officers in regions requiring experienced administrative leadership.

Providing officers with cross-regional exposure, which is a key feature of the AGMUT cadre structure. Creating space within the Delhi administration for the integration of newly promoted IAS officers.

The recent elevation of 22 SCS officers to the IAS cadre necessitated a redistribution of responsibilities, prompting this large-scale transfer order.

AGMUT Cadre: Building Versatile Administrative Leadership

The AGMUT cadre system—covering Arunachal Pradesh, Goa, Mizoram, and various Union Territories—is structured to provide IAS officers with multi-jurisdictional governance experience.
