Senior IAS officer Amit Kumar Ghosh, a 1994 batch officer, has been appointed as the Principal Secretary of Secretariat Administration in Uttar Pradesh. The state government issued the official order on Thursday, marking his return to the cadre after a central deputation.
A Return with Rich Experience
Mr. Ghosh was previously serving as Additional Secretary in the Ministry of Social Justice and Empowerment at the Centre. His return to Uttar Pradesh signals a renewed focus on strengthening state-level administration by drawing on his extensive experience in urban governance, industrial development, and social welfare.
Ghosh’s career has spanned key roles, including District Magistrate of Lucknow during the Mayawati government, and Managing Director of UPSIDC. His tenure in these positions earned him a reputation for administrative acumen, though not without occasional controversies. His work has been consistently marked by a strategic approach to complex governance challenges.
Policy Expertise and Governance Insight
His central role in the Ministry of Social Justice and Empowerment helped deepen his understanding of inclusive policies and rights-based development. State officials view his repatriation as a strategic move to bring his national-level policy experience to enhance state program implementation and departmental efficiency.
Ghosh’s past leadership in the Uttar Pradesh State Industrial Development Corporation (UPSIDC), coupled with his urban administrative experience, positions him well to take on pivotal assignments in areas such as social justice, urban development, and administrative reforms.

As Principal Secretary of Secretariat Administration, Ghosh will oversee the core administrative machinery of the state government.
