Centre Entrusts Additional Responsibilities to Senior IAS Officers: Anil Malik Gets Tribal Affairs Charge, Syed Abid Rashid Shah Takes Over Chandigarh Health Department

The Centre has assigned additional responsibilities to senior IAS officers Anil Malik and Syed Abid Rashid Shah. While Malik will temporarily head the Ministry of Tribal Affairs, Shah has been given charge of Chandigarh’s Health and Medical Education Department alongside his existing responsibilities.

In a fresh round of administrative reshuffling aimed at ensuring uninterrupted governance and institutional continuity, the Central Government on Monday entrusted additional responsibilities to two senior Indian Administrative Service (IAS) officers. The orders involve Anil Malik, a 1991-batch Haryana cadre officer, and Syed Abid Rashid Shah, a 2012-batch AGMUT cadre officer originally from Jammu and Kashmir.

While Anil Malik has been assigned the additional charge of Secretary, Ministry of Tribal Affairs, Syed Abid Rashid Shah has been entrusted with the responsibility of overseeing the Health and Medical Education Department of the Chandigarh Administration in addition to his existing assignments.

The decisions are part of the government’s continuing practice of assigning experienced officers temporary additional responsibilities to ensure that important departments continue functioning smoothly during periods of transition, leave, or temporary vacancies.

Anil Malik Entrusted with Additional Responsibility at the Centre

According to an official notification issued by the Government of India, Anil Malik, who currently serves as Secretary in the Ministry of Women and Child Development, has been given the additional charge of Secretary, Ministry of Tribal Affairs.

The arrangement will come into effect from June 16, 2026, and remain operational until July 1, 2026.

The temporary assignment has been necessitated by the leave of Ranjana Chopra, a 1994-batch IAS officer of the Odisha cadre, who is presently serving as Secretary in the Ministry of Tribal Affairs.

The Appointments Committee of the Cabinet (ACC), along with the competent authority, approved the arrangement to ensure that policy decisions, programme implementation, and administrative functions within the Tribal Affairs Ministry continue without disruption during Chopra’s absence.

Officials noted that temporary charge arrangements of this nature are a standard administrative mechanism used to maintain continuity in governance and decision-making at the highest levels of government.

A Senior Bureaucrat with Extensive Administrative Experience

Anil Malik is counted among the most experienced officers of the Haryana cadre and has held several important administrative assignments during his distinguished career.

As Secretary of the Ministry of Women and Child Development, he currently oversees a range of flagship government initiatives focused on women, children, nutrition, social welfare, and vulnerable communities.

The ministry plays a central role in implementing national programmes related to child welfare, maternal health, nutrition enhancement, gender empowerment, and social protection.

With the additional responsibility of the Tribal Affairs Ministry, Malik’s portfolio now expands considerably.

He will simultaneously supervise issues relating to:

Tribal welfare and development policies
Scheduled Tribe empowerment programmes
Educational initiatives for tribal communities
Livelihood enhancement projects
Welfare and social security schemes
Tribal rights protection measures
Development interventions in tribal regions

The assignment highlights the government’s confidence in Malik’s administrative abilities and his capacity to manage multiple high-priority portfolios simultaneously.

Importance of the Tribal Affairs Ministry

The Ministry of Tribal Affairs occupies a critical place within the Union Government’s governance framework.

The ministry is responsible for formulating policies and implementing programmes aimed at the socio-economic development of Scheduled Tribes across the country.

Its responsibilities extend across education, healthcare, skill development, economic empowerment, infrastructure support, cultural preservation, and protection of tribal rights.

Given the scale and significance of these programmes, ensuring uninterrupted leadership within the ministry remains a priority for the government.

Administrative observers note that assigning an experienced officer like Malik to temporarily oversee the ministry helps maintain continuity in policy execution and administrative decision-making.

Syed Abid Rashid Shah Assigned Additional Charge in Chandigarh

In another important development, Syed Abid Rashid Shah, a 2012-batch IAS officer of the AGMUT cadre, has been assigned the additional responsibility of the Health and Medical Education Department of the Chandigarh Administration.

The arrangement has been made as an interim measure until the return of the regular officer handling the department.

Officials indicated that the decision was taken to ensure seamless functioning of healthcare administration and medical education institutions within the Union Territory.

The health sector remains one of the most critical components of public administration, requiring continuous oversight and coordination across multiple agencies, hospitals, educational institutions, and public health programs.

By assigning the responsibility to Shah, the administration aims to avoid any disruption in governance and service delivery.

Expanding Responsibilities in Chandigarh Administration

At present, Syed Abid Rashid Shah already occupies several important positions within the Chandigarh Administration.

He currently serves as:

Secretary, Tourism and Culture Department
Managing Director, Chandigarh Industrial and Tourism Development Corporation (CITCO)

These assignments place him at the centre of Chandigarh’s tourism promotion, cultural initiatives, hospitality operations, and tourism infrastructure development.

Despite these existing responsibilities, the administration has now entrusted him with the additional charge of the Health and Medical Education Department, significantly broadening his administrative portfolio.

Officials describe the move as a reflection of the confidence reposed in Shah’s leadership and administrative capabilities.

Key Areas Under His New Charge

As part of his expanded role, Shah will oversee a wide range of responsibilities linked to Chandigarh’s healthcare ecosystem and medical education framework.

His responsibilities will include supervision of:

Public health administration
Medical education institutions
Healthcare service delivery systems
Government hospitals and healthcare facilities
Health policy implementation
Medical infrastructure management
Coordination among healthcare agencies
Public health programmes and initiatives

The department plays a crucial role in ensuring quality healthcare services for residents of Chandigarh while also overseeing important medical education institutions that contribute to healthcare workforce development.

Journey from Jammu & Kashmir to Chandigarh

Syed Abid Rashid Shah’s latest assignment marks another important chapter in a career that has seen him serve across different administrative environments under the AGMUT cadre system.

Originally from Jammu and Kashmir, Shah was formally relieved by the Jammu and Kashmir General Administration Department on February 20, 2026, following his transfer to Chandigarh.

The AGMUT cadre provides flexibility for officers to serve across multiple Union Territories and administrative regions, exposing them to a wide variety of governance challenges and developmental priorities.

Since arriving in Chandigarh, Shah has been actively involved in tourism and cultural administration while also heading CITCO, one of the Union Territory’s most significant public sector undertakings.

CITCO plays a vital role in promoting tourism, managing hospitality infrastructure, operating commercial facilities, and supporting economic activity linked to the tourism sector.

His latest assignment further expands his influence within Chandigarh’s administrative framework and places him in charge of another high-profile department.

Health Sector Oversight Gains Added Importance

The decision to assign the Health and Medical Education Department to Shah comes at a time when healthcare governance continues to be a key administrative priority across the country.

Public health administration today extends far beyond hospital management. It involves policy coordination, digital health initiatives, medical education reforms, infrastructure planning, disease surveillance, emergency preparedness, and service delivery optimization.

Managing these responsibilities requires continuous administrative oversight and interdepartmental coordination.

Officials believe that assigning an experienced IAS officer to oversee the department on an interim basis will help maintain stability and ensure continuity of services until a permanent arrangement resumes.

Government Focuses on Continuity and Stability

Both administrative orders issued on Monday underline the government’s emphasis on maintaining institutional stability through temporary charge arrangements whenever senior officers proceed on leave or departments require interim leadership.

For the Ministry of Tribal Affairs, the assignment ensures that critical welfare programmes and policy initiatives continue without interruption during the absence of the regular secretary.

In Chandigarh, the arrangement is expected to help maintain smooth functioning of healthcare services, medical education institutions, and related administrative systems.

The decisions also reflect a broader governance trend in which experienced IAS officers are increasingly entrusted with multiple portfolios to ensure efficient administration and uninterrupted delivery of public services.

Experienced Officers Continue to Shoulder Key Responsibilities

The latest appointments demonstrate the Centre’s continued reliance on seasoned civil servants capable of handling complex responsibilities across diverse sectors.

For Anil Malik, the temporary assignment expands his role at the Union Government level and places him at the helm of two important ministries simultaneously.

For Syed Abid Rashid Shah, the additional charge further strengthens his position within Chandigarh’s administrative hierarchy and broadens his involvement in key governance sectors.

As both officers take on their expanded responsibilities, the arrangements are expected to ensure continuity, stability, and effective administration in departments that directly impact millions of citizens and remain central to the government’s developmental and welfare agenda.
