DoPT Appoints IA&AS Officer Mona Kumari Jain as Deputy Secretary in Ministry of Statistics & Programme Implementation

The Department of Personnel and Training (DoPT) has approved the appointment of Ms. Mona Kumari Jain (IA&AS:2013) as Deputy Secretary in the Ministry of Statistics & Programme Implementation (MoSPI) under the Central Staffing Scheme.

The appointment has been approved by the Competent Authority and notified through an Office Memorandum issued by the Office of the Establishment Officer on July 16, 2026.

Selected Under the Central Staffing Scheme

According to the DoPT order, Mona Kumari Jain, an officer of the Indian Audit and Accounts Service (IA&AS), 2013 batch, was recommended for Central deputation by the Office of the Comptroller and Auditor General (CAG) of India.

She has now been selected for appointment as Deputy Secretary in the Ministry of Statistics & Programme Implementation (MoSPI), New Delhi, under the Central Staffing Scheme.

Her appointment has been approved for a period of four years from the date she assumes charge of the post or until further orders, whichever is earlier.

Immediate Relieving Directed

The DoPT has requested the Office of the Comptroller and Auditor General of India to relieve Mona Kumari Jain immediately so that she can take up her new assignment in the Ministry of Statistics & Programme Implementation without delay.

The appointment order has been addressed to the Office of the CAG, with instructions for the officer to join her new posting in New Delhi at the earliest.

MoSPI Asked to Issue Formal Notification

The Ministry of Statistics & Programme Implementation has also been requested to issue the formal notification regarding her appointment after she assumes charge and forward a copy of the notification to the Department of Personnel and Training.

At present, the Ministry’s Secretary is Saurabh Garg, who recently received an extension of his contractual tenure as Secretary, MoSPI.

Key Role in Policy and Data Administration

As Deputy Secretary in the Ministry of Statistics & Programme Implementation, Mona Kumari Jain will be associated with one of the Central Government’s key ministries responsible for:

National statistical systems and official data
Economic and social surveys
Monitoring flagship government programmes
Performance evaluation of Central schemes
Policy support through statistical analysis

The ministry plays a critical role in providing reliable data for evidence-based policymaking and tracking the implementation of government programmes across the country.

Three-Week Joining Deadline

The DoPT has reiterated that, in accordance with the Appointments Committee of the Cabinet (ACC) guidelines contained in DoPT Circular No. 3/4/2004-EO(MM-I) dated August 17, 2005, officers appointed under the Central Staffing Scheme are required to join their new assignment within three weeks from the date of issuance of the appointment order.

The order states that failure to join within the stipulated period may lead to the initiation of debarment proceedings under the Central Staffing Scheme.

Official Order Issued by DoPT

The appointment has been notified through an Office Memorandum issued by the Office of the Establishment Officer, Department of Personnel and Training, and signed by Ajit Kumar Ranjan, Deputy Secretary to the Government of India.

With the appointment of Mona Kumari Jain to the Ministry of Statistics & Programme Implementation, the Central Government continues to induct experienced officers from various All India and Central Civil Services into key policy-making positions under the Central Staffing Scheme, strengthening governance and administrative capacity across ministries.
