Bihar Govt Transfers 11 IAS Officers; Deepak Kumar Singh Appointed Principal Secretary to Governor
The Government of Bihar on Friday carried out a significant bureaucratic reshuffle involving 11 senior Indian Administrative Service (IAS) officers, assigning new responsibilities and additional charges across several important departments as part of an administrative restructuring exercise aimed at improving governance and departmental coordination.
The transfer and posting orders were issued by the General Administration Department under the leadership of Chief Minister Samrat Choudhary. The reshuffle includes major appointments in the Governor’s Secretariat, Home Department, Vigilance Department, Cabinet Secretariat, Finance Department, Revenue and Land Reforms Department, and Bihar State Housing Board.
Officials said the exercise is intended to strengthen administrative efficiency, improve inter-departmental coordination and accelerate implementation of governance and development initiatives across the state.
One of the most important appointments in the reshuffle involves senior IAS officer Deepak Kumar Singh, a 1992-batch Bihar cadre officer, who has been appointed Principal Secretary to the Governor.
At present, Deepak Kumar Singh is serving as Director General-cum-Chief Inquiry Commissioner in the General Administration Department. According to the official notification, he will continue to hold the additional charge of Director General-cum-Chief Inquiry Commissioner along with his new assignment at the Governor’s Secretariat.
Meanwhile, senior officer Gopal Meena has been appointed Secretary to the Governor.
In another key administrative decision, IAS officer B. Rajender, a 1995-batch Bihar cadre officer currently serving as Additional Chief Secretary of the General Administration Department, has been given the additional charge of the Vigilance Department.
The Vigilance Department plays a critical role in monitoring anti-corruption measures, administrative accountability and departmental inquiries within the state government.
Another major transfer involves senior IAS officer Arvind Kumar Chaudhary, also a 1995-batch officer, who has been shifted from the Home Department and appointed Additional Chief Secretary of the Cabinet Secretariat Department.
In addition to his new responsibilities, Arvind Kumar Chaudhary has also been entrusted with the additional charge of Controller of Examinations of the Bihar Combined Entrance Competitive Examination Board and Chairman of the Bihar Staff Selection Commission.
IAS officer Kundan Kumar, a 2004-batch officer currently serving as Secretary of the Industries Department, has been assigned additional charge as Secretary of the Home Department.
The government order stated that Kundan Kumar will continue to oversee responsibilities linked to Bihar Foundation, Bihar Industrial Area Development Authority (BIADA), and the Infrastructure Development Authority alongside his new assignment.
Meanwhile, Sanjay Kumar Singh, Secretary of the Finance Department, has been relieved from the additional responsibility of Inquiry Commissioner in the General Administration Department.
The reshuffle also introduced important changes in the Revenue and Land Reforms Department. IAS officer Seema Tripathi, currently serving as Secretary of the Bihar Human Rights Commission in Patna, has been assigned additional charge as Secretary of the Revenue and Land Reforms Department.
Similarly, Inayat Khan, Managing Director of Bihar State Educational Infrastructure Development Corporation Limited, has been given additional charge as Special Secretary in the Revenue and Land Reforms Department.
In another significant posting, IAS officer Nilesh Ramchandra Deore, who was earlier serving as Special Secretary in the Civil Aviation Department, has been appointed Managing Director of the Bihar State Housing Board.
At the same time, Rajiv Kumar Srivastava, who previously served as Managing Director of the Bihar State Housing Board, has now been posted as Additional Secretary in the Finance Department.
Additionally, IAS officer Arvind Kumar Verma, currently Special Secretary in the Cabinet Secretariat Department, has been entrusted with additional charge as Special Secretary in the Industries Department.
The latest reshuffle reflects the Bihar government’s continuing efforts to strengthen governance mechanisms, improve policy execution and ensure better coordination among departments through strategic deployment of senior bureaucrats.
